Special Meeting of the Board of Commissioners met in the Commissioners' Room,
City Hall, on Monday, August 18, 1969, at four o'clock p.m.

The meeting was held for the purpose of acting on the appraisers report for
Engineering Job 467, for Lateral Sanitary Sewer 507 to serve the area described as follows;
(1) Beginning at the intersection of the north line of Euclid Avenue and the east line of
North Fifth Street; (2) thence north along the east line of North Fifth Street 316.0 feet;
(3) thence west 260.0 feet; (4) thence north 218.0 feet, more or less, to Flood Protection;
right-of-way; (5) thence east along said right-of-way 200.0 feet; (6) thence southeasterI4
on east line of North Fifth Street which line is extension of south right-of-way line of
Flood Protection; (7) Thence east along said right-of-way 190.0 feet; (8) Thence south
to a point 117.0 feet north of the north line of Euclid Avenue; (9) thence west 50.0 feet;
(10) thence south 117.0 feet to the north line of Euclid Avenue; (11) thence west along
the north line of Euclid Avenue 138.0 feet to the point of beginning; and Lateral Sanitary
Sewer 508 to serve the South half of Lots 1 through 19, Block 1, Cloverdale Addition; Lots
1 through 13 Cloverdale Annex and Tract Number 4, Thomas White Farm, which is that tract
lying south of Prospect Avenue, north of the Missouri Pacific Railroad and east of Lot 1
of Cloverdale Annex, all in the City of Salina, Saline County, Kansas.

A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to
approve the appraisers report as read, and to introduce the assessment ordinance for first
reading. Ayes: (4). Nays: (0). Motion carried.

The meeting was held for the purpose of acting on the appraisers report,for
Engineering Job 495, for the curbing, guttering, paving and grading of Anderson Street
(Thirty-three (33) feet wide from back of curb to back of curb) from a point 25 feet east
of the west line of Lot 11, Block 5, College View Addition to the east line of Third Street,!
and the paving with concrete (Twenty-eight (28) feet wide from toe of gutter to toe of
gutter) from the east line of Fourth Street to a point which is 25 feet east of the west
line of Lot 11, Block 5, College View Addition; resurfacing Country Club Road with hot i
mixed asphalt (Twenty-nine (29) feet wide from face of curb to edge of pavement) from the
west line of Marymount Road 1,908.feet, more or less, to the west line of Overhill Road,-
curbing,
oad;curbing, guttering, paving and grading of North Thirteenth Street with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the south line of Pacific
Avenue, north 335 feet.

The meeting was held for the purpose of acting on the appraisers report for
Engineering Job 506, for Lateral Sanitary Sewer 509 to serve Lots 1 through 11, Block 8,
and Lot 1, Block 7, Meadowlark Acres Addition and a tract of ground bounded by Highland
Avenue on the west, Fourth Street on the east, the south lines of said Lots 1 through 11,
Block 8, and line 40 feet south of the south line of said lots 1 through 11, Block 8,
Meadowlark Acres Addition in the City of Salina, Saline County, Kansas.
No protests, written or oral, were filed.
A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to
approve the appraisers report as read, and to introduce the assessment ordinance for first

where a sewer will be constructed to serve Tucker Park
Addition.

jinstalled and to the cost. A motion was made by Commissioner Yost, seconded by Commissioner
Rundquist that the assessment be accepted as mailed to the property owners and to introduce

An ordinance was introduced for second reading entitled: "AN ORDINANCE making a
levy of taxes for general revenue and other purposes by the City of Salina, Kansas, for the
year 1969." A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to
j adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton,
Rundquist, Yost (4). Nays: (0). Commissioner Caldwell absent. Mayor approved the ordinance,
and it is numbered 8033. Carried. Ordinance was introduced for first reading August 8, 1969
An ordinance was introduced for second reading entitled: "AN ORDINANCE levying
special assessments against certain property to pay the cost of cutting weeds on certain
lots and parts of lots and the parkways abutting thereon in the City of Salina, Kansas."
A motion was made by Commissioner Yost, seconded by Commissioner Ashton to adopt the ordinanc(
as read and the following vote was had: Ayes: Millikan, Ashton, Rundquist, Yost (4).
Nays: (0). Commissioner Caldwell absent. Mayor approved the ordinance and it is numbered
8034. Carried. Ordinance was introduced for first reading August 8, 1969.
An ordinance was introduced for second reading entitled: "AN ORDINANCE levying
special assessments against certain property to pay the cost of abatement of nuisances,
lotated at the following property, to -wit:
Lot 16, Block 24, Episcopal Military Institute Addition;
Lot 13, Block 26, Episcopal Military Institute Addition;
Lot 14, Block 48, Military Addition;
South 50 feet of East 43 feet of Lot 5 and South 40 feet
of Lots 6, 7, 8, Block 3, Morrison's Third Addition;
Lot 6 and Lot 7 less the South 50 feet, Block 1, Oakdale Addition;

numbered 8035. Carried. Ordinance was introduced for first reading August 8, 1969.
An ordinance was introduced for second reading entitled: "AN ORDINANCE amending
Salina Code Section 16-25, and repealing said original section." A motion was made by
Commissioner Rundquist, seconded by Commissioner Ashton to adopt the ordinance as read and
the following vote was had: Ayes: Millikan, Ashton, Rundquist, Yost (4). Nays: (0).
Commissioner Caldwell absent. Mayor approved the ordinance and it is numbered 8036. Carriedi

An ordinance was introduced for second reading entitled: "AN ORDINANCE amending I
Section 16-26 of The Salina Code, and repealing the original section; and enacting Sections 1
16-27 through 16-29, and repealing Division 2, Article 11, Chapter 16 of The Salina Code."
A motion was made by Commissioner Yost, seconded by Commissioner Ashton to adopt the
ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Rundquist, Yost
(4). Nays: (0). Commissioner Caldwell absent. Mayor approved the ordinance and it is
numbered 8037. Carried. Ordinance was introduced for first reading August 8, 1969.

An ordinance was introduced for second reading entitled: "AN ORDINANCE adopting
by reference the 1967 Edition of the Uniform Plumbing Code and all appendices of the
International Association of Plumbing and Mechanical Officials; amending Articles VII and
VIII, Chapter 9, and repealing said original Articles VII and VIII, Chapter 9." A motion
was made by Commissioner Yost, seconded by Commissioner Rundquist to adopt the ordinance
as read. Two Representatives of the Cast Iron Soil Pipe Institute of Washington, D.C. were
present objecting to the use of plastic pipe, which would be included in "all appendices"
of the Uniform Plumbing Code. They gave a demonstration, for the Commissioners, which
illustrated the faults of plastic pipe. A motion was made by Commissioner Ashton, seconded
by Commissioner Yost to amend the ordinance placed on second reading, to exclude "all
appendices" from the ordinance, and the following vote was had: Ayes: Ashton, Rundquist,
Yost (3). Nays: (0). Mayor Millikan abstained. Commissioner Caldwell absent. The Mayor
approved the amended ordinance and it is numbered 8038. Carried; and to refer to the
Building Code Advisory Board the part of the Uniform Plumbing Code "all appendices" for
further study and recommendation. It was suggested that the Cast Iron Soil Pipe Institute
and the Plastic Pipe Institute be present at the Building Code Advisory Board Meeting.
A letter was received from the Salina City Planning Commission recommending the
denial of the rezoning of the East 200 feet of the West 250 feet of the South 1/2 of the
SW 1/4 of the SW 1/4 of Section 19, T 14 S, R 2 W. (Northeast corner of Cloud and Ohio
Streets), requested in Petition Number 3051, filed by V. F. and Dorothy Lundberg on July 3,
1969. A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to accept
the recommendation of the Salina City Planning Commission and deny the petition for rezoning.
Ayes: (4). Nays: (0). Motion carried.
A letter was received from the Salina City Planning Commission recommending the
approval of the Final Plat of the Replat of Addition to Lots 12 - 17 Casa Loma Manor
Addition, filed by Milton L. Morrison. A motion was made by Commissioner Yost, seconded
by Commissioner Ashton to accept the recommendation of the Salina City Planning Commission
and approve the Final Plat. Ayes: (4). Nays: (0). Motion carried.
A letter was received from the Building Code Advisory Board recommending changes
in the present Building Code:
1. Section 9-18 of The Salina Code: Delete the words "(excluding
the mechanical and venting portion thereof), and including
i Chapter 37 and 51 of the 1964 Edition thereof."
2. Permit fees, Section 9-25: Establish a minimum fee of $3.00
for a building permit. Fees for remodeling and repairing where
square footage is not applicable, for the first $1,000.00 or
{ fraction thereof, $3.00, plus $1.50 for each additional $1,000.00.
! 3. Design calculations: Calculations for design under the Uniform
Building Code shall be computed on the following basis:
Snow loads - not less than 30 pounds per square foot.
Wind loads - not less than 30 pounds per square foot.
Seismic loading - 0
Frost depth - 30 inches.
4. Fire limits - Fire limits should be revised to coincide with
the Uniform Building Code requirements.
The letter of the Building Code Advisory Board was accepted.
A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to
introduce an ordinance for first reading amending Section 9-18 of The Salina Code and
repealing the original section." (establishing rules and regulations for the construction,
alterations, removal, demolition, equipment and use and occupancy, location and maintenance
of buildings and structures.) (Ayes: (4). Nays: (0). Motion carried.

i Petition Number 3057 was filed by Robert H. Teske, 633 Ralph, for the installation
of a sidewalk on the north side of the 600 block of Ralph Street. A motion was made by
Commissioner Yost, seconded by Commissioner Ashton to refer the petition to the City Engineer
for a report back at a later date. Ayes: (4). Nays: (0). Motion carried.

Petition Number 3058 was filed by Ross A. Schimmels, 2314 Montclair, for
retention of Lots 1, 2, 3, 4, 5, 6, Block 6, Meadowlark Acres Addition as "A" Zone (single
family dwelling district). A motion was made by Commissioner Rundquist, seconded by
Commissioner Ashton to refer the petition to the Salina City Planning Commission. Ayes: (4)j
Nays: (0). Motion carried.
Petition Number 3059 was filed by Robert R. and Joyce B. Frisbie, 801 South
Ninth Street, for Rezoning of Lots 13, 5, less the East 55 feet thereof, Block 7, Bonds
Addition from District "A" to District "D". A motion was made by Commissioner Yost,
seconded by Commissioner Rundquist to refer the petition to the Salina City Planning
Commission. Ayes: (4). Nays: (0). Motion carried.
Petition Number 3060 was filed by A. B. Seelye Company, Inc., 2103 South Ohio
Street, for the Rezoning of Lots 1, 2, 3, Block 23, Belmont Addition from District "A"
to District "DD". A motion was made by Commissioner Ashton, seconded by Commissioner
Rundquist to refer the petition to the Salina City Planning Commission. Ayes: (4).
Nays: (0). Motion carried.
A Tree Trimming License application was filed by John W. Norman and Russell L.
Gillespie for the J & R Tree and Yard Service, 729 South Fifth Street. A motion was made
by Commissioner Yost, seconded by Commissioner Ashton to approve the license. Ayes: (4).
Nays: (0). Motion carried.

Mr. 0. J. Cooper, Employee of the Southwestern Bell Telephone Company was present
asking if there is any way of lighting the parking lot across the street from the telephone
company and north of the American Legion Building. Several women leave the building at
night and it is very dark in the parking lot. Commissioner Rundquist suggested that the
City check into the possibility of having some lights installed if funds are available.
A Statement from Ronald R. Richmond, Architect, for architectural contract for
inspection services on Fire Station # 4 at Marymount Road and Crawford Street, dated
August 1, 1969, in the amount of $200.00. A motion was made by Commissioner Ashton,
seconded by Commissioner Rundquist to approve the statement. Ayes: (4). Nays: (0).
Motion carried.

Estimate # 2, filed by Floyd Farley, Golf Course Architect, for Steven J. Lyon,
Contractor, for $33,243.74. A motion was made by Commissioner Ashton, seconded by
Commissioner Rundquist to approve the estimate. Ayes: (4). Nays: (0). Motion carried.
