Yost, Chairman presiding Commissioner Charles W. Casebeer Commissioner Donald D. Millikan Commissioner Carl R. Rundquist Commissioner G. N. Waddell comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris Olson, City Manager D. L. Harrison, City Clerk Absent: None i The Minutes of the Regular Meeting of March 10, 1969, were approved as mailed. BIDS were received for Job 502 - Sidewalks on Cloud and Hageman Streets, near Hageman School: Bob Albers Construction Company $2,250.00 Oscar M. Wilbur Concrete Construction 2,208.00 A. W. Saum & Sons 2,172.00 Engineer's Estimate 2,250.00 A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to award the contract to A. W. Saum & Son for $2,172.00 as low bidder, and to introduce the Contract Ordinance for first reading. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: J, k4 INumber: 701h An ordinance was introduced for second reading entitled: "AN ORDINANCE authorizing the City of Salina, Kansas, to purchase and acquire a building and a site therefor, to be used for industrial and manufacturing facilities; Authorizing and directing the issuance of $100,000 principal amount of Salina, Kansas, The Wyatt Manufacturing Co., Inc. Revenue Bonds of 1969, of said City for the purpose of purchasing and acquiring a building and a site therefor to be used for industrial and manufacturing facilities." A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to adopt the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Millikan, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 8009. Carried. Ordinance was i introduced for first reading 3/10/1969. An ordinance was introduced for second reading entitled: "AN ORDINANCE authorizing the City of Salina, Kansas, to lease a building and a site therefor, to be used for industrial and manufacturing facilities, to the Wyatt Manufacturing Company, Inc." A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to adopt the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Millikan, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 8010. Carried. Ordinance was introduced for first reading 3/10/1969. Job 490. s An ordinance was introduced for second reading entitled: "AN ORDINANCE levying assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of: Sanitary Sewer main to serve the area described as follows: All of Lots 8, 9, 10, and 11, The North 125 feet of the East 1/2 of Lot 3, the North 125 feet of Lot 4, and the North 276.0 feet of Lots 6 and 7, all in Plat of White Acres and Lots 1 and 16, in Idlewilde Addition all in Section 7 Township 14 South, Range 2 West of the 6th P.M., Saline County, Kansas. Water main to serve Lots 8, 9, 10 and 11, the North 125, feet of the east 1/2 of Lot 3, and the North 125 feet of Lot 4 all in Plat of White Acres, all in Section 7, Township 14 South, Range 2 West of the 6th P.M., Saline County, Kansas." An ordinance was introduced for second reading entitled: "AN ORDINANCE levying assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of: Sanitary sewer, water mains and pavement to serve all of Ridgeview Addition, City of Salina, Saline County, Kansas." A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell, to adopt the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Millikan, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 8013. Carried. Ordinance was introduced for first reading 3/10/1969. Job 494. An ordinance was introduced for second reading entitled: "AN ORDINANCE levying assessments against certain property to pay the cost of constructing certain sidewalks in the parking abutting the following property to -wit: A concrete sidewalk on the south side of Neal Avenue, beginning at the west right-of-way line of Union Pacific Railroad and adjacent to Lots 16, 17, and 18, Block 1; and Lots 4, 5, 6,•7, 8, 9, 10, and 11, Block 5; Lots 6, 7, 8, 9, 10, 11, 12 and 17, Block 7, all in Bonnie Ridge Addition to the City of Salina, Saline County, Kansas. A concrete sidewalk on the west side of Robin Road adjacent to Lots 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, and 20, Block 25, Key Acres Addition to the City of Salina, Saline County, Kansas." A motion was made by Commissioner Millikan, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Millikan, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 8014. Carried. Ordinance was introduced for first reading 3/10/1969. Job 498. An ordinance was introduced for second reading entitled: "AN ORDINANCE levying assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of: Four foot concrete property line sidewalk to be built from the south curb line on Ruskin Road on the West side of Marymount Road to the north curb line on'Starlight Drive, adjacent to the following described properties: Lots 1 through 10, Block 7, Claremont Heights Addition Lot 9, Block 8, Claremont Heights Addition Lot 9, Block 2, Rolling Hills Addition All in the City of Salina, Saline County, Kansas. A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to adopt the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Millikan, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 8015. Carried. Ordinance was introduced for first reading 3/10/1969. Job 501 The City Manager reported on Petition Number 3022 filed by George F. Johnson on November 18, 1968, for street lights on Ridgeview Road, and said that K. P. & L. had been contacted, and the additional cost for underground wire would be $600.00. This ;amount has been collected from the property owners and paid to K. P. & L. A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to approve the petition for the underground wires and street lights. Ayes: (5). Nays: (0). Motion carried. Petition Number 3039 was filed by John C. Ryberg for Rezoning a part of the west 2 of Section 7, Township 14 South, Range 2 West of the 6th P.M. - Address 200 North Ohio from District "A" to District "C" (Community Unit Plan). A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. Joe Stevens, Jim Dalton and others from Brown Mackie School of Business Fraternity were present asking the City Commissioners, for permission to sweep and clean the 2 arcades in the 100 block of South Santa Fe Avenue. There was no motion made, but the City Commissioners said they appreciated them wanting to do this for the City, and authorized them to do so. Virginia Brockway was present arguing the legality of the ordinance the City Commissioners passed last November, in reference to fluoridation of the City Water Supply. She stated that she has a petition with 40 signatures and knew of other petitions with approximately 120 names that could be filed. She did not file her petition. Dale Joseph and Bryon Hough spoke against the fluoridation of the water supply. Mrs. Jack Stewart has a petition signed by more than 500 persons approving the fluoridation of the water supply. The petition was not filed. Dr. Vernon Osborn, President of the Salina Dental Society; Dr. Donald Amend, President of the Kansas Dental Society; Dr. Gordon Maxwell, Dr. Neal Jenkins; Mrs. Bill Usher and others were present in favor of the fluoridation of the City water supply and the action the City Commissioners have taken. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills). A motion was made by Commission( Casebeer, seconded by Commissioner Waddell to adopt the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Millikan, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1477.
