Commissioners' Meeting
January 27, 1969
The Regular Meeting of the Board of Commissioners met in the Commissioners Room,
City Hall, on Monday, January 27, 1969, at four o'clock p.m.
There were present:
Mayor William W. Yost, Chairman presiding
Commissioner Charles W. Casebeer
Commissioner Donald D. Millikan
Commissioner Carl R. Rundquist
Commissioner G. N. Waddell

The Minutes of the Regular Meeting of January 20, 1969, were approved as mailed.
The Mayor proclaimed the year of 1969 as "INTERNATIONAL DEMOLAY YEAR". Demolay
is observing the 50th Anniversary of its founding.
An ordinance was introduced for second reading entitled: "AN ORDINANCE adopting
by reference the 1968 Edition of the National Electrical Code; Amending Salina Code Sec.9-179
and repealing said original section." A motion was made by Commissioner Waddell, seconded by
Commissioner Millikan to adopt the ordinance as read and the following vote was had: Ayes:
Yost, Casebeer, Millikan, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance
and it is numbered 8002. Carried. Ordinance was introduced for first reading Jan. 20, 1969.
A letter was received from the Salina City Planning Commission concerning the
rezoning of Lots 1, 2, 3, Block 23, Belmont Addition from District "A" to District "D"
(Local Business), which was requested in Petition 3029, filed by Pete Francken on December 23a
1968. The Salina City Planning Commission recommended the petition be denied. A motion was
made by Commissioner Millikan, seconded by Commissioner Rundquist to accept the Salina City
Planning Commission recommendation and deny the rezoning. Ayes: (5). Nays: (0). Motion
carried.

A letter was received from the Salina City Planning Commission recommending the
City Commission study the possibility of acquiring Block 23, Belmont Addition for an open,
landscaped area. A motion was made by Commissioner Rundquist, seconded by Commissioner
Millikan to refer the matter to the City Manager to explore the possible uses and cost of
p the property to the City. Ayes: (5). Nays: (0). Motion carried.
A letter was received from the Salina City Planning Commission concerning the
rezoning of Lots 1, 3, 5, 7, 9, and 11, Block 3, Pacific Addition from District "A" to
District "E" (General Business District) which was requested in Petition 3024 filed by
Donald Tyson on December 2, 1968. The Salina City Planning Commission recommended the
property be rezoned to District "D" (Local Business). A motion was made by Commissioner
Waddell, seconded by Commissioner Casebeer to accept the Salina City Planning Commission
recommendation and rezone the property to District "D", and to introduce the Rezoning

Ordinance for first reading. Ayes: (5). Nays: (0). Motion carried.

A letter was received from the Salina City Planning Commission recommending the
City Commission take necessary steps to rezone Lots 2, 4, 6, 8, 10, 12, 13, and 15, Block 3,
'Pacific Addition from District "E" (General Business) to District "D" (Local Business).
A motion was made by Commissioner Waddell to acknowledge the letter from the Salina City
'Planning Commission. Died for lack of a second. No action taken by the City Commissioners.
A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to
set the date to accept bids from interested contractors for Lateral Sanitary Sewer 509 to
serve Lots 1 through 11, Block 8, and Lot 1, Block 7, Meadowlark Acres Addition, and to
instruct the City Clerk to advertise for bids to be received on February 3, 1969. Ayes: (5)
;Nays: (0). Motion carried.

A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan
to approve all the applications. Ayes: (5). Nays: (0). Motion carried.
A Resolution was introduced and passed entitled: "A RESOLUTION authorizing and
granting of an easement by the City of Salina, Kansas, to William H. Graves ET AL and
authorizing the Mayor and City Clerk to execute the necessary documents to grant the same."
A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to adopt the
Resolution as read and the following vote was had: Ayes: Yost, Casebeer, Millikan, Rundquist
Waddell (5). Nays: (0). Mayor approved the Resolution and it is numbered 3021. Carried.
The City Engineer filed Final Estimate on Water Main Job 499 on Fairdale Road -
Brown & Brown, Inc., in the amount of $473.94. A motion was made by Commissioner Millikan,
seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0). Motion
carried.
On a motion by Commissioner Waddell, the Board of Commissioners adjourned.
