12-08-1969 Minutes1 F_ City of Salina, Kansas Commissioners' Meeting December 8, 1969 The Regular Meeting of the Board of Commissioners met in the Commissioner's Room, City -County Building, on Monday, December 8, 1969, at four o'clock p.m. There were present: Mayor Donald D. Millikan, Chairman presiding Commissioner Leon L. Ashton Commissioner Robert C. Caldwell Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of November 24, 1969, were approved as mailed. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the construction of certain sidewalks, for the payment of the cost thereof, and how the same shall be assessed and the manner of the payment therefor." A motion was made by Commissioner Yost, seconded by Commissioner Ashton to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 8054. Carried. (sidewalks on the north side of the 600 block of Ralph, requested in Petition 3057 filed by Robert H. Teske on August 12, 1969). Ordinance was introduced for first reading November 24, 1969. An ordinance was introduced for second reading entitled: "AN ORDINANCE creating a Board of Zoning Appeals consisting of seven members; amending Section 3 of Ordinance Number 6613 and repealing said original section." A motion was made by Commissioner Rundquist, seconded by Commissioner Caldwell to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 8055. Carried. Ordinance was introduced for first reading November 24, 1969. City Engineer reported on Petition Number 3077 for sewer line and Petition Number 3078 for water line on Woodland Avenue, East of Ohio Street, requested by Steven J. Hill on , November 24, 1969. The petitions were signed by only 38% of the abutting property owners, and suggested the petitions be returned for more signatures. A motion was made by Commissioner Yost, seconded by Commissioner Ashton to refer the petitions back to the petitioner for at least a majority of the property owners abutting the proposed water and sewer lines. Ayes: (5). Nays: (0). Motion carried. The City Commissioners considered the proposal to remove parking meters from the Central Business District. Mr. Dan Stevenson presented his proposal for free all day and free two hour parking in Downtown Salina. His proposal and map are attached to these minutes;. A motion was made by Commissioner Ashton, seconded by Commissioner Caldwell to table the proposal for one week, so a study can be made in more detail and a decision made at next week meeting. Commissioner Ashton feels that the Commission should make a study of both sides of the parking meter situation. His concern is the pay off of the Bond and Interest Account. Mrs. A. J. Cooper had several questions about removing the parking meters, such as: How much money is on hand? How long are bonds to run? How much Bond and Interest is due? How will loss of revenue be made up? If the parking meters are removed, who will pay the bonds off? Mrs. Cooper feels that we would be helping downtown property owners pay for parking. She does not feel the property owners should pay for free downtown parking, and if free parking is going to increase taxes, she is against it. The City requires single operator beauty shops to provide off-street parking, why not the downtown area? Mr. Bud Jilka wondered why there are no parking meters in Sunset Plaza. Commissioner Rundquist expressed the opinion that the downtown area is in trouble and one of the problems is the parking meters, and he feels if they are removed it will help the situation. Vote on the motion to table the parking meter proposal until next week: Ayes: Ashton, Caldwell, Millikan (3) Nays: Rundquist, Yost (2). Motion carried. 1 1 1 Q U _ Mrs. A. J. Cooper asked about the expenses of the City Commissioners wives to the National League of Cities Convention in San Diego, California, and who pays their expenses. Mayor Millikan answered that the City did pay the actual expenses of both husband and wife, and that such has been a past policy of Salina as well as many other cities sending Commissioners to such a meeting. She would like to see a follow up article in the paper on the actual expenses that were paid. She does not feel this is a fair expense to the tax payers of Salina. A motion was made by Commissioner Yost, seconded by Commissioner Ashton to introduce an ordinance for first reading providing the precedure for the removal or repair of unsafe or dangerous structures located within the City Limits of Salina; amending Section': 12-63 (2) and 12-63 (3) of The Salina Code and repealing the original sections. Ayes: (5). Nays: (0). Motion carried. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: It" IS, I9LI Number: 7057 Petition Number 3079 was filed by W. C. Chaffee, agent for Laughlin, Inc., for the rezoning of the 500 block of South Broadway from District "A" (Second Dwelling House District) to District "D" (Local Business). A motion was made by Commissioner Yost, seconded by Commissioner Caldwell to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. Petition Number 3080 was filed by W. C. Chaffee, Agent for Melvin Trailer Sales, Inc., for the rezoning of 530 to 536 South Broadway from District "A" (Second Dwelling House District) to District "D" (Local Business). A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. Petition Number 3081 was filed by William E. Mowery for the approval of the preliminary plat of Upper Mill Heights Addition Number 2. A motion was made by Commissioner Caldwell, seconded by Commissioner Yost to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. Petition Number 3082 was filed by T. M. Siler for the rezoning of the North 1/2 of Lots 6 and 7, Block 1, Oakdale Addition, from District "A" (Second Dwelling House District) to District "C" (Apartment District). A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. A resolution was introduced and passed entitled: "A RESOLUTION approving an agreement between the City of Salina, Kansas, and the United States Government relating to Fire Protection for the Schilling Manor Sub -Post." A motion was made by Commissioner Yost, seconded by Commissioner Caldwell to adopt the Resolution as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 3042. Carried. The Commissioners considered the proposal of First Securities Company of Kansas, Inc., Wichita, Kansas, for the issuance of Series P-212 Bonds for 20 years (Ridgeview Addition). The City Attorney reported the proposal is 5 1/2i interest plus a fiscal fee of $3,018.20. A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to authorize the Mayor to sign the agreement with First Securities. Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to instruct the City Clerk to advertise for bids to be received on December 22, 1969, for the demolition of South Park School. A letter was received from the Salina Cultural Arts Commission recommending the increase of its membership from 10 to 13. The City Commission instructed the City Attorney to check with the Cultural Arts Commission and to prepare an ordinance that would satisfy their request. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims". (Bills - $261,964.65) A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1511. Carried. 3 An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (Payroll - $86,798.81) A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5) Nays: (0). Area enclosed in RED is proposed location of FREE TWO HOUR PARKING. a. Approximate area is from Mulberry to Elm, 5th street to 7th street. b. Also included is 200 and 300 blocks on North Santa Fe, and 100 block on South 4th street. ii. Area outside BLACK BOUNDARY recommended for FREE ALL DAY PARKING. a. Areas enclosed in BLACK are City Lots envolved. b. BLACK lines represent streets that are recommended for ALL DAY PARKING. III. GREEN area indicates area where there is a possibility of going to angle parking and thus picking up about 90 additional spaces, or a total availability of 166 all day parking spaces. IV. Area in frorrt•of Post Office should probably be 15 minute parking. V. Reques't's of residents of any area involved will have to be considered like those on 4th street in the 200 block south. a. Psychological factor involved in having place to park and not having to worry about moving car, erasing mark or getting ticket. 2. fleeting of all downtown people about January 15, 1970 to discuss plan in detail and explain where to park. Maps will be printed and supplied for parking areas. 3. Chamber of Commerce supplies stickers to two watchers in each block who watch their areas and meet for coffee each Wednesday. (Welcome Shopper - This space is reserved for you by downtown employees.) 4. Contact managers of building, ask cooperation for violation. 5. Multiple violation is registered in 6.
