Commissioners' Meeting
April 7, 1969
The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City Hall, on Monday, April 7, 1969, at four o'clock p.m.
There were present:
Mayor William W. Yost, Chairman presiding
Commissioner Charles W. Casebeer
Commissioner Donald D. Millikan
Commissioner Carl R. Rundquist
Commissioner G. N. Waddell
comprising a quorum of the Board, also:
L. 0. Bengtson, City Attorney
Norris Olson, City Manager

The Minutes of the Regular Meeting of March 24, 1969, were approved as mailed.
The City Engineer filed a Feasibility Report for the curbing, guttering and paving
on East Crawford Street, from Smoky Hill River Bridge to Marymount Road. A motion was made
by Commissioner Rundquist, seconded by Commissioner Millikan to accept the Feasibility Report
for further study. Ayes: (5). Nays: (0). Motion carried. Robert Frobenius was present
speaking in favor of 4 lanes with a median strip on East Crawford Street.
A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to
introduce an ordinance for first reading amending Section 2-7 of The Salina Code, requiring
that all bonds required by Statute or the Salina Code be executed by a surety company
authorized to do business in the State of Kansas. Ayes: (5). Nays: (0). Motion carried.

Mayor Yost and the other Commissioners acknowledged the=many years of'service
Fire Chief J. E. Travis has given to the City of Salina, and wi..shed him well on his
retirement, which is effective June 1, 1969.
Petition Number 3041 was filed by First National Bank and Trust Company by Duane M.
Stoshopf, Vice President, for Sanitary Sewer to serve Lots 1 to 18, Block 5, Replat of
Schippel Addition. A motion was made by Commissioner Casebeer, seconded by Commissioner
Rundquist to refer the petition to the City Engineer for checking and a report back.
Ayes: (5). Nays: (0). Motion carried.
Petition Number 3042 was filed by Harriet T. Johnson in protest of Resolution
Number 3020 initiated by the Governing Body of the City of Salina, Kansas and which was
first published in the Salina Journal on January 23, 1969; and protesting the issuing of
General Obligation bonds for the purpose as defined in Resolution 3020. A motion was made
by Commissioner Casebeer, seconded by Commissioner Waddell to refer the petition to the
City Clerk and City /attorney to verify the validity of the signatures. Ayes: (5). Nays: (0).
Motion carried.
Petition Number 3043 was filed by Leidigh and Havens Lumber Company for the
Rezoning of Lots 2, 3, 4, Hazelwood Addition, from District "B" to District "DD". A motion
was made by Commissioner Rundquist, seconded by Commissioner Millikan to refer the petition
a to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried.
Petition Number 3044 was filed by E. J. Dyck for 1 or 2 street lights to be
located on Mt. Barbara Road. A motion was made by Commissioner Casebeer, seconded by
Commissioner Waddell to refer the petition to the City Manager for a report. Ayes: (5).
Nays: (0). Motion carried.

Cereal Malt Beverage License Application was filed by RoWill, Inc. d/b/a Lum's
Restaurant, 1333 West Crawford. A motion was made by Commissioner Waddell, seconded by
Commissioner Millikan to approve the license. Ayes: (5). Nays: (0). License approved.

Tree Trimming License Application was filed by John B. Shaw, d/b/a Shaw Tree
Service, 914 South Chestnut, McPherson, Kansas. A motion was made by Commissioner Rundquist,
seconded by Commissioner Millikan to approve the license. Ayes: (5). Nays: (0). License j
approved.
It was announced that there would be Open House at the Police Administration
Building, Sunday, April 13, 1969, from 1:30 to 5:00 p.m.
The City Manager reported that he had received a letter from FHA making available
to the City of Salina, 21 properties at $400.00 each, in the area of Centennial Park.
The Commissioners took it under advisement for consideration at a later date.
City Engineer filed Partial Estimate # 4 - Job 495 - Miscellaneous Streets -
Brown & Brown, Inc., in the amount of $10,526.02. A motion was made by Commissioner
Millikan, seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0).,',
Motion carried.
City Engineer filed Partial Estimate # 6 - Job 500 - Ash Street Sewer Separations -
Brown & Brown, Inc. in the amount of $15,623.77. A motion was made by Commissioner Millikan,;
seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0). Motion
carried.
City Engineer filed Partial Estimate # 3 - Job 504 - Water Main on Broadway Blvd.
from Walnut to 13th - Western Construction Company, Inc. in the amount of $15,721.02. A
motion was made by Commissioner Millikan, seconded by Commissioner Rundquist to approve the
estimate. Ayes: (5). Nays: (0). Motion carried.
City Engineer filed Partial Estimate # 1 - Job 506 - Sanitary Sewer on South Wayne
Avenue - Brown & Brown, Inc. in the amount of $4,765.21. A motion was made by Commissioner
Millikan, seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0).
Motion carried. !

appropriation for the
payment of certain claims." (bills). A motion was made by Commissioned
Waddell, seconded by Commissioner
