02-03-1969 Minutes1 1 City of Salina, Kansas Commissioners' Meeting February 3, 1969 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City Hall, on Monday, February 3, 1969, at four o'clock p.m. There were present: Mayor Williwm W. Yost, Chairman presiding Commissioner Charles W. Casebeer Commissioner Donald D. Millikan Commissioner Carl R. Rundquist comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris Olson, City Manager D. L. Harrison, City Clerk Absent: Commissioner G. N. Waddell The Minutes of the Regular Meeting of January 27, 1969, were approved as mailed. The Mayor proclaimed the week of February 7 to February 13, 1969 "BOY SCOUT WEEK". The Mayor proclaimed the week of February 9 to February 15, 1969 "KANSAS BANK WEEKI IN SALINA". Bids were received on Lateral Sanitary Sewer 509, Engineering Job 506, to serve Lots 1 through 11, Block 8, and Lot 1, Block 7, Meadowlark Acres Addition. Brown and Brown, Inc. $5,434.50 Engineer's Estimate 6,905.00 i J A motion was made by Commissioner Casebeer, seconded by Commissioner Millikan to award the 1`j©b to Brown and Brown, Inc., for $5,434.50, subject to checking by the Engineering Department and to introduce the contract ordinance for first reading. Ayes: (4). Nays: (0). Motion carried. k i Ordinance Passed Number good M The City Attorney made a report on the licensing and bonding of Merchant Police, and explained the present Merchant Police Ordinance to the City Commissioners. The Commissioners felt the ordinance is sufficient for Merchant Policemen at the present time. The City Manager reported on the possible purchase of Lots 1, 2, 3, Block 23, Belmont Addition, and that the owners want to sell five lots in Block 22, and the three lots in Block 23 for approximately $17,000.00. The City Manager felt the City has no need for the lots at the present time. The City Commissioners accepted the City Manager's report. Miss Toy Caldwell and others were present representing the SASNAK 4-H Club. They were concerned about why Section 23-22 of The Salina Code (Littering Section) is not enforced The Club picked up paper and trash at the Tri -Rivers Fair last Fall, which made them wonder why, what, and when the people of Salina litter. The 4-11 Club wants the Mayor to proclaim a week of "Clean-up" about the first day of Spring. The Mayor suggested the Club bring a proclamation to the City Commissioners and he will sign it, and also said a city-wide ''Pick- up" might be scheduled over a 2-3 week period. A Resolution was introduced and passed entitled: "A RESOLUTION authorizing the temporary investment of approximately $1,245,000.00 of Idle Funds of the City of Salina, Kansas." $450,000.00 in Time Deposit -Open Account and $750,000.00 in U.S. Treasury Bills and $15,000.00 in each of the Building & Loan Companies. A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to adopt the Resolution as read and the following vote was had: Ayes: Yost, Casebeer, Millikan, Rundquist (4). Nays: (0). Commissioner Waddell absent. Mayor approved the Resolution and it is numbered 3022. Carried. 1969 Tree Trimming Applications were filed by: M. R. Welsh - 609 West Elm - Trim ($15.00) King Lawn Service - 809 University - Trim ( 15.00) A motion was made by Commissioner Millikan, seconded by Commissioner Rundquist to approve the licenses. Ayes: (4). Nays: (0). Motion carried. 44 A letter was received from the Building Code Advisory Board giving recommendations for revisions of the Fire Prevention Code. A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to accept the recommendations of the Building Code Advisor Board and instruct the City Attorney to prepare an ordinance. Ayes: (4). Nays: (0). Motion carried. A Resolution was introduced and passed entitled: "WHEREAS, UNION PACIFIC RAILROAD COMPANY has tendered to City of Salina, State of Kansas, an agreement covering the constructic maintenance and operation of a water pipe line across the right-of-way and under the track of the Railroad Company, at Salina, Kansas; and said agreement being identified as Union Pacific Railroad Company's C.D. No. 42989-4;" (at Chicago Street, for Job 504 Water Main) A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to approve the Resolution as read and the following vote was had: Ayes: Yost, Casebeer, Millikan, Rundquist (4). Nays: (0). Commissioner Waddell absent. Mayor approved the Resolution and it is numbered 3023. Carried. City Engineer filed Partial Estimate # 4 for Job 500 - Ash Street Sewer Separation- ! Brown and Brown, Inc., in the amount of $46,862.41. A motion was made by Commissioner Casebeer, seconded by Commissioner Millikan to approve the Estimate. Ayes: (4). Nays: (0). Motion carried. City Engineer filed Partial Estimate # 1 for Job 504 - Water Main on Broadway Boulevard from Walnut to Thirteenth Street - Western Construction Inc., in the amount of $675.00. A motion was made by Commissioner Casebeer, seconded by Commissioner Millikan to j approve the Estimate. Ayes: (4). Nays: (0). Motion carried. i I Bucher and Willis, Architects, filed Estimate # 1 on Police Administration Building Deficiencies for Lee Haworth in the amount of $7,683.00. A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to approve the Estimate. Ayes: (4). Nays: (0). Motion carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriat' for the payment of certain claims.'' (bills) A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer, to approve the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Millikan, Rundquist (4). Nays: (0). Commissioner Waddell absent. Mayor approved the ordinance and it is numbered A-1471. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriat) I for the payment of certain claims." (payroll) A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer, to approve the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Millikan, Rundquist (4). Nays: (0). Commissioner Waddell absent. Mayor approved the ordinance and it is numbered A-1472. Carried. On a motion by Commissioner Casebeer, the Board of Commissioners adjourned. i I D. L.
