05-26-1969 Minutes1 1 City of Salina, Kansas Commissioners' Meeting May 26, 1969 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City Hall, on Monday, May 26, 1969, at four o'clock p.m. There were present: Mayor Donald D. Millikan, Chairman presiding Commissioner Leon L. Ashton Commissioner Robert C. Caldwell Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris Olson, City Manager D. L. Harrison, City Clerk The Minutes of the Regular Meeting of May 19, 1969, were approved as mailed. A letter was received from the Salina City Planning Commission recommending the approval of the rezoning of Lots 5 - 10, Hazelwood Addition, from District "B" (Two Family Dwelling House Qistrict) to District "DD" (Office District). Rezoning was requested in Petition Number 3034 filed by F. S. and Margaret Dumler on February 13, 1969. A motion was made by Commissioner Yost, seconded by Commissioner Caldwell to accept the Salina City Planning Commission recommendation and approve the rezoning and to introduce the Rezoning Ordinance for first reading. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: �,,,"_ zr1169 Number: B0z5 A letter was received from the Salina City Planning Commission recommending the approval of the rezoning of Lots 2, 3, 4, Hazelwood Addition, from District "B" (Two Family Dwelling House District) to District "DD" (Office District). Rezoning was requested in Petition Number 3043 filed by Leidigh & Havens Lumber Company on April 1, 1969. A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to accept the Salina City Planning Commission recommendation and approve the rezoning and to introduce the Rezoning Ordinance for first reading. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: Number: 4021. Mr. James McKinney was present asking for permission to put a red light on an emgergency vehicle, for hauling people. The City Manager reported such a light needs the permission of the Chief of Police or the City Commissioners. The City Manager reported he had visited with the County Commissioners, and they thought it would be in competition with the Salina -Saline County Ambulance Service. Mr. McKinney does home care for elderly people in his business called "Jim's Health Studio". He stated his vehicle is available for ambulance service, if needed. It was suggested by the Commissioners thay they call the Police for help in getting people to the hospital when needed. Mr. McKinney didn't think this would work. The City Commissioners said they would look into it and let him know. Rocky Cook was again present asking that the Auction Room License be lowered. There was discussion on the auction he had advertised in the local paper for May 28th. He was told by the City Commissioners that if the auction was held, he would have to pay $500.00 for his Auction Room License. A motion was then made by Commissioner Rundquist, seconded by Commissioner Ashton to introduce an ordinance for first reading reducing the fee for Auction Room License from $500.00 to $250.00 annually, provided that all merchandi9e for sale or any merchandise to be stored should be under roof and.out of sight in enclosed buildings. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: �,u Zr tgj4 Number: 8029 Mr. Pruitt, Commander of the VFW was present asking for permission to have a fireworks display at Lakewood Park on July 4, 1969. A motion was made by Commissioner Yost, seconded by Commissioner Ashton to grant permission for the display on July 4th. Ayes: (5). Nays: (0). Motion carried. f6 Mrs. Robert Thompson was present asking about the swimming pool rates established by the Commissioners a few weeks ago. She thinks the rates are too high and was wondering Iif they could be lowered. After a lenghty discussion, a motion was made by Commissioner Caldwell, seconded by Commissioner Rundquist to issue a discount ticket so a swimmer can get 12 - 25(t swims or 6 - 50(t swims for $2.50. Ayes: Caldwell, Millikan, Rundquist, Ashton (4). Nays: Yost (1). Motion carried. Mayor Millikan presented Commissioner Yost with a gavel and plaque for his service rendered as Mayor from April 15, 1968 to April 21, 1969. The Mayor, with the approval of the City Commissioners made the following appointments: Plumbers Examining Board - Clifford Johnson (Master Plumber) reappointed for a 2 year term to May 1, 1971. Laverne Turner (Plumbing Inspector) reappointed for a 2 year term to May 1, 1971 Salina Airport Authority - Allen R. Dodge reappointed for a 3 year term to April 26, 1972 Edward H. Bell reappointed for a 3 year term to April 26, 1972 Building Code Advisory Board - Ronald R. Richmond reappointed for a 3 year term to June 1, 1972 Dwayne Chapman reappointed for a 3 year term to June 1, 1972 On a motion by Commissioner Ashton, the Board of Commissioners adjourned. D. L.
