04-14-1969 MinutesCity of Salina, Kansas Commissioners' Meeting April 14, 1969 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City Hall, on Monday, April 14, 1969, at four o'clock p.m. There were present: Mayor William W. Yost, Chairman presiding Commissioner Charles W. Casebeer Commissioner Donald D. Millikan Commissioner Carl R. Rundquist Commissioner G. N. Waddell comprising a quorum of the Board, also: w L. 0. Bengtson, City Attorney Norris Olson, City Manager M. E. Abbott, City,Treasurer i Absent: D. L. Harrison, City Clerk The Minutes of the Regular Meeting of April 7, 1969, were approved as mailed. The Mayor proclaimed the week of April 20-27 "TOPS WEEK" in Salina, for the TOPS Clubs of Salina. The Mayor proclaimed the week of April 13-19 "LIFE INSURANCE WEEK", for the Life Underwriters Association. AN Ordinance was introduced for second reading entitled: "AN ORDINANCE requiring that all bonds required by Statute or The Salina Code be executed by a Surety Company authorized to do business in the State of Kansas; amending Section 2-7 of The Salina Code and repealing said original section." A motion was made by Commissioner Rundquist, seconded s by Commissioner Millikan to adopt the ordinance as read and the following vote was had: i Ayes: Yost, Casebeer, Millikan, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 8017. Carried. Ordinance was introduced for first reading April7, 1969. The City Engineer reported on Petition 3041, filed by First National Bank & Trust Company, by Duane M. Stoshopf, Vice -President, for sanitary sewer to serve Lots 1 to 18, Block 5, Replat of Schippel Addition, on March 25th, and recommended the sanitary sewer be installed. A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell to accept the City Engineer's recommendation and introduce an ordinance for first reading creating a lateral sanitary sewer district for the block. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: \ ZIP Number: �p�g The City Attorney reported on Petition 3042, filed by Harriet T. Johnson in protes of Resolution 3020, initiated by the Governing Body of the City of Salina, Kansas, and which was published in The Salina Journal January 23, 1969, and the issuing of General Obligation Bonds for the purpose as defined in Resolution Number 3020. A motion was made by Commission Waddell, seconded by Commissioner Casebeer to postpone any action for 2 weeks, to allow individuals who signed petition 3042 incorrectly to verify their signature; and to allow those individuals who desire to withdraw their name from the petition by signing an affidavi Ayes: (5). Mr. Rudolph Barta, Attorney, presented a Quit Claim Deed for a portion of Dry Creek located in Block 9, except the East 110 feet thereof, in Leavenworth Addition to the City of Salina, Saline County, Kansas, for approval. A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to approve the Quit Claim Deed and authorize the Mayor to sign. Ayes: (5) Nays: (0). Motion carried. An application for permit to keep bees was filed by William A. Butschle, 1824 Roach! Street. A motion was made by Commissioner Millikan, seconded by Commissioner Waddell to i approve the application. Ayes: (5). Nays: (0). Motion carried. 1 1 1 1 3 An application for Merchant Police License was filed by Rex E. Strait, Jr., 857 Vassar Drive. A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to approve the application. Ayes: (5). Nays: (0). Motion carried. I A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to authorize the City Manager to sign an agreement between the City of Salina and Raymond H. Johnson for the operation of the Miniature Train in Kenwood Park. Ayes: (5). Nays: (0). Motion carried. The City Engineer reported on Petition Number 3021, as amended, which was filed 1 by C. L. Clark, on November 15, 1968, and recommended the vacation of part of Diamond Drive. A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to accept the( City Engineer's Recommendation and to introduce an ordinance for first reading for the vacation of a part of Diamond Drive. Ordinance Passed: P-11969Number: 7019 Merriman s Hoeffner, Electric, Inc. submitted Estimate Number 1 for Variable Speed Drive System for Sewage Pump Station in the amount of $8,425.80. A motion was made I by Commissioner Rundquist, seconded by Commissioner Casebeer to approve the Estimate. i Ayes: (5). Nays: (0). Motion carried. The Mayor received a letter from Robert C. Caldwell submitting his resignation as chairman of the Citizens' Advisory Committee. A motion was made by Commissioner Millikan, seconded by Commissioner Casebeer to accept his resignation.
