Commissioners' Meeting
August 4, 1969
The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
;City Hall, on Monday, August 4, 1969, at four o'clock p.m.
There were present:
Mayor Donald D. Millikan, Chairman presiding
Commissioner Leon L. Ashton
Commissioner Robert C. Caldwell
Commissioner Carl R. Rundquist
Commissioner William W. Yost
comprising a quorum of the Board, also:
Ronald Barta, Assistant City Attorney

The Minutes of the Regular Meeting of July 28, 1969, were approved as mailed.
The Mayor proclaimed August 7, 1969 - "NAVY MOTHERS' DAY".

Mr. Bill Law, Kansas State Safety Department, was present to present two awards,
first, a Public Education Award, and second, a Traffic Law Enforcement Award. These awards
were presented to Mayor Millikan who accepted them on behalf of the City, and in turn
presented them to Chief of Police Jack Richardson and Captain Kenneth Brown, with his i
congratulations.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing
for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof." (a triangular tract of ground adjoining 941.6 feet
of Missouri Pacific Railroad east of Ohio Street 895.2 feet along the south line of Van Horne;
Street and 292 feet on Ohio Street, all in the NW4 of Section 7, T 14 S, R 3 W, except the
west 200 feet thereof - requested in Petition Number 3050, filed by Royal Realty Company, Incj
on June 16, 1969). A motion was made by Commissioner Yost, seconded by Commissioner Ashton
to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton,
Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered
8031. Carried. Ordinance was introduced for first reading July 22, 1969.
An ordinance was introduced for second reading entitled: "AN ORDINANCE determining
the charges to be made by the City of Salina, Kansas, for providing fire protection outside
the City Limits." A motion was made by Commissioner Rundquist, seconded by Commissioner
Ashton to adopt the ordinance as read and the following vote was had: Ayes: Millikan,
Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is
numbered 8032. Carried. Ordinance was introduced for first reading July 22, 1969.
Appraisers reports were filed for the following improvements, to -wit:
Job 467 - Lateral Sewer 507 on North Fifth Street north of Euclid Street.
Lateral Sewer 508 on Prospect Street east of Ohio Street.

The City Clerk reported that the Assessment Rolls are completed for the following
i provements, to -wit:
Job 467 - Lateral Sewer 502 to serve Tucker Park Addition.
As authorized by Resolution Number 2988, passed by the Board of Commissioners
on April 29, 1968, has been determined and that final costs have been filed
by the City Engineer.
A motion was made by Commissioner Yost, seconded by Commissioner Caldwell to instruct the
City Clerk to publish notice in the official city paper at least once not less than ten days
prior to the date of August 18, 1969, the date set for the hearing on said assessments, and
t at at the same time notice is published, to mail to the owners of property made liable to
p y the assessments, at their last known post office address, a notice of the hearing and a
s atement of the cost proposed to be assessed against the land so owned and assessed.

A letter was received from Clark Gebhart requesting permission for the Boy Scouts
ol Troop 2 to use Lakewood Park Lake for canoe training and testing, and for the gratis use
ol the row boats at the lake for training and testing. A motion was made by Commissioner
C (dwell, seconded by Commissioner Yost to grant permission to Boy Scouts for canoe training
al Lakewood Park with proper supervision, provided they file the date of their request with
t e City, and that they may use the City row boats for training, if they pay the regular fee

A Resolution was introduced entitled: "A RESOLUTION authorizing the temporary
i vestment of approximately $900,000.00 of Idle Funds of the City of Salina, Kansas." A
{ M tion was made by Commissioner Rundquist, seconded by Commissioner Ashton to amend the
i r solution so that$800,000.00 be invested in U. S. Treasury Bills and $100,000.00 be invested
with the local banks in Time Deposits - Open Account, and the following vote was had:

R solution and it is numbered 3033. Carried.
Petition Number 3056 was filed by John Ryberg for the approval of the Preliminary
Plat of Lakewood Addition. A motion was made by Commissioner Yost, seconded by Commissioner
A hton to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0).

A Merchant Police License Renewal Application was filed by Leon J. Dinkel,
1 06 East Iron Avenue. A motion was made by Commissioner Rundquist, seconded by Commissioner
A hton to approve the license. Ayes: (5). Nays: (0). Motion carried.
Commissioner Ashton stated that he has received several calls about dead Elm trees
that need to be removed, and he was wondering if there is something the City can do.
Mr. Harris reported the City has a program where owners are notified of deal Elm trees and
are asked to remove them. He felt, in most cases, the property owners have had the trees
removed and cooperated with the request.
City Engineer filed Partial Estimate # 1 for Part I of Job 509 for Slurry Seal -
R surfacing of streets, Ballou Construction Company, in the amount of $21,745.62. A motion
was made by Commissioner Yost, seconded by Commissioner Ashton to approve the estimate.
Ayes: (5). Nays: (0). Motion carried.
City Engineer filed Final Estimate for Part II of Job 509 for Machine Laid Seal
Resurfacing of streets, Brown & Brown, Inc. in the amount of $27,375.16. A motion was made
by Commissioner Yost, seconded by Commissioner Ashton to approve the estimate. Ayes: (5).
Nays: (0). Motion carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (bills) A motion was made by Commissioner',
Ashton, seconded by Commissioner Rundquist to adopt the ordinance as read and the following
vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor
approved the ordinance and it is numbered A-1495. Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll) A motion was made by Commissioner
