09-15-1969 Minutes1A City of Salina, Kansas Commissioners' Meeting j September 15, 1969 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City Hall, on Monday, September 15, 1969, at four o'clock p.m. There were present: j Mayor Donald D. Millikan, Chairman presiding Commissioner Leon L. Ashton i Commissioner Robert C. Caldwell Commissioner Carl R. Rundquist Commissioner William W. Yost c mprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of September 8, 1969, were approved as mailed. Mr. Art Dillingham, representing Cast Iron Soil Pipe Institute, was present asking tie City Commissioners to postpone, for 2 weeks, the second reading of the ordinance relatin t3 the adoption of the 1967 Uniform Plumbing Code and all appendices, so that the Cast Iron s S it Pipe Institute can bring some experts from Virginia and California to testify against tie use of plastic pipe. A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to i troduce the ordinance for second reading entitled: "AN ORDINANCE adopting the 1967 Edition; of the Uniform Plumbing Code and all appendices, except as modified by Chapter 9 of the Salina Code, and repealing the original section", and to adopt the ordinance as read. Commissioner Caldwell suggested that they wait 2 weeks so that Mr. Dillingham c uld visit with the Building Code Advisory Board. Commissioner Caldwell then made a motion tD table the ordinance for 2 weeks, motion was seconded by Commissioner Ashton. Ayes: Ashton, Caldwell (2). Nays: Rundquist, Yost, Millikan (3). Motion to table the ordinance was defeated. i The Mayor asked for a vote on the original motion and the following vote was had: Ayes: Rundquist, Yost, Millikan (3)• Nays: Ashton, Caldwell (2). Carried. Mayor approved t e ordinance and it is numbered 8047. Ordinance was introduced for first reading S ptember 8, 1969. i The City Commissioners considered the request of the Municipal Band for additional finds, as requested in a letter submitted to them at the September 8, 1969 meeting. Mr. Harold Crowther, Secretary -Treasurer of the Municipal Band, was present to answer questions pertaining to the band. He stated that the Band has approximately 53 members for w ich the Band pays for rehearsals, concerts, and parades. He stated they need $230.00 to m et present payroll, and they have been asked to participate in the Festival of Arts which j will take another $500.00. A motion was made by Commissioner Yost, seconded by Commissioner] Caldwell to allow $750.00 for the Municipal Band. Ayes: (5). Nays: (0). Motion carried. The City Manager recommended that the contract for Future Land Use Study for C.R.P. be awarded to Bucher and Willis, because they have some of the data on file, which wil`:l h 1p in getting the study completed at the earliest possible time. A motion was made by C mmissioner Rundquist, seconded by Commissioner Ashton to award the contract to Bucher and illis for $510.00. Ayes: (5). Nays: (0). Motion carried. Petition Number 3065 was filed by Mr. and Mrs. Leroy Harris for a water line from Euclid, north on Fifth Street to Stimmel Road, west on Stimmel Road to North 81 Highway. C st to be assessed over a 10 year period. A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to refer the petition to the Engineering Department for study and a recommendation. Ayes: (5). Nays: (0). Motion carried. Petition Number 3066 was filed by Joe Kroneberger, for the vacation of Beech Streetl between Cloud Street and Winona Street, for recreation facilities for Tally Ho Mobile Homes Curt. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to refer, the petition to the Salina City Planning Commission for a recommendation. Ayes: (5). Nays: (0). Motion carried. P 9 I Petition Number 3067 was filed by Ross A. Schimmels for the retention of Lots 1, j 1 2, 3, Block 23, Belmont Addition as "A" Zone (Single Family Dwelling District). A motion was made by Commissioner Yost, seconded by Commissioner Ashton to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. i Petition Number 3068 was filed by Mr. and Mrs. Leroy Harris for a sewer line from I Euclid, north on Fifth Street to Stimmel Road, west on Stimmel Road to North 81 Highway. Cost to be assessed over a 10 year period. A motion was made by Commissioner Rundquist, I seconded by Commissioner Ashton to refer the petition to the Engineering Department for study and a recommendation. Ayes: (5). Nays: (0). Motion carried. A Cereal Malt Beverage License Application was filed by Euradell Jackson, d/b/a E & J Restaurant, 816 North Santa Fe Avenue. A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to approve the license. Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Caldwell, seconded by Commissioner Yost to instruct the City Clerk to advertise for bids to be received from interested bidders for vehicles for Municipal Court, Police, Fire, Street, and Sewage Departments on September 29, 1969. Ayes: (5). Nays: (0). Motion carried. Estimate # 3 was filed by Floyd Farley, Golf Course Architect, for Steven J. Lyon,l Contractor, for $57,181.32. A motion was made by Commissioner Yost, seconded by Commissione` Ashton to approve the estimate, subject to a meeting with Floyd Farley and Steven Lyon, and a satisfactory arrangement can be agreed upon. The City Manager reported that the seeding of the Golf Course was to have been completed on September 15, 1969. It wassuggested that the bonding company be notified of the meeting and the seeding date. Ayes: (5). Nays: (0).1 Motion carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills - $93,751.68) A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5) Nays: (0). Mayor approved the ordinance and it is numbered A-1501. Carried. On a motion by Commissioner Caldwell, the Board of Commissioners adjourned. s D. L.
