Commissioners' Meeting
November 3, 1969
The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City Hall, on Monday, November 3, 1969, at four o'clock p.m.
There were present:
Mayor Donald D. Millikan, Chairman presiding
Commissioner Robert C. Caldwell
Commissioner Carl R. Rundquist
Commissioner William W. Yost
comprising a quorum of the Board, also
L. 0. Bengtson, City Attorney
Norris D. Olson, City Manager
D. L. Harrison, City Clerk
Absent:
Commissioner Leon L. Ashton
The Minutes of the Regular Meeting of October 27, 1969, were approved as mailed.
The Mayor proclaimed November 11, 1969 - "Veterans' DAY".
Mr. George Pierce was present asking why he can't put a trailer house where he
wants to. (At the east end of Wayne Avenue, near Ohio Street) He was told by the City
Commissioners to go to the Inspection Department for a Zoning Board of Appeal application
and file the application with the City Clerk's Office.
An ordinance was introduced for second reading entitled: "AN ORDINANCE
Authorizing the issuance of General Obligation Bonds of the City of Salina, Kansas, in
the sum of $131,385.17, to pay the cost of sewer improvements in said City to be designated
as Series AS -210." A motion was made by Commissioner Yost, seconded by Commissioner
Caldwell to adopt the ordinance as read and the following vote was had: Ayes: Millikan,
Caldwell, Rundquist, Yost (4). Nays: (0). Commissioner Ashton absent. Mayor approved
the ordinance and it is numbered 8050. Carried. Ordinance was introduced for first
reading October 27, 1969.
An ordinance was introduced for second reading entitled: "AN ORDINANCE
Authorizing the issuance of Internal Improvement Bonds of the City of Salina, Kansas, in
the sum of $170,813.64, to pay the cost of street and sewer improvements in said City to be
designated as Series P-211." A motion was made by Commissioner Rundquist, seconded by
Commissioner Yost to adopt the ordinance as read and the following vote was had: Ayes:
Millikan, Caldwell, Rundquist, Yost (4). Nays: (0). Commissioner Ashton absent. Mayor
approved the ordinance and it is numbered 8051. Carried. Ordinance was introduced for
first reading October 27, 1969.

A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to
instruct the City Clerk to advertise for bids for gasoline supply at Central Garage, for j
the period of November 21, 1969 through May 21, 1970, to be received November 17, 1969. j
Ayes: (4). Nays: (0). Motion carried.
A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to
instruct the City Clerk to advertise for bids for diesel fuel supply for the period of
November 21, 1969 through May 21, 1970, to be received November 17, 1969. Ayes: (4).
_ Nays: (0). Motion carried.
A cereal malt beverage license application was filed by Jack G. Shannon, d/b/a
The Roadrunner Lounge, 616 North Broadway. A motion was made by Commissioner Rundquist,
seconded by Commissioner Caldwell to approve the license. Ayes: (4). Nays: (0).
Motion carried.
Petition Number 3074 was filed by Lyle E. Lightfoot for the vacation of a part
of the easement in Lot 6, Block 5, Replat of Faith Addition. A motion was made by
Commissioner Yost, seconded by Commissioner Caldwell to approve the petition and to
introduce an ordinance for the vacation for first reading.

Change Order # 3 was filed for Presley Builders, Inc., for Fire Station # 4,
for the installation of guardrails around the basement window wells, in the amount of
$357.50. A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to
i approve the Change Order. Ayes: (4). Nays: (0). Motion carried.
The City Manager reported that the City will move its' offices to the new
City -County Building on November 14th and 15th, 1969.
The City Manager reported that the City Employees have contributed $4,481.50
to the Salina United Fund.
On a motion by Commissioner Rundquist, the Board of Commissioners adjourned.
