Commissioners' Meeting
June 23, 1969
The Regular Meeting of the Board of Commissioners met in the Commissioners'
Room, City Hall, on Monday, June 23, 1969, at four o'clock p.m.
There were present:
Mayor Donald D. Millikan, Chairman presiding
Commissioner Leon L. Ashton
Commissioner Robert C. Caldwell
Commissioner Carl R. Rundquist
Commissioner William W. Yost
comprising a quorum of the Board, also
Ronald Barta, Assistant City Attorney
Norris Olson, City Manager
D. L. Harrison, City Clerk
Absent:
L. 0. Bengtson, City Attorney
The Minutes of the Regular Meeting of June 16, 1969, were approved as mailed.
A Hearing was held on Improvements for the New High School Site, (Job 512),
directed by Resolution 3027. Mr. Ralph Miller and Arthur G. Olson were present
complaining about drainage ditch from the New High School Site to the River. City
Engineer, Harold Harper, tried to explain there wouldn't be any more water than usual.
It was suggested by Mr. Harper, that they come to his office and he would explain the
ditch and drainage to them. A motion was made by Commissioner Yost, seconded by
Commissioner Ashton to adjourn the hearing on Resolution 3027 and the passage of the
Resolution determining the advisability of the project until next week, and refer
to the City Engineer and the Legal Department for their recommendation. Ayes: (5).
Nays: (0). Motion carried.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing
for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof." (a tract of land at Woodland and Thirteenth Street
from District "A" to District "F" - requested in Petition 3046, filed by Milton L.
Morrison on April 23, 1969.) A motion was made by Commissioner Rundquist, seconded by
Commissioner Ashton to adopt the ordinance as read and the following vote was had:
Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the
ordinance and it is numbered 8029. Carried. Ordinance was introduced for first reading
June 9, 1969.
A letter was received from the Salina City Planning Commission recommending
that Telephone Answering Services be placed under Special Classes, Section 15, of the
Zoning Ordinance; however, only if: 1. that no more than two persons be on duty at any
one time, and 2. that off street parking must be furnished by the operator for the
persons on duty. A motion was made by Commissioner Yost, seconded by Commissioner
Caldwell to accept the Salina City Planning Commission's recommendation and introduce an
ordinance for first reading to include Telephone Answering Services in Special Classes,
Section 15, of the Zoning Ordinance. Ayes: (5). Nays: (0). Motion carried.

A letter was received from the Salina City Planning Commission recommending
that the City Commission give further consideration to the problems of trucks overloading
or exceeding the design standards of our City Streets. A motion was made by Commissioner
Rundquist, seconded by Commissioner Yost to accept the letter of the Salina City Planning
Commission and take it under advisement. Ayes: (5). Nays: (0). Motion carried.
A Merchant Police License Renewal Application was filed by Willie Beard,
416 Washington. A motion was made by Commissioner Rundquist, seconded by Commissioner
Ashton to approve the application. Ayes: (5). Nays: (0). License approved.
A Merchant Police License Renewal Application was filed by Paul J. Gestl,
1516 Sycamore. A motion was made by Commissioner Rundquist, seconded by Commissioner
Ashton to approve the application. Ayes: (5). Nays: (0). License approved.

A Merchant Police License Renewal Application was filed by Rex E. Strait, Jr.,
857 Vassar Drive. A motion was made by Commissioner Rundquist, seconded by Commissioner
Ashton to approve the application. Ayes: (5). Nays: (0). License approved.
A Cereal Malt Beverage License Application was filed by Charles Gary Randles,
for the Howard Johnson Motel and Restaurant, 2401 South Ninth Street. A motion was made
by Commissioner Yost, seconded by Commissioner Caldwell to approve the License.
Ayes: (5). Nays: (0). License approved.
The City Manager reported that FHA stated that the 21 houses the City purchased
I near Centennial Park are available for emergency housing if the City would give their
permission. A motion was made by Commissioner Yost, seconded by Commissioner Ashton to
make the houses available for emergency use. Ayes: (5). Nays: (0). Motion carried.
Mayor Millikan commended the City Manager, Chief of Police and Officers, Fire
Chief and Firemen, Street Department Employees for a mighty fine job in organizing and
getting things done in conjunction with the storm that happened June 21, 1969, also
mentioned the fine help from surrounding communities, and thanked the National Guard,
State and National Officials and the Mennonites from the Southern part of Kansas for
helping with the cleanup.
Estimate # 1, filed by Floyd Farley, Golf Course Architect for Steven J. Lyon,
Contractor for $44,259.04. A motion was made by Commissioner Caldwell, seconded by
Commissioner Ashton to approve the estimate. Ayes: (5). Nays: (0). Motion carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll) A motion was made by
Commissioner Caldwell, seconded by Commissioner Ashton to adopt the ordinance as read
and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5).
Nays: (0). Mayor approved the ordinance and it is numbered A-1490. Carried.
On a motion by Commissioner Ashton, the Board of Commissioners adjourned.
