Commissioners' Meeting
i October 13, 1969
The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City Hall, on Monday, October 13, 1969, at four o'clock p.m.
There were present:

The Minutes of the Regular Meeting of October 6, 1969, were approved as mailed.
Jack Richardson was present to thank the Commissioners for the opportunities he
has had with the City of Salina; he was accompanied by Mrs. Richardson. The Mayor and
City Commissioners wished Jack the best of luck on his new appointment as U. S. Marshal
for Kansas. I

BIDS were received for approximately 73,700 pounds of scrap metal, located at
the Old Camp Phillips base:

A motion was made by Commissioner Yost, seconded by Commissioner Ashton to refer
the bids to the City Staff, and if it is OK, to award the bid to Brown's 2nd Hand Store
for $666.69. Ayes: (5). Nays: (0). Motion carried.

A motion was made by Commissioner Caldwell, seconded by Commissioner Ashton to reconsider the;
action taken at the last week meeting, and to accept the low bid which met the specifications
as follows:
Long-McArthur, Inc. for one 1970 4 door sedan for $2,987.00.
Jim Sullivan Chevrolet for one 1970 4 door station wagon for $3,321.47.
I Jim Sullivan Chevrolet for six 1970 police vehicles for $15,161.14.

and instructed the City Clerk to return, unopened, all bids received today. Ayes: Millikan,

Acting City Manager reported on Petition Number 3072, filed by Paul Wall, General
Manager of the Salina Airport Authority, on October 3, 1969, for a street light at the
pedestrian crosswalk from Building 655 to the Beech Parking Lot, and recommended the
installation of a 400 watt Mercury Vapor light on an existing pole as requested in the
petition. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to
accept the recommendation of the Acting-City Manager and approve the Street Light. Ayes: (5)1•
Nays: (0). Motion carried.
A letter was received from the Salina City Planning Commission recommending the
deletion of the word "school" from Section 21-29 of The Salina Code, resulting from Petition
Number 3064, filed by Kenneth Nordboe and Wallerius, Inc. on September 8, 1969. A motion
was made by Commissioner Rundquist, seconded by Commissioner Yost to accept the recommendatic
of the Salina City Planning Commission and introduce an ordinance for first reading amending
Section 21-29 of The Salina Code. Ayes: (5). Nays: (0). Motion carried.

A letter was received from the Salina City Planning Commission recommending the
approval of the vacation of Beach Street between Cloud and Winona Streets, if the area is
developed as shown on the plans submitted, and restrictions are placed on the land allowing
it to be used only for open space recreational purposes or accessory uses to a trailer park,
requested in Petition Number 3066, filed by Joe Kroneberger on September 11, 1969. A
motion was made by Commissioner Yost, seconded by Commissioner Caldwell to accept the
recommendation of the Salina City Planning Commission and approve the vacation of Beach
Street and to introduce an ordinance for first reading for the vacation of the street.
(The City Attorney informed the City Commissioners that the restrictions placed by the
Salina City Planning Commission could not be put in the ordinance vacating the street)

A letter was received from the Salina City Planning Commission recommending the
Board of Zoning Appeals membership be increased from five members to seven, because of the
difficulty in acquiring a quorum of the Board. A motion was made by Commissioner Yost,
seconded by Commissioner Rundquist to accept the Salina City Planning Commission recommendati
and introduce an ordinance for first reading. Ayes: (5). Nays: (0). Motion carried.
Ordinance Passed: Number:
A Resolution was introduced and passed entitled: "A RESOLUTION designating the
official depositories for all moneys of the City of Salina, Kansas, and directing the City
Treasurer to deposit all moneys received by him therein." A motion was made by Commissioner!
Caldwell, seconded by Commissioner Ashton to adopt the Resolution as read and the following
vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5)• Nays: (0). Mayor i
approved the Resolution and it is numbered 3038. Carried. j
A Resolution was introduced and passed entitled: "A RESOLUTION fixing the time
and place and providing for Notice of Hearing before the Governing Body of the City of
Salina, Kansas, at which time the owner, his agent, lienholders of record, and occupants
of Lot Thirty-six (36), Santa Fe Avenue, Grounds of Kansas Wesleyan Addition (1217 South
Santa Fe) in said City may appear and show cause why such structure should not be condemned
and ordered repaired or demolished as a dangerous or unsafe structure." (Resolution sets
November 24, 1969 as the date for the hearing). A motion was made by Commissioner Ashton {
seconded by Commissioner Rundquist to adopt the Resolution as read and the following vote
was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved;
the Resolution and it is numbered 3039• Carried.

Petition Number 3073 was filed by Fred Brockman, USD #305, for the installation
of a street light on the light pole in front of the John F. Kennedy School, 700 Jupiter.
A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to refer the
l petition to the City Manager for a report next week. Ayes: (5). Nays: (0). Motion carried
Statement # 6 was filed by Bucher & Willis, Consulting Engineers S Architects,
for services performed for the City of Salina, Kansas, in connection with Salina CRP
Kans. R-53 (CR) in the amount of $6,767.91. A motion was made by Commissioner Ashton,
seconded by Commissioner Rundquist to approve the statement. Ayes: (5). Nays: (0).
Motion carried.
On a motion by Commissioner Ashton, the Board of Commissioners adjourned.
