07-07-1969 MinutesCity of Salina, Kansas Commissioners' Meeting July 7, 1969 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City Hall, on Monday, July 7, 1969, at four o'clock p.m. There were present: Mayor Donald D. Millikan, Chairman presiding Commissioner Leon L. Ashton Commissioner Robert C. Caldwell Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris Olson, City Manager M. E. Abbott, Acting City Clerk Absent: D. L. Harrison, City Clerk The Minutes of the Regular Meeting of June 30, 1969, were approved as mailed. A Resolution was introduced and passed entitled: "A RESOLUTION authorizing and ordering certain storm sewer, paving, water mains, sidewalks and Magnolia Road - Belmont Boulevard Intersection Improvements, ordering preparation of plans and specifications, and the estimate of costs." (Improvements for the New High School Site - Job 512) A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the Resolution as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 3030. Carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for various uses to be known as Special Classes which may be located in any district within the City of Salina, Kansas, under special permission by the Board of Zoning Appeals, and amending Section 15 of Ordinance Number 6613 of the City of Salina, Kansas, and repealing the original section." (to include Telephone Answering service in Special Classes) A motion was made by Commissioner Yost, seconded by Commissioner Caldwell to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 8030. Carried. Ordinance was introduced for first reading June 23, 1969. Petition Number 3051 was filed by V. F. Lundberg and Dorothy E. Lundberg, for rezoning the East 200 feet of the West 250 feet of the South half of the Southwest Quarter of the Southwest Quarter of Section 19, Township 14 South, Range 2 West of the 6th P.M. (NE corner of Cloud and Ohio) from District "A" to District "D" (Local Business). A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. A Resolution was introduced and passed entitled: "A RESOLUTION expressing gratitude and appreciation for services rendered." (To the City of Topeka for voluntarily sending men and equipment to the assistance of the City of Salina, immediately after the storm of June 21, 1969) A motion was made by Commissioner Yost, seconded by Commissioner Caldwell to adopt the Resolution as read, and directed the City Clerk to deliver a copy of this Resolution to the Mayor of Topeka, and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 3031. Carried. City Engineer filed Partial Estimate # 6 on Job 504 - Broadway water main - Western Construction Company, Inc. in the amount of $6,050.61. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to approve the estimate. Ayes: (5). Nays: (0). Motion carried. City Engineer filed Partial Estimate # 1 on Job 509 - Machine Laid Seal,and Asphalt Overlay - Resurfacing of certain streets - Brown and Brown, Inc. in the amount of $24,294.78. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to approve the estimate. Ayes: (5). Nays: (0). Motion carried. u 1 1 City Engineer filed Final Estimate for Job 508 for Lateral Sanitary Sewer 511 (in Block 5 of Schippel Addition) Brown and Brown, Inc. in the amount of $3,462.60. A motion was made Commissioner Rundquist, seconded by Commissioner Ashton to approve the estimate. Ayes: (5). Nays: (0). Motion carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (payroll) A motion was made by Commissioner Caldwell, seconded by Commissioner Yost to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1491. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills) A motion was made by Commissioner Caldwell, seconded by Commissioner Yost to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1492.
