02-24-1969 Minutes49 f� f City of Salina, Kansas Commissioners' Meeting February 24, 1969 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City Hall, on Monday, February 24, 1969, at four o'clock p.m. There were present: Mayor William W. Yost, Chairman presiding Commissioner Charles W. Casebeer Commissioner Carl R. Rundquist comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris Olson, City Manager D. L. Harrison, City Clerk Absent: Commissioner Donald D. Millikan Commissioner G. N. Waddell The Minutes of the Regular Meeting of February 17, 1969, were approved as mailed. The Mayor proclaimed the week of March 9 through 15, 1969 - "GIRL SCOUT WEEK". Miss Lightner and several girl scouts and leaders were present. The Mayor proclaimed the week of March 20 through 27, 1969 - "BAN THE LITTER" WEEK, sponsored by the Sasnak 4-H Club. An ordinance was introduced for second reading entitled: "AN ORDINANCE adopting by reference the 1965 Edition of the Fire Prevention Code published by the American Insurance Association; amending Section 12-76 of The Salina Code and repealing said original section, and Section 12-82 of The Salina Code." A motion was made by Commissioner Rundquist, seconded' by Commissioner Casebeer to adopt the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist (3). Nays: (0). Commissioners Millikan and Waddell absent.' Mayor approved the ordinance and it is numbered 8005. Carried. Ordinance introduced for first reading 2/17/1969. An ordinance was introduced for second reading entitled: "AN ORDINANCE adopting by reference Bulletin Number 33 of the National Fire Protective Association relating to spray finishing; amending Section 12-93 of The Salina Code and repealing said original section." A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist (3). Nays: (0). Commissioners Millikan and Waddell absent. Mayor approved the ordinance and it is numbered 8006. Carried. Ordinance introduced for first reading 2/17/1969. An ordinance was introduced for second reading entitled: "AN ORDINANCE requiring certain liability insurance prior to the issuance of a permit for a fireworks display; amending Section 12-122 of The Salina Code and repealing said original section." A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer, to adopt the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist (3). Nays: (0). Commissioners Millikan and Waddell absent. Mayor approved the ordinance and it is numbered 8007. Carried. Ordinance was introduced for first reading 2/17/1969. An ordinance was introduced for second reading entitled: "AN ORDINANCE prohibiting open fires within the City of Salina, Kansas, in other than commercial type incinerators or prior approval of the Fire Department; amending Section 12-147 of the Salina Code and repealing said original section." A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist (3). Nays: (0). Commissioners Millikan and Waddell absent. Mayor approved the ordinance and it is numbered 8008. Carried. Ordinance was introduced for first reading 2/17/1969. The City Manager reported on Petition Number 3035, filed by Bernard F. Morris on February 14, 1969, for 4 street lights on Berkshire Drive, Elmhurst Boulevard and Delaware Avenue, all east of Ohio Street, and recommended 3 street lights be installed as requested j by the petitioners and 1 at the intersection of Ohio and Westchester. A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to accept the City Manager's recommendation and approve the street lights. Ayes: (3). Nays: (0). Motion carried. A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to authorize the Mayor Baptist Temple for to execute the use of a License Agreement between the City of Salina and the Grace Lots 5, 7, 9 and 11, Block 5, Wood's Replat of Bond Addition for a parking lot. Ayes: (3). Nays: (0). Motion carried. The City Manager reported on Petition Number 3035, filed by Bernard F. A motion was made by Commissioner Rundquist, i seconded by Commissioner Casebeer to approve the license. Ayes: (3). Nays: (0). Motion carried. The City Clerk reported that the Assessment Rolls are ready for the following improvements, to -wit: Job 490. Sanitary Sewer Lateral to serve the area described as follows: Part of the east half of Lot 4, Plat of White Acres, which half is directly west of Lots 2 and 3, Idlewilde Gardens Addition; and Lots 2, 3, 5, 6, 7, 8, 9, 10, 11, and 12 in Idlewilde Gardens Addition; all in Section 7, Township 14 South, Range 2 West of the 6th Principal Meridian, Salina, Saline County, Kansas. Pavement to serve the area described as follows: Part of the east half of Lot 4, Plat of White Acres, which half is directly west of Lots 2 and 3, Idlewilde Gardens Addition; and Lots 2, 3, 5, 6, 7, 8, 9, 10, 11, 12, and 16, in Idlewilde Gardens Addition and Lots 10, 11, and the North 276 feet of Lots 6 and 7, in Plat of White Acres; all in Section 7, Township 14 South, Range 2 West of the 6th Principal Meridian, Salina, Saline County, Kansas. As authorized by Resolution 2989, passed by the Board of Commissioners on the 29th day of April 1968, has been determined and that final costs have been filed by the City Engineer. Job 492. Sanitary sewer main to serve the area described as follows: All of Lots 8, 9, 10 and 11, the north 125 feet of the E east 1/2 of Lot 3, the north 125 feet of Lot 4, and the 1 north 276.0 feet of Lots 6 and 7, all in Plat of White Acres and Lots 1 and 16 in Idlewilde Addition all in Section 7 Township 14 South, Range 2 West of the 6th P.M., Saline County, Kansas. Water main to serve Lots 8, 9, 10 and 11, the north 125 feet of the east 1/2 of Lot 3, and the north 125 feet of Lot 4 all in Plat of White Acres, all in Section 7, Township 14 South, Range 2 West of the 6th P.M., Saline County, Kansas. As authorized by Resolution 2976, passed by the Board of Commissioners on the 19th day of February, 1968, has been determined and that final costs have been filed by the City Engineer. Job 494. Sanitary sewer, water mains and pavement to serve all of Ridgeview Addition, City of Salina, Saline County, Kansas. As authorized by Resolution 2991, passed by the Board of Commissioners on the 6th day of May, 1968, and amended by Resolution Number 2995, passed by the Board of Commissioners on the 27th day of May, 1968, has been determined and that the final costs have been filed by the City Engineer. Job 498. A concrete sidewalk on the south side of Neal Avenue, beginning at the west right-of-way line of Union Pacific Railroad and adjacent to Lots 16, 17, and 18, Block 1, and Lots 4, 5, 6, 7, 8, 9, 10, and 11, Block 5; Lots 6, 7, 8, 9, 10, 11, 12 and 17, Block 7, all in Bonnie Ridge Addition to the City of Salina, Saline County, Kansas. A concrete sidewalk on the west side of Robin Road, adjacent to Lots 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, and 20, Block 25, Key Acres Addition to the City of Salina, Saline County, Kansas. As authorized by Resolution Number 2992, passed by the Board of Commissioners on the 13th day of May, 1968, has been determined and that the final costs have been filed by the City Engineer. 1 1 1 Job 501. A four foot property line sidewalk from the south curb line on Ruskin Road to the west line of Marymount Road to the north curb line on Starlight Drive. As authorized by Resolution 3006, passed by the Board of Commissioners on the 29th day of July, 1968, has been determined and that the final costs have been filed by the City Engineer. A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to instruct the City Clerk to publish notice in the official city paper at least once not less than ten days prior to the date of March 10, 1969, the date set for the hearing on said assessments, and that at the same time notice is published, to mail to the owners of i property made liable to pay the assessments, at their last known post office address, a notice of the hearing and a statement of the cost proposed to be assessed against the land so owned and assessed. Ayes: (3). Nays: (0). Motion carried. The City Engineer filed Partial Estimate # 1 for Job 503 - Painting the 1,000,000 gallon Water Tank - Don Carter Paint Company, in the amount of $10,894.50. A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer, to approve the estimate. Ayes: (3). Nays: (0). Motion carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (payroll) A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to adopt the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist (3). Nays: (0).
