10-20-1969 Minutes1 City of Salina, Kansas Commissioners' Meeting October 20, 1969 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City Hall, on Monday, October 20, 1969, at four o'clock p.m. There were present: Mayor Donald D. Millikan, Chairman presiding Commissioner Leon L. Ashton Commissioner Robert C. Caldwell Commissioner Carl R. Rundquist comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris Olson, City Manager D. L. Harrison, City Clerk Absent: Commissioner William W. Yost The Minutes of the Regular Meeting of October 13, 1969, were approved as mailed. The Mayor proclaimed October 19 - 25, 1969 - "NATIONAL BUSINESS WOMEN'S WEEK" An ordinance was introduced for second reading entitled: "AN ORDINANCE providing the proximity requirements of a mobile home court from parks, public buildings, hospitals, or colleges; amending Section 21-29 of The Salina Code and repealing said original section." A motion was made by Commissioner Caldwell, seconded by Commissioner Ashton to adopt the ordinance as read. Mr. A. M. Mosier, President of Mobile Home Park Association, asked the City Commissioners not to pass the ordinance deleting "school" from Section 21-29 of the Salina Code. Mr. Mosier claims there are approximately 300 - 350 empty spaces within the trailer parks within the City at this time. He felt that this would affect the economics of the present courts by allowing another court to expand at this time. Mr. Joe Kroneberger would like to make this organization available for any help they could give the City Commissioners on similar subjects or any other help on mobile homes. A motion was made by Commissioner Ashton, seconded by Commissioner Caldwell to table the ordinance for one week. Ayes: (4). Nays: (0). Motion carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the vacation of a portion of Beach Street within the City of Salina, Kansas." A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist (4). Nays: (0). Mayor approved the ordinance and it is numbered 8049. Carried. Ordinance was introduced for first reading October 13, 1969. i The City Manager reported on Petition Number 3073, filed by Fred Brockman, USD #3051 for a street light on the light pole in front of the John F. Kennedy School, 700 Jupiter, andi recommended the light be denied, because there are four lights presently around the school at the intersections. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to accept the City Manager's recommendation and deny the petition. Ayes: (4). Nays: (0). Motion carried. A motion was made by Commissioner Caldwell, seconded by Commissioner Ashton to refer the letter from the Salina City Planning Commission, requesting the Board of Zoning Appeals membership be increased from five members to seven, back to the Salina City Planning Commission for a public hearing. Ayes: (4). Nays: (0). Motion carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills - $154,265.39) A motion was made by Commissioner Ashton, seconded by Commissioner Caldwell to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist (4). Nays: (0). Mayor approved the ordinance and it is numbered A-1505. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (payroll - $77,861.29). A motion was made by Commissioner Ashton, seconded by Commissioner Caldwell to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist (4). Nays: (0).
