05-19-1969 Minutes1 1 1 City of Salina, Kansas Commissioners' Meeting May 19, 1969 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City Hall, on Monday, May 19, 1969, at four o'clock p.m. There were present: Acting Mayor Robert C. Caldwell, Chairman presiding Commissioner Leon L. Ashton Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris Olson, City Manager D. L. Harrison, City Clerk Absent: Mayor Donald D. Millikan The Mayor proclaimed the week of May 26 - 30, 1969 - "J. 0. Y. WEEK IN SALINA, KANSAS" (Job Opportunities for Youth) for Salina Council on Human Relations, National Association for the Advancement of Colored People, Kansas State Employment Service, Black American Citizen's Organization of Salina. BIDS were received for Engineering Job 509 for the Resurfacing and Resealing of certain streets: Part Ballou Construction Company $18,600.00 Engineer's Estimate 21,400.00 Part 11 Brown & Brown, Inc. $24,880.00 Hall Brothers Construction Co. 25,570.00 Broce & Smith Construction 29,732.50 San Ore Construction 27,550.50 Engineer's Estimate 32,350.00 A motion was made by Commissioner Yost, seconded by Commi'ssioner Rundquist to award Part I, Slurry Seal to Ballou Construction Company for $18,600.00 and Part II, Machine Laid Seal to Brown & Brown, Inc. for $24,880.00, subject to checking of specifications by the Engineering! Department. Ayes:(4). Nays: (0). Motion Carried. BIDS were received for Gasoline Supply for Central Garage for the period of May 22, 1969 through November 20, 1969. The bids were opened and tabulated, and a motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to award the bid to Walthers Oil Company (Champlin), as low bidder for the six month period. [Regular .1129; Ethyl .1269; Average (3 to 1) .1234 per gallon] Ayes (4). Nays: (0). Motion carried. BIDS were received for Diesel Fuel Supply for the period of May 22, 1969 through November 20, 1969. The bids were opened and tabulated and a motion was made by Commissioner Yost, seconded by Commissioner Rundquist to award the bid to Walthers Oil Company (Champlin) as low bidder for the six month period. [.1025fi per gallon] An ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying and confirming a contract with Brown & Brown, Inc. for the construction of certain improvements in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds." A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Caldwell, Rundquist, Yost (4). Nays: (0)` Mayor Millikan absent. Acting Mayor approved the ordinance and it is numbered 8022. Carried. Ordinance was introduced for first reading on May 12, 1969. r-� An ordinance was introduced for second reading entitled: "AN ORDINANCE regulating all night truck parking on streets, driveways, and yards; amending Section 22-150 of The Salina Code and repealing said original section." A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Caldwell, Rundquist, Yost (4). Nays: (0). Mayor Millikan absent. Acting Mayor approved the ordinance and it is numbered 8023. Carried. Ordinance was introduced for first reading May 12, 1969. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." (Rezoning of 6 acres in Section 20, T 14 S, R 2 W - Requested in Petition 3020, filed by James T. Graves on January 29, 1969) A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Caldwell, Rundquist, Yost (4). Nays:(0) Mayor Millikan absent. Acting Mayor approved the ordinance and it is numbered 8024. Carrie . Ordinance was introduced for first reading May 12, 1969. A letter was received from the Salina City Planning Commission recommending Section 15, Zoning Ordinance 6613, of the Salina Code be amended to include Telephone Answering Service. A motion was made by Commissioner Yost, seconded by Commissioner Ashton to refer it back to the Salina City Planning Commission for them to have a public hearing thereon, according to 1968 Supplement of K. S. A. 12-708. Ayes: (4). Nays: (0). Motion i carried. It was suggested that one member of the Salina City Planning Commission be present at the City Commissioners Meeting, whenever a letter from the Salina City Planning Commission is to be on the City Commissioners' Agenda. The City Manager reported on the Plans and Specifications for Fire Cottage # 4, and recommended a minor change in the bathroom in the lower level. A motion was made by Commissioner Yost, seconded by Commissioner Ashton to accept the plans and specifications with the recommended changes and instructed the City Clerk to advertise for bids to be received on June 9, 1969. Ayes: (4). Nays: (0). Motion carried. An application for Permit to Keep Bees was filed by W. H. Alexander, 649 S. 5th, for four hives. A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to approve the application. Ayes: (4). Nays: (0). Motion carried. Petition Number 3047 was filed by Milton L. Morrison for approval of Replat and Addition to Lots 12 - 17, Casa Loma Manor Addition to the City of Salina. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to refer the petition to the Salina City Planning Commission. Ayes: (4). Nays: (0). Motion carried. A Statement was filed by Ronald R. Richmond, Architect, dated May 14, 1969, for Construction Drawing Phase, in the amount of $1,600.00 for Fire Cottage # 4, A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to approve the Statement. Ayes: (4). Nays: (0). Motion carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (payroll) A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Caldwell, Rundquist, Yost (4). Nays: (0). Mayor Millikan absent. Acting Mayor Caldwell approved the ordinance and it is numbered A-1486. Carried. On a motion by Commissioner Yost, the Board of Commissioners adjourned.
