The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,

The Minutes of the Regular Meeting of September 15, 1969, were approved as mailed.
The Mayor proclaimed the month of October, 1969 - "SALINA UNITED WAY MONTH".
The Mayor presented a City Service Award to Capt. Paul Smith for 25 years of
ervice, and to Jack McCabe, Alfred Hustus and David Ayers for 10 years each of service
o the City.
The Mayor presented a Water and Sewage Safety Award from the United States
idelity and Guaranty Company to Ron Webster, Director of Utilities and H. J. McCabe,
afety Coordinator during the period of the award.
Mr. John Simpson, representing the Salina Community Action Council, and Acting
hairman Mr. Larry Vereen, presented letters from various organizations endorsing the
alina Community Action Council. Mr. Simpson asked the City Commissioners to direct the
ity Administration to work with the organizers on necessary details to formally designate
he Salina Community Action Council as the local agency to coordinate with 0. E. 0.
motion was made by Commissioner Yost, seconded by Commissioner Caldwell to direct the
dministrative Staff to cooperate with the Salina Community Action Council in whatever
ctivities are necessary.

A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to refer the
bids to the City Staff for a report back next week. Ayes: (5). Nays: (0). Motion carried.

A letter was received from the Salina City Planning Commission recommending the
denial of the rezoning of Lots 1, 2, 3, Block 23, Belmont Addition, requested in Petition
Number 3060, filed by A. B. Seelye Company, Inc., George Etherington on August 15, 1969.
A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to accept
the Salina City Planning Commission recommendation and deny the petition. Ayes: (5).
Nays: (0). Motion carried.
The City Engineer reported that petition Numbers 3065 and 3068, filed by Mr. &
Mrs. Leroy Harris for water line and sewer line on North Fifth Street, from Euclid to
Stimmel Road, and West on Stimmel Road to North 81 Highway, have 500 of the property
owner signatures. A motion was made by Commissioner Ashton to accept the City Engineer's
Report and instructed him to prepare a feasibility report on the water and sewer line.

A motion was made by Commissioner Yost, seconded by Commissioner Caldwell to
introduce an ordinance for first reading providing the residence requirements of an
applicant for a retail cereal malt beverage license. Ayes: (5). Nays: (0). Motion carried.

Petition Number 3069 was filed by Ralph Boor for the opening of the alley between,
Delaware and Missouri Streets - (Block 7, Stack Addition). A motion was made by
Commissioner Caldwell, seconded by Commissioner Yost to refer the petition to the City

Engineer for a recommendation. Ayes: (5). Nays: (0). Motion carried.

Petition Number 3070 was filed by St. John's Hospital for the rezoning of Lots 3
and 5, Block 12, Riverside Park Addition for Off -Street Parking for St. John's Hospital.
A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to refer the
petition to the Salina City Planning Commission. Ayes: (5)• Nays: (0). Motion carried.
Petition Number 3071 was filed by Eva & Robert Denman and Helen & T. C. Minneman
for the disapproval of any rezoning of Lots 1, 2, 3, 4, Block 17, Pacific Addition. A
motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to refer the
petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried.
A motion was made by Commissioner Yost, seconded by Commissioner Ashton to approve
an agreement with the Santa Fe Railroad Company for a water line crossing in Chicago Street
at Elm Street and the Santa Fe Railroad tracks, in connection with the Broadway Boulevard
Water Main, from Walnut to 13th Street, (Job 504) and authorize the Mayor to sign.

A motion was made by Commissioner Caldwell, seconded by Commissioner Ashton to
instruct the City Clerk to advertise for bids to be received from interested bidders for
Scrap Metal at Camp Phillips near the water tank, on October 13, 1959.
Ayes: (5)• Nays: (0). Motion carried.
The Director of Administration reports that a letter, dated September 18, 1969,
was received from the Salina City Planning Commission suggesting the City see what the
possibility is of acquiring Block 23, Belmont Addition for an open, landscaped area. The
City Commissioners stated, without a formal motion, that the Salina City Planning
Commission could do a study, with the help of the Planning Department, to see what the
area could be used for, and the cost.
A Resolution was introduced and passed entitled: "A RESOLUTION finding that it is
necessary and advisable to file an application with the Board of Tax Appeals of the State
of Kansas for permission to issue no fund warrants in the amount of $25,000.00 for the
Bond and Interest Account to provide necessary funds for bond and interest payments due in
December, 1969." A motion was made by Commissioner Yost, seconded by Commissioner
Rundquist to adopt the Resolution as read and the following vote was had: Ayes: Millikan,
Ashton, Caldwell, Rundquist, Yost (5)• Nays: (0). Mayor approved the Resolution and it is
numbered 3037. Carried. The City Attorney was asked to check the legality of not paying
the Bond and Interest due in December, 1969 until January 1970 and pay a penalty to the
State Treasurer's Office.
Commissioner Caldwell states that the City is being plagues with housing
discrimination. He felt the City should do something about a Fair Housing Code and it
should be started with the City Commissioners. Commissioner Caldwell feels if the City does
not pass some kind of Fair Housing Law, it will be forced on the City by some outside
pressure groups. He mentioned that several cities in Kansas have such laws. A motion was
made by Commissioner Caldwell, seconded by Commissioner Rundquist that the City Commission
give consideration to a Salina Fair Housing Law. Ayes: (5). Nays: (0). Motion carried.
Change Order # 1 was filed by Steven J. Lyon, Contractor, changing the watering
system for the Golf Course Driving Range, from manual to automatic. The change order is
an increase of $1,233.00. A motion was made by Commissioner Caldwell, seconded by
Commissioner Yost to approve Change Order # 1. Ayes: (5)• Nays: (0). Motion carried.
The City Manager suggested to the City Commissioners that the City accept
proposals for the moving of all City offices in City Hall to the new City -County Building,
they gave their permission to mail out notices to all movers.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll - $76,146.02). A motion was
made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the ordinance as
read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5)
Nays: (0). Mayor approved the ordinance and it is numbered A-1502. Carried.
On a motion by Commissioner Ashton, the Board of Commissioners adjourned.
