Commissioners' Meeting
November 10, 1969
-T-he Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City Hall, on Monday, November 10, 1969, at four o'clock p.m.
There were present:
Mayor Donald D. Millikan, Chairman presiding
Commissioner Leon L. Ashton
Commissioner Robert C. Caldwell
Commissioner Carl R. Rundquist
Commissioner William W. Yost
comprising a quorum of the Board, also:
L. 0. Bengtson, City Attorney
Norris D. Olson, City Manager
D. L. Harrison, City Clerk

The Minutes of the Regular Meeting of November 3, 1969, were approved as mailed.
The Mayor proclaimed Sunday, November 16, 1969, - "PEANUT BUTTER SUNDAY"
sponsored by the Kansas Jaycee/United Cerebral Palsy Camp.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing
for the vacation of a portion of a certain easement located in Lot 6, Block 5, Replat of
Faith Addition, City of Salina, Saline County, Kansas." A motion was made by Commissioner
Rundquist, seconded by Commissioner Ashton to adopt the ordinance as read and the following
vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor
approved the ordinance and it is numbered 8052. Carried. Ordinance was introduced for
first reading November 3, 1969.
A letter was received from the Salina City Planning Commission recommending the
{ approval of the Final Plat of Van Horne Addition, requested in Petition Number 3054 filed
by Royal Realty Company on July 22, 1969. A motion was made by Commissioner Yost, seconded
by Commissioner Caldwell to accept the recommendation of the Salina City Planning Commission
and approve the Final Plat. Ayes: (5). Nays: (0). Motion carried.
A letter was received from the Salina City Planning Commission recommending the
approval of the rezoning of Lots 3 and 5, Block 12, Riverside Park Addition, requested in
Petition Number 3070, filed by St. John's Hospital, as amended. The petition requested the
property be rezoned to "D" (Local Business) and was amended, at the request of the petitioner
to be rezoned to "C" (Apartment District). A motion was made by Commissioner Rundquist
seconded by Commissioner Ashton to accept the recommendation of the Salina City Planning
Commission and approve the rezoning of Lots 3 and 5, Block 12, Riverside Park Addition
to District "C", and to introduce the rezoning ordinance for first reading. Ayes: (5).
Nays: (0). Motion carried.

Mr. Cardinal requested that his appeal of the denial of his building permit and
application for variance to the Board of Zoning Appeals, which was denied by the Board's
Resolution 167, be postponed for one week. A motion was made by Commissioner Yost,
seconded by Commissioner Rundquist to table the appeal for one week, November 17, 1969.
Ayes: (5). Nays: (0). Motion carried.
A Cereal Malt Beverage license application was filed by Jack D. Allen for the
Cozy Inn, 108 North Seventh Street. A motion was made by Commissioner Rundquist, seconded
by Commissioner Yost to approve the license. Ayes: (5). Nays: (0). Motion carried.
The City Commissioners considered the claim against the City of Salina for
$5,000.00 by Joseph Grillo. The City Attorney reports that there is no liability against
the City. A motion was made by Commissioner Yost, seconded by Commissioner Ashton that
no action be taken. Ayes: (5). Nays: (0). Motion carried.

The City Commissioners considered the acceptance of South Park and Phillips
School sites for Neighborhood Parks. The City Manager reports that the City would have
to raze the building at South Park School which would incur an expense to the City.
A motion was made by Commissioner Yost, seconded by Commissioner Ashton to accept the
properties, as is, with no strings attached. Ayes: (5). Nays: (0). Motion carried.
The City Manager asked if the City Commissioners would agree to allow
compensating time off on December 26th for all the employees in City Hall who work,
Saturday, November 16th, to move the offices. A motion was made by Commissioner Yost,
seconded by Commissioner Rundquist to allow the holiday on December 26th. Ayes: (5).
Nays: (0). Motion carried.
The Mayor, with the approval of the City Commissioners reappointed Jim Mize
g to the Minimum Housing Code Board of Appeals for a three year term to October 1, 1972.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (bills - $1,148,009.92) A motion was
made by Commissioner Yost, seconded by Commissioner Rundquist to adopt the ordinance as
read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5).1
Nays: (0). Mayor approved the ordinance and it is numbered A-1507. Carried.

An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll - $85,487.41) A motion was
made by Commissioner Yost, seconded by Commissioner Rundquist to adopt the ordinance as
read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost
Nays: (0). Mayor approved the ordinance and it is numbered A-1508. Carried.

The Mayor mentioned that this would be the last meeting in the Old City Hall at
5th and Ash. The Commissioners will meet in the New City -County Building on November 17, 19169.
On a motion by Commissioner Ashton, the Board of Commissioners adjourned.
