Commissioners' Meeting
December 15, 1969
The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City -County Building, on Monday, December 15, 1969, at four o'clock p.m.
There were present:
Mayor Donald D. Millikan, Chairman presiding
Commissioner Leon L. Ashton
Commissioner Robert C. Caldwell
Commissioner Carl R. Rundquist

The Minutes of the Regular Meeting of December 8, 1969, were approved as mailed.
The City Commissioners considered the proposal for free 2 hour and free all day
parking in downtown Salina. Mr. Dan Stevenson again appeared explaining his proposal for
the removal of the parking meters in the downtown area. He compared the assessed valuation
of the Central Business District with the assessed valuation of the shopping centers.
Mrs. James Van Duyne spoke against the proposal stating she thought they should wait for
six months and make the downtown businesses do some promoting on their own before
considering taking the parking meters out. Mrs. 0. J. Cooper stated she did not think
the trouble with the business in the downtown area was because of the parking meters;
she thought they should stay open at night for the convenience of the customer and carry
a better choice of merchandise. Dwight Tolle and Chester Cassell also spoke in opposition
of the proposal. Tom Kennedy, Gib Wenger, John Holmes, Louis Smith, Wayne Dailey spoke in
favor of the proposal. Commissioner Ashton moved that they not accept Dan Stevenson's
proposal. Motion died for lack of a second. A motion was made by Commissioner Rundquist,
seconded by Commissioner Yost to place an ordinance on first reading repealing Article VI
of Chapter 22 (Motor Vehicles and Traffic) and providing for unrestricted or all day
parking throughout the Central Business District, except those areas designated by
Resolution as being limited for 2 hour parking. Ayes: Caldwell, Rundquist, Yost (3).
Nays: Ashton (1). Mayor Millikan abstained. Motion carried.

An ordinance was introduced for second reading entitled: "AN ORDINANCE providing
the procedure for the removal or repair of unsafe or dangerous structures located within
the City of Salina, Kansas; amending Section 12-63 (2) and 12-63 (3) of The Salina Code and
repealing said original sections. A motion was made by Commissioner Yost, seconded by
Commissioner Caldwell to adopt the ordinance as read and the following vote was had:
Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the
ordinance and it is numbered 8056. Carried. Ordinance was introduced for first reading
December 8, 1969.
An ordinance was introduced for second reading entitled: "AN ORDINANCE prescribing
the corporate limits of the City of Salina, Kansas, including land described in Ordinance
Number 8028, and repealing Section 1 of Ordinance Number 7099. A motion was made by
Commissioner Ashton, seconded by Commissioner Rundquist to adopt the ordinance as read and
the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5).
Nays: (0). Mahor approved the ordinance and it is numbered 8057. Carried. Ordinance was
introduced for first reading December 8, 1969.
The City Attorney reported on the request of the Cultural Arts Commission to
increase its' membership, and recommended the ordinance be amended to provide for a minimum
of 10 members and a maximum of 20 members. A motion was made by Commissioner Rundquist,
seconded by Commissioner Ashton to accept the recommendation of the City Attorney and
introduce an ordinance for first reading amending Section 2-197 of The Salina Code.

City Engineer filed Plans and Specifications for sidewalks on the north side of
the 600 block of Ralph. A motion was made by Commissioner Yost, seconded by Commissioner
Caldwell to approve the Plans and Specifications as filed, and to instruct the City Clerk
to advertise for bids to be received for the sidewalks on January 5, 1970. Ayes: (5)•
Nays: (0). Motion carried.
Local Public Agency submitted a Neighborhood Development Program for the Central
Business District. A motion was made by Commissioner Caldwell, seconded by Commissioner
Yost to accept the plan as submitted and refer it to the Salina City Planning Commission
and the Citizens Advisory Committee. Ayes: (5)• Nays: (0). Motion carried.
Petition Number 3083 was filed by J. B. Land Company, Inc. for the approval of the
preliminary Plat of the Replat of the West 1/2 of Block 10, Riker Addition. A motion was
made by Commissioner Caldwell, seconded by Commissioner Yost to refer the petition to the
Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried.
Petition Number 3084 was filed by Brown & Brown, Inc. for the approval of the
preliminary Plat of Brown & Brown Addition Number One. A motion was made by Commissioner
Rundquist, seconded by Commissioner Ashton to refer the petition to the Salina City Planning
Commission. Ayes: (5)• Nays: (0). Motion carried.
Petition Number 3085 was filed by Phil Martin for the annexation of a tract of
land in the North 1/2 of Section 19, T 14 S, R 2 W (south side of Crawford Street and west
of Roselawn Memorial Park - 1800 Block) A motion was made by Commissioner Yost, seconded
by Commissioner Ashton to refer the petition to the Salina City Planning Commission.
Ayes: (5)• Nays: (0). Motion carried.
Petition Number 3086 was filed by Phil Martin for the rezoning of a tract of land
in the North 1/2 of Section 19, T 14 S, R 2 W (south side of Crawford Street and west of
Roselawn Memorial Park Cemetery - 1800 Block), from District "A" (Second Dwelling House
District) to District "C" (Community Unit Plan). A motion was made by Commissioner Rundquist
seconded by Commissioner Ashton to refer the petition to the Salina City Planning Commission.
Ayes: (5)• Nays: (0). Motion carried.
Petition Number 3087 was filed by George F. Johnson for the inclusion of wholesale
and retail auto parts and accessory operations in District "D". A motion was made by
Commissioner Rundquist, seconded by Commissioner Ashton to refer the petition to the
Salina City Planning Commission. Ayes: (5)• Nays: (0). Motion carried.
The Mayor, with the approval of the City Commissioners appointed Mrs. William M.
(Virginia L.) Usher to the Housing Authority of the City of Salina for a 4 year term to
September 11, 1973, to succeed Mildred Riddle.
The City Manager read a letter from Chief McCabe, Salina Fire Department, advising
that B. R. Becker had complied with the requirements of Resolution Number 3041 for the
structure at 1217 South Santa Fe Avenue.
The City Manager read a letter from Allen Dodge, submitting his resignation from
the Salina Airport Authority. The City Attorney suggested the City Commissioners wait to
accept his resignation until they appoint his successor. The City Commissioners agreed.

appropriation for the payment of certain claims." (bills - $104,597.53) A motion was
made by Commissioner Ashton, seconded by Commissioner Rundquist to adopt the ordinance as r
read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5)
Nays: (0). Mayor approved the ordinance and it is numbered A-1513. Carried.
On a motion by Commissioner Ashton, the Board of Commissioners adjourned.
