The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City Hall, on Monday, February 17, 1969,at four o'clock p.m.
There were present:

The Minutes of the Regular Meeting of February 10, 1969, were approved as mailed.
A motion was made by Commissioner Casebeer, seconded by Commissioner Millikan to
introduce an ordinance for first reading adopting by reference the 1965 Edition of the Fire
Prevention Code, published by the American Insurance Association; amending Section 12-76 of
The Salina Code. Ayes: (4). Nays: (0). Motion carried.

A motion was made by Commissioner Casebeer, seconded by Commissioner Millikan to
introduce an ordinance for first reading adopting by reference Bulletin No. 33 of the Nation4l
Fire Protective Association relating to spray finishing; amending Section 12-93 of The Salin
Code. Ayes: (4). Nays: (0). Motion carried.

A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to
introduce an ordinance for first reading requiring certain liability insurance prior to the
issuance of a permit for a Fireworks Display; amending Section 12-122 of The Salina Code.
Ayes: (4). Nays: (0). Motion carried.

A motion was made by Commissioner Casebeer, seconded by Commissioner Millikan to
introduce an ordinance for first reading prohibiting open fires within the City of Salina,
Kansas, in other than commercial type incinerators or prior approval of the Fire Department;
amending Section 12-147 of The Salina Code. Ayes: (4). Nays: (0). Motion carried.

An application for Surety on Bail Bonds was filed by E. P. Nichols d/b/a Nichols!
Bonding Company, West State Street Road. A motion was made by Commissioner Millikan, I
seconded by Commissioner Rundquist to approve the application. Ayes: (4). Nays: (0).
Motion carried.

Petition Number 3033 was filed by Garden Home, Inc., by Ralph E. Brown, President,

for permission to construct a curb sidewalk along the south side of Prescott Road from I
Elmore Drive, west approximately 110 feet. The City Manager reported that Ralph Brown is 100
property owner. A motion was made by Commissioner Casebeer, seconded by Commissioner Millik n
to allow the curb type sidewalk as requested by Mr. Brown. Ayes: (4). Nays: (0). Motion
carried.
Petition Number 3034 was filed by F. S. and Margaret Dumler for the rezoning of
Lots 5 through 10, Hazelwood Addition, from District "C" to District "DD". A motion was
made by Commissioner Casebeer, seconded by Commissioner Rundquist to refer the petition to
the Salina City Planning Commission. Ayes: (4). Nays: (0). Motion carried. j
Petition Number 3035 was filed by Bernard F. Morris for the installation of four
street lights on Berkshire Drive, Elmhurst Boulevard, and Delaware Avenue, all east of Ohio
Street. A motion was made by Commissioner Casebeer, seconded by Commissioner Millikan to
refer the petition to the City Manager for checking and a report. Ayes: (4). Nays: (0).
Motion carried.

Petition Number 3036 was filed by Mrs. Gladis I. Smith for the abolishment of the
firing of the cannon at St. John's Military School at 6:05 p.m. Mrs. Smith and others were
present and complaining about the cannon. After considerable discussion on the loud noise
and damage to homes, Col. Keith Duckers of St. John's Military School, stated they would
discontinue the firing of the cannon, and it would not be necessary for the City Commissione s
to take any action.

A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer
to set the date to accept bids from interested contractors for sidewalks on Hageman and Clou
Streets, near Hageman School, Engineering Job 502, and to instruct the City Clerk to adverti e
for bids to be received on March 3, 1969. Ayes: (4). Nays: (0). Motion carried.
A letter was received from Grace Baptist Temple requesting permission to purchase
Lots 5, 7, 9, 11, Block 5, Woods Replat, Bonds Addition, for the purpose of Church Parking.
A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to instruct
the City Attorney to prepare a lease agreement for a period of 25 years for a sum of $1,000.
$500.00 payable now, and $500.00 payable January 1, 1970. The contour of the ground not to
be changed and that the parking lot be hard surfaced. Ayes: (4). Nays: (0). Motion carriE
An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropri
for the payment of certain claims." (Bills) A motion was made by Commissioner Casebeer,
seconded by Commissioner Millikan to approve the ordinance as read and the following vote
was had: Ayes: Yost, Casebeer, Millikan, Rundquist (4). Nays: (0). Commissioner Waddell
absent. Mayor approved the ordinance and it is numbered A-1473. Carried.
On a motion by Commissioner Rundquist, the Board of Commissioners adjourned.
