06-09-1969 Minutes1 Fi City of Salina, Kansas Commissioners' Meeting June 9, 1969 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City Hall, on Monday, June 9, 1969, at four o'clock p.m. There were present: Mayor Donald D. Millikan, Chairman presiding Commissioner Leon L. Ashton Commissioner Robert C. Caldwell Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of June 2, 1969, were approved as mailed. Ayes: (5). Nays: (0). Motion carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE annexing certain land to the City of Salina, Kansas, in conformity with the provisions of K. S. A. 1967 Supplement 12-520." (N2 of NEI of Section 36, T 14 S, R 3 W - New High School Site) A motion was made by Commissioner Yost, seconded by Commissioner Ashton to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 8028. Carried. Ordinance was introduced for first reading June 2, 1969. A Resolution was introduced and passed entitled: "A RESOLUTION directing and ordering a public hearing on the advisability of storm sewer, paving, water mains, sidewalks and Magnolia Road -Belmont Boulevard Intersection improvements in certain districts and giving notice of such hearing." (Improvements by the New High School - Engineering Job 512) (Hearing June 23, 1969). A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the resolution as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 3027. Carried. A letter was received from the Salina City Planning Commission recommending the approval of the rezoning of the tract of land at Woodland and Thirteenth Streets, from District "A" to District "F". (Rezoning requested in Petition 3046, filed by Milton L. Morrison on April 23, 1969) A motion was made by Commissioner Yost, seconded by Commissioner! Caldwell to accept the Salina City Planning Commission's recommendation and approve the rezoning of the property, and to introduce the rezoning ordinance for first reading. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: �u.Y.�.23 14o Number: gozQ City Manager reported on the hiring of youths, and that each Department Head will be responsible for the work done and budget available. 14-15 year olds -General clean up in the Parks at $1.00 an hour. 16-17 year olds-Painting,cleaning, operating shall power mowers at $1.25 an hour. 18 year olds & older -Painting on ladders, roofs, river bank cleaning at $1.40 an ho The Kansas State Employment Office will do the evaluating and screening of the yout: All youths 14 years and over are to make application to the Kansas State Employment Office. I Work will start this Thursday on the painting and cleaning of Memorial Park Baseball Stadium. j Four youths 18 and over are needed to start this project. Frank Langshaw suggested a group of boys and/or girls organize and go house to house asking if they could mow and clean their yards, or any other work. They would have a box available for a donation for their work done. A Merchant Police License renewal application was filed by Clarence M. Smtih, 1120 North Fourth Street for his 1969-1970 license. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to approve the application. Ayes: (5). Nays: (0) Motion carried. A Cemetery Trust Deed was filed by William & Marie Forcht for the perpetual care of the East 2 of the South 2 of Lot 32, Block 26, in Gypsum Hill Cemetery. A motion was I made by Commissioner Ashton, seconded by Commissioner Rundquist to approve the Trust Deed. fAyes: (5). Nays: (0). Motion carried. The Mayor, with the approval of the City Commissioners, reappointed Mrs. L. S. Nelson, Sr. to the Public Welfare Board for a five year term to 5/21/1974. The City Engineer filed Final Estimate on Job 495 f_or Miscellaneous Streets, Brown Brown, Inc., in the amount of $6,035.68. A motion was made by Commissioner Yost, seconded by Commissioner Caldwell to approve the estimate. Ayes: (5). Nays: (0). Motion carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills) A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1487.
