11-17-1969 MinutesCity of Salina, Kansas Commissioners' Meeting November 17, 1969 I The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, November 17, 1969, at four o'clock p.m. There were present: Mayor Donald D. Millikan, Chairman presiding Commissioner Leon L. Ashton Commissioner Robert C. Caldwell Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of November 10,, 1969, were approved as mailed. This is the first meeting in the New City -County Building at 300 West Ash. BIDS were received for the Gasoline Supply for Central Garage for the period of November 21, 1969 through May 21, 1970. The bids were opened and tabulated, and a motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to award the bid to Long Oil Company, Inc. (Gulf), as low bidder for the six month period. (Regular: .1130(t; Ethyl: .1315(t; 3 to 1 average .1268(t per gallon) Ayes: (5). Nays: (0). Motion carried. BIDS were received for the Diesel Fuel Supply for the period of November 21, 1969 through May 21, 1970. The bids were opened and tabulated., and a motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to award the bid to Walthers Oil Company (Champlin) as low bidder for the six month period. (.1055(t per gallon) Ayes: (5). Nays: (0). Motion carried. Mr. Larry Vereen, Chairman of the Community Action Council was present. He felt they are having problems in the Urban Renewal Area dealing with the minority group. He suggested that a member of the minority group be appointed to the Urban Renewal Board. He felt this will bring better understanding with people in Urban Renewal Area # 2. Mrs. R. L. Jacques, President of the League of Women Voters of Salina, presented the City Commissioners with their new "Know your City" booklet. The City Commissioners considered the appeal of George Cardinal of the denial of his building permit and application for variance to the Board of Zoning Appeals, which was denied by the Board's resolution 167. Mr. Cardinal was present showing pictures to the City Commissioners and telling them why he would like to have an attached breezeway between his house and garage. He stated that the building code allowed him to build within one foot of the existing structures, but it would be unstable and would not look good. The City Attorne told the City Commissioners that, according to the ordinances, the only way they could appro this is to declare it a hardship case, and then allow the variance. A motion was made by Commissioner Caldwell, seconded by Commissioner Yost that the appeal for variance from the Zoning Ordinance be allowed. Ayes: (5). Nays: (0). Motion carried. Mr. Dan Stevenson presented the City Commissioners with a petition (later numbered 3075) signed by 254 individuals to implement a program of free parking in Downtown Salina on a trial basis. Mr. Stevenson was accompanied by a Commission Room full of people in support of his request. He told of the great need to remove the parking meters in order to save the downtown central business district and that there is a large enough cash balance in the Parking Meter Fund to pay the City Share of Bond and Interest for 1970. He proposed a plan of having free two hour parking on the inner streets and lots and free all day parking on the outer streets and lots which now have parking meters. He asked the City Commissioners to adopt a resolution that: #1. The City Commissioners tentatively approve the general plan for free two hour parking in downtown Salina, starting February 1, 1970 to run until August 1, 1970 on a six month trial basis financed by the reserve cash account in the parkin meter account of the City; #2. That two weeks from today, December 1, 1969, a total plan 1 1 1 1 1 with all mechanical details worked out and with the approval of the Downtown Economics Development Committee and the City Manager will be given to the City Commissioners for final approval. Commissioner Ashton raised the question of future expansion of parking i lots. He mentioned the old City Hall Building and Police Building which have been considere to be razed and made into an attendant parking lot; and the need to repair walls adjacent to present parking lots. Commissioner Rundquist expressed his opinion that parking meters should be removed from downtown Salina. Mr. Jerry Waddell spoke in favor of removing the parking meters from the downtown business core area. The City Manager, Norris Olson, stated that there has been talk of parking meter revenue not being put in the Parking Meter Fund. He wants the people present and the news media to know this is not true; that all money has been put there prior to the time he has been City Manager and since that time. A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to give tentative approval for free parking in Downtown Salina on a trial basis for the six month period from February 1, 1970 to August 1, 1970; and that the details be worked out with the Downtown Development Committee of the Chamber of Commerce and the City Manager, and be presented in full to the Commissioners for final approval. Ayes: (5). Nays: (0). Motion carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills - $188,030.15) A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to adopt the ordinance as read and I the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5).
