05-05-1969 MinutesCity of Salina, Kansas Commissioners' Meeting May 5, 1969 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City Hall, on Monday, May 5, 1969, at four o'clock p.m. There were present: Mayor Donald D. Millikan, Chairman presiding Commissioner Leon L. Ashton Commissioner Robert C. Caldwell Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of April 28, 1969, were approved as mailed. An ordinance was introduced for second reading entitled: "AN ORDINANCE changing the name of a certain street located within the City of Salina, Kansas." (Edgevale Drive to Faith Drive) A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 8020. Carried. Ordinance was introduced for first reading April 28, 1969. An ordinance was introduced for second reading entitled: "AN ORDINANCE regulating the removal, demolition and relocation of structures within the City of Salina, requiring the obtaining of a permit and filing of bond to assure compliance with this ordinance; repealing Article IX of Chapter 9 of The Salina Code." A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5)• Nays: (0). Mayor approved the ordinance and it is numbered 8021. Carried. Ordinance was introduced for first reading April 28, 1969. City Manager and City Attorney reported, in checking with the Police Department that over night parking of trucks on a side street will not constitute a traffic hazard. One solution to the problem is to amend Salina Code Sec. 22-150 to authorize the over night parking of standard trucks and commercial vehicles in commercial zones. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to instruct the City Attorney to prepare an amendment to the ordinance for next week meeting. Ayes: (5). Nays: (0). Motion carried. City Attorney reported that Petition Number 3042, filed by Harriet T. Johnson in protest of Resolution Number 3020 initiated by the Governing Body of the City of Salina, Kansas, and which was first published in the Salina Journal on January 23, 1969; and protesting the issuing of General Obligation bonds for the purpose as defined in Resolution 3020, had only 615 valid signatures thereon. It was necessary that there be 697 valid signatures to constitute a valid protest petition. In his opinion the petition does not constitute a valid protest petition. A motion was made by Commissioner Caldwell, seconded by Commissioner Ashton to accept the City Attorney's report as read. Ayes: (5). Nays: (0). Motion carried. The City Manager reported that Petition Number 3045, for a street light near the center of the 200 block on North Columbia, filed by Elizabeth Johnson, is in order and recommended the light be installed in the center of the extra long block. A motion was made by Commissioner Yost, seconded by Commissioner Caldwell to accept the City Manager's recommendation and approve the petition for street light and instructed the City Manager to have Kansas Power and Light Company install the light. Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Caldwell, seconded by Commissioner Rundquist to instruct the City Clerk to advertise for bids to be received on May 19, 1969 for gasoline at Central Garage for the period of May 22, 1969 through November 20, 1969. Ayes: (5). Nays: (0). Motion carried. 1 J 1 69 i A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to instruct the City Clerk to advertise for bids to be received on May 19, 1969 for Diesel Fuel Supply for the period of May 22, 1969 through November 20, 1969. Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Yost, seconded by Commissioner Caldwell to instruct the City Clerk to advertise for bids for the 1969 Resurfacing and Resealing of Streets, to be received on May 19, 1969. Ayes: (5). Nays: (0). Motion carried. The Agreement between the City, County and School District on the installation of restaurant facilities at the Joint Building was considered. A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to authorize the Mayor to sign the agreement. Ayes: (5). Nays: (0). Motion carried. A letter was received from the Tri -Rivers Fair and Rodeo Board, relating to the construction of a new horse barn in Kenwood Park. A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to accept the letter and the Commissioners are to check location and other details. Ayes: (5). Nays: (0). Motion carried. A request from the City -County Board of Health and Saline County Dental Society for a member of the Dental Society on the City -County Board of Health was considered. A motion was made by Commissioner Ashton, seconded by Commissioner Yost to have the City Attorney prepare an amendment to the Agreement with the County to increase the City -County Board of Health by one member, which would be a representative of the Dental Society. Ayes: (5). Nays: (0). Motion carried. A Sales Contract with FHA for the purchase of 21 houses, adjacent to Centennial Park for the contract price of $8,400.00 was considered. A motion was made by Commissione Rundquist, seconded by Commissioner Yost to authorize the Mayor to sign the agreement to purchase the properties and to see if the City could obtain the lots north of Centennial Park along Crawford Street. Ayes: (5). Nays: (0). Motion carried. The Mayor, with the approval of the City Commissioners, made the following appointments: Band Trustees - Claude L. Wilson reappointed for a 3 year term to January 1, 1972. Memorial Stadium Baseball Park Committee - James T. Knight reappointed for a 3 year term to April 3, 1972. Library Board - Mrs. Sidney (Dorothy) Youngquist reappointed for a 4 year term to April 30, 1973. - Franklin Adams, Jr. reappointed for a 4 year term to April 30, 1973. Zoning Board of Appeals - Joe Mendicina reappointed for a 3 year term to May 8, 1972. Building Code Advisory Board - Don Williams reappointed for a 3 year term to June 26, 1972. Urban Renewal Agency - Leland M. Srack reappointed for a 4 year term to April 12, 1973. City Engineer filed Partial Estimate # 5 for Job 495 for Miscellaneous Streets, Brown and Brown, Inc. in the amount of $3,919.58. A motion was made by Commissioner Caldwell, seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (q) Motion carried. City Engineer filed Partial Estimate # 7 for Job 500 for Ash Street Sewer Separations, Brown and Brown, Inc. in the amount of $19,636.28. A motion was made by Commissioner Caldwell, seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0). Motion carried. City Engineer filed Partial Estimate # 4 for Job 504 for Broadway Water Main, Western Construction, Inc., in the amount of $8,002.68. A motion was made by Commissioner Caldwell, seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0). Motion carried. City Engineer filed Final Estimate for Job 467 for Sanitary Sewers, Lucas Plumbing Company, in the amount of $9,443.14. A motion was made by Commissioner Caldwell, seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0). Motion carried. City Engineer filed Final Estimate for Job 502 for Sidewalk on Hageman and Cloud Streets, A. W. Saum and Son Contractor, in the amount of $632.96. A motion was made by Commissioner Caldwell, seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0). Motion carried. City Engineer filed Final Estimate for Job 506 for Sanitary Sewer 509, South Wayne Avenue, Brown and Brown, Inc. in the amount of $543.12. A motion was made by Commissioner Caldwell, seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0). Motion carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills). A motion was made by Commissioner Caldwell, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1483. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims."
