10-27-1969 Minutesn City of Salina, Kansas Commissioners' Meeting October 27, 1969 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City Hall, on Monday, October 27, 1969, at four o'clock p.m. There were present: Mayor Donald D. Millikan, Chairman presiding Commissioner Leon L. Ashton J Commissioner Robert C. Caldwell Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of October 20, 1969, were approved as mailed. Bids were received on $302,198.81 General Obligation Bonds for 10 years; i Series AS -210 for $131,385.17 for sewer improvements Series P-211 for $170,813.64 for street and sewer improvements. I, r (No bids were received for Series P-212 for $79,481.71 for 20 vears) The bids were opened and tabulated by the City Clerk. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to award the bid to First Securities Company of Kansas, Inc., Wichita, Kansas, for a total interest cost to the City of $106,213.3+, with an average interest rate of 5.249250, and to introduce an ordinance for first reading authorizing the issuance of General Obligation Bonds for each series. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: -�r �qo Number: $050 Ordinance Passed: ��,,c� 3 19/„9 Number: 808) An ordinance was introduced for second reading entitled: ''AN ORDINANCE providing the proximity requirements of a mobile home court from parks, public buildings, hospitals or colleges; amending Section 21-29 of The Salina Code and repealing said original section.'' Mr. Kenneth Nordboe was present asking the ordinance be passed so that construction could be started on the improvements to the trailer park. He has 3 or 4 persons waiting to move upon completion of the improvements. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to delay passage of the ordinance until the Building Code Advisory Board makes a recommendation from a study they are making on the Mobile Home Ordinance. Ayes: (5) Nays: (0). Motion carried. A letter was received from the Salina City Planning Commission recommending the denial of the rezoning of Lots 7, 8, 9, 10, Block 17, Pacific Addition, requested in Petitions Number 3019 filed by Vernon L. Peatling on October 28, 1968. Mr. Vernon Peatling was present! asking for a delay of one week on his rezoning request and Mrs. Shank's, because Mrs. Shank has an important letter which will have a bearing on the 2 rezoning requests. A motion was made by Commissioner Ashton to table the Rezoning for one week. Motion died for lack of a second. Mrs. Irene Laurent, who filed a protest petition asked the City Commissioners to accept the Salina City Planning Commission recommendation and deny the rezoning. A motion was made by Commissioner Caldwell, seconded by Commissioner Rundquist to accept the Salina City Planning Commission recommendation and deny the rezoning. Ayes: (5). Nays: (0). Motion carried. j A letter was received from the Salina City Planning Commission recommending the denial of the rezoning of Lots 1, 2, 3, 4, Block 17, Pacific Addition, requested in Petition Number 3063 filed by Harriett Shank on September 2, 1969. A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to accept the Salina City Planning Commission recommendation and deny the rezoning. Ayes: (5). Nays: (0). Motion carried. 1 C I A letter was received from the Salina City Planning Commission recommending the approval of the Final Plat of Magnolia Addition filed by the Salina USD # 305. A motion i was made by Commissioner Rundquist, seconded by Commissioner Yost to accept the Salina City Planning Commission recommendation and approve the Final Plat of Magnolia Addition. Ayes: (5). Nays: (0). Motion carried. The City Commissioners considered the plans for the improvement of Magnolia Road from U.S. Highway to Centennial Road. A motion was made by Commissioner Yost, seconded by Commissioner Ashton to accept the plans as presented by the City Engineer from the State Highway Commission. The State is to let the contract on this improvement on November 20, 1969. Ayes: (5). Nays: (0). Motion carried. The Mayor, with the approval of the City Commissioners reappointed Leonard Altman to the Building Board of Appeals for a 5 year term to August 17, 1974. Estimate Number 2 was filed by Presley Builders, Inc. for Salina Fire Station # 4 at Marymount Road and Crawford Street, in the amount of $26,493.00. A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0). Motion carried. City Engineer filed Final Estimate for Part I, Slurry Seal of Job 509, for R. R. Ballou Construction Company, in the amount of $4,726.99. A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0). Motion carried. On a motion by Commissioner Ashton, the Board of Commissioners adjourned. D. L. Harrison, City Clerk
