Commissioners' Meeting
December 29, 1969.
The Regular Meeting of the Board of Commissioners met in the Commissioners'
Room, City -County Building, on Monday, December 29, 1969, at four o'clock p.m.
There were present:
Mayor Donald D. Millikan, Chairman presiding
Commissioner Leon L. Ashton
Commissioner Carl R. Rundquist
Commissioner William W. Yost
comprising a quorum of the Board, also:
Ronald Barta, Assistant City Attorney
Norris D. Olson, City Manager
D. L. Harrison, City Clerk
Absent:
Commissioner Robert C. Caldwell
L. 0. Bengtson, City Attorney
The Minutes of the Regular Meeting of December 22, 1969, were approved as
mailed.
The City Manager reported on the bids to demolish the South Park School
Building, and that funds are available and the bid was in order and should be awarded
to Bob Smith Salvage Company, Solomon, Kansas, for $2,175.00. A motion was made by
Commissioner Yost, seconded by Commissioner Ashton to accept the City Manager's
recommendation and award the bid to Bob Smith Salvage Company for $2,175.00, as the
low bidder. Ayes: (4). Nays: (0). Motion carried.
The Assistant City Attorney reported on the 1970 Cereal Malt Beverage License
application for the Hide Away, 540 Willis Avenue, and that this place came into the
City Limits as non -conforming use, and the license could be approved. The City
Commissioners asked the Assistant City Attorney what could be done about the noise and
confusion. He stated, "stricter law enforcement". It was reported that 5 people were
convicted of gambling charges in 1969. Mr. Harold Crompton was present stating they
have been selling beer to minors, and that you Commissioners would not put up with this
type of noise and confusion that goes on at this place of business, if you lived near,
and that it should be made into a grocery store, as it was originally. A motion was
made by Commissioner Ashton, seconded by Commissioner Yost to deny the 1970 Cereal
Malt Beverage License. David Knudson, attorney for Leonard Dahl requested further
consideration of the application and that it be tabled. There was no action on his
request. Ayes: (4). Nays: (0). Motion carried to deny the 1970 Cereal Malt Beverage
License. Mr. Harold Crompton thanked the City Commissioners for their action taken to
deny the beer license.
A letter was received from the Salina City Planning Commission recommending
the approval of the Final Plat of Hoffman Addition. (requested in Petition Number 3061,
filed August 25, 1969, by King Food Host, Jerry Abbott Agent) A motion was made by
Commissioner Rundquist, seconded by Commissioner Yost to accept the recommendation of
the Salina City Planning Commission and approve the Final Plat. Ayes: (4). Nays: (0)
Motion carried.
The City Manager reported that Mr. Frank Langshaw, Curator of the Salina Museum,
would like the box and contents which were removed from the Old City Hall Corner Stone.
The County Commissioners have given him the box and contents from the Old Courthouse
Corner Stone. Mr. Langshaw wants to show all these items in display cases in the Museum.
A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to turn the
box and contents over to Mr. Langshaw for this purpose. Ayes: (4). Nays: (0). Motion
carried.
Estimate # 4, Revised, was filed by Floyd Farley for Steven J. Lyon, Golf Course
Contractor, in the amount of $53,228.70, and $29,524.55 to be paid to the City. The City
Manager recommended the Contractor be paid a total of $59,373.90 instead of the estimate
Number 4, revised, as requested. The City would retain $29,524.55 and the Contractor
receive $29,849.35. A motion was made by Commissioner Yost, seconded by Commissioner
Ashton to void the approval of the original Estimate # 4, made December 22, 1969, and
to approve the City Manager's recommendation. Ayes: (4). Nays: (0). Motion carried.

Mr. Bill Hinkel was present stating that the Stage Hands Local wants to inform
the City Commissioners of the condition of the state fly loft in the Memorial Hall. He
reported that the ropes need to be replaced, because of dry rot and someone
could get hurt. He was informed to have Mr. Dow Wells, who is in charge os the Stage
Hands, bring a list of items which need attention to the City Manager's Office.
On a motion by Commissioner Ashton, the Board of Commissioners ajdourned.
