The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,;
City Hall, on Monday, October 6, 1969, at four o'clock p.m.

There were present:
Mayor Donald D. Millikan, Chairman presiding
Commissioner Leon L. Ashton
Commissioner Robert C. Caldwell
Commissioner Carl R. Rundquist
Commissioner William W. Yost
comprising a quorum of the Board, also

Absent:

The Minutes of the Regular Meeting of September 29, 1969, were approved as mailed.;
The Mayor proclaimed October 11th and 12th, 1969 - "FINE ARTS DAYS".
The Mayor proclaimed the week of October 5th through 11th, 1969 - "HIRE THE
HANDICAP WEEK".
Mrs. R. L. Jacques, President of the League of Women Voters of Salina, was
present stating that her organization supports the City Commissioners in their study of
a local Fair Housing Ordinance.
Mr. William Sasnett, 229 North Columbia, presented the Mayor with a colored
post card of some city's water plant on the front. He has been in Salina since 1922 and
thought it was time the City had a water plant.

A report was made by the City Manager on the bids for vehicles and equipment,
i which were received September 29, 1969, and recommended the bids be awarded to:
Bell Motor Company for one 2 door sedan for $1,595.00.
Lovan Machinery Company for one street sweeper for $11,581.53.
Prismo Universal for one line striper for $5,230.21.
j Sid Bacon Motor Company for one 1970 dump truck, 21,000 GVW, for $3,799.20.
j Sid Bacon Motor Company for one 1/2 ton pickup truck for $1,967.50.
Jim Sullivan Chevrolet for one 3/4 ton pickup truck for $2,625.48.
and that identical bids were received from International Harvester and Long -McArthur, Inc.
for two 1970 dump trucks, 17,000 GVW, for $7,000.00. The Commissioners asked the Director
of Administration to ask each of the dealers if they will accept the bid for one dump truck
for $3,500.00. The Director of Administration contacted each dealer by phone and that is
satisfactory with them. A motion was made by Commissioner Yost, seconded by Commissioner
Caldwell to accept the recommendation of the City Manager and award the bids as recommended
for the 2 door sedan, street sweeper, line striper, 21,000 GVW dump truck, 1/2 ton pickup,
3/4 ton pickup, and two 17,000 GVW dump trucks. Ayes: (5). Nays: (0). Motion carried.
The City Manager reported that Bell Motor Company did not meet the specifications
on the 1970 4 door sedan, 1970 4 door station wagon and the six police vehicles, and because
the next low bidder on the six police vehicles submitted by Bennett Pontiac, Inc. did not
meet the specifications, he recommended the bids be awarded to the next low bidders:
Long- McArthur, Inc. for one IP70 4 door sedan for $2,987.00.
Jim Sullivan Chevrolet for one 1970 4 door station wagon for $3,321.47.
Jim Sullivan Chevrolet for six 1970 police vehicles for $15,161.14.
After considerable discussion with the representatives of Bennett Pontiac, Inc., Bell
Motor Company, Jim Sullivan Chevrolet, a motion was made by Commissioner Rundquist, seconde�
by Commissioner Ashton to reject the bids received on one 1970 4 door sedan, one 1970
4 door station wagon and six 1970 police vehicles, and to change the specifications from a
60 amp alternator to a 55 amp alternator and to permit 14 inch or 15 inch wheels for the
i 1970 4 door sedan and the 1970 4 door station wagon, and to instruct the City Clerk to
readvertise for bids to be accepted on October 13, 1969. Ayes: Ashton, Rundquist,
Millikan (3). Nays: Caldwell, Yost (2). Motion carried.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing
the residence requirements of an applicant for a retail cereal malt beverage license;
amending Section 6-42(1) of The Salina Code and repealing said original section." A motion
was made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the ordinance
as read and the following vote was had: Ayes: Millikan; Ashton, Caldwell, Rundquist, Yost
(5). Nays: (0). Mayor approved the ordinance and it is numbered 8048. Carried. Ordinance
was introduced for first reading September 29, 1969.
A report was made by the City Engineer on Petition 3069, filed by Ralph Boor on
September 17, 1969, for the opening of the alley between Delaware and Missouri, that all the
alley needs is to be cleaned up by the adjacent property owners. A motion was made by
Commissioner Yost, seconded by Commissioner Caldwell to have the City Engineer make a
follow up to see that the alley has been cleaned and opened. Ayes: (5). Nays: (0). Motion
carried.
A motion was made by Commissioner Caldwell, seconded by Commissioner Yost to
instruct the City Clerk to publish "Notice of Bond Sale" with bids to be received on
October 27, 1969, for street and sewer improvements for a total of $381,680.52.

P-211 - $170,813.64 for 10 years
P-212 - $ 79,481.71 for 20 years
Ayes: (5). Nays: (0). Motion carried.
A request was filed by Presley Builders, Inc. asking for a 10 day extension of
contract completion of Fire Station # 4 at Crawford and Marymount. A motion was made by
Commissioner Ashton, seconded by Commissioner Rundquist to approve the 10 day extension of
the completion of Fire Station # 4. Ayes: (5). Nays: (0). Motion carried.
Petition Number 3072 was filed by Paul Wall, General Manager of the Salina Airport
Authority for a street light to be installed on the east side of Scanlan Avenue on an
existing power pole, to light the pedestrian crosswalk from Building 655 to the Beech
parking lot on the east side of the street. A motion was made by Commissioner Yost,
seconded by Commissioner Rundquist to refer the petition to the City Manager for checking
and a report back next week. Ayes: (5). Nays: (0). Motion carried.
Commissioner Caldwell thanked the League of Women Voters for their support on the
Fair Housing Ordinance.
The City Manager reported that the parking lot lights have been installed, as
requested.
Statement # 7 was filed by Ronald R. Richmond, Architect, for inspection services
on Fire Station # 4, in the amount of $200.00. A motion was made by Commissioner Ashton,
seconded by Commissioner Rundquist to approve the statement. Ayes: (5). Nays: (0).
Motion carried.
Statement was filed by Ralph B. Ricklefs, Jr., Landscape Architect, for the
preparation of the Landscape Design for Indian Rock Park, in the amount of $1,250.00. A
motion was made by Commissioner Caldwell, seconded by Commissioner Yost to approve the
statement. Ayes: (5). Nays: (0). Motion carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (bills - $231,322.47) A motion was
made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the ordinance as
read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5).
Nays: (0). Mayor approved the ordinance and it is numbered A-1503. Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll - $87,539.92) A motion was
made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the ordinance as
read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5).
Nays: (0). Mayor approved the ordinance and it is numbered A-1504. Carried.
On a motion by Commissioner Ashton, the Board of Commissioners adjourned.
