Commissioners' Meeting
January 13, 1969
The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City Hall, on Monday, January 13, 1969, at four o'clock p.m.
There were present:

The Minutes of the Regular Meeting of January 6, 1969, were approved as mailed.
An ordinance was introduced for second reading entitled: "AN ORDINANCE relating
to State Aid for the -improvement of Magnolia Road." A motion was made by Commissioner I
Waddell, seconded by Commissioner Casebeer, to approve the ordinance as read and the
following vote was had: Ayes: Yost, Casebeer, Millikan, Rundquist, Waddell (5). Nays: (0)
Mayor approved the ordinance and it is numbered 8000. (Ordinance was introduced for first I
reading January 6, 1969)
A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell to
approve the Agreement between Saline County and the City of Salina for the improvement of
Magnolia Road, from U. S. Highway 81 to Centennial Road. Ayes: (5). Nays: (0). Motion
carried.
Petition Number 3030 was filed by Roy A. Presley for street lights at the
intersections of Pentwood & Lewis, Shalimar & Lewis, Buckeye & Lewis, Albert & Lewis. A
motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to refer the
petition to the City Manager for study and report back at the next meeting. Ayes: (5).
Nays: (0). Motion carried.
Cereal Malt Beverage License application was filed for Tina's Inc., 347 North 7th,'
by Christina Rosetta Stroman. A motion was made by Commissioner Casebeer, seconded by
Commissioner Waddell to approve the license, subject to the installation of hot water to
the lavatory. Ayes: (5). Nays: (0). Motion carried.
Cereal Malt Beverage License application was filed for King Oil Company, 683 South
Broadway, by Donald F. Darling, Sr. (Area Supervisor). A motion was made by Commissioner
Waddell, seconded by Commissioner Rundquist to approve the license. Ayes: (5). Nays: (0).
License approved.
Cereal Malt Beverage License application was filed for the Rendezvous Bar,
249 North Santa Fe Avenue, by Delmar E. Allison. A motion was made by Commissioner Casebeer,
seconded by Commissioner Millikan to table the application until next week for further
study. This action was requested by Mr. Blackwell, Attorney for Delmar Allison. Ayes: (5).
Nays: (0). Motion carried.
A letter was received from Salina Farm Supply, requesting the withdrawal of their
bid, dated October 28, 1968. A motion was made by Commissioner Waddell, seconded by
Commissioner Rundquist to allow Salina Farm Supply to withdraw their bid of October 28, 1968,
in the amount of $4,292.43, and to accept the bid of Salina Implement Company for $4,519.44
for the tractor, loader and mower. Ayes: (5). Nays: (0). Motion carried.
The City Manager reported he had received, today, a letter from the Bureau of
Outdoor Recreation, approving the contract, plans, specifications, for the Salina Municipal
Golf Course, and he would notify the Contractor that he could start work.
The City Engineer filed the Final Estimate for Part II, Machine Laid Seal -
Job 496 - Brown & Brown, Inc., in the amount of $3,783.09. A motion was made by Commissioner
Casebeer, seconded by Commissioner Waddell to approve the estimate. Ayes: (5). Nays: (0).
Motion carried.
On a motion by Commissioner Waddell, the Board of Commissioners adjourned.

A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to
introduce an ordinance for first reading to approve an agreement between the State Highway
Commission, Saline County Commissioners and the City Commissioners for the improvement of
Magnolia Road from US Highway 81 to Centennial Road (1.2 miles). Ayes: (5). Nays: (0).
Motion carried.

The Mayor with the approval of the City Commissioners, appointed Dr. Wendell
Nickell to the Cultural Arts Commission for a three year term.
A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell that
Commissioner Millikan be appointed to the Joint City County Board of Health, and Commissioner
Rundquist be appointed to the Joint City County Building Authority, to replace Mr. Stark.
Ayes: (5). Nays: (0). Motion carried.
Change Order # 1 was filed by Bucher & Willis, for work on the Police Administration
Building, to increase the amount of the contract with Lee Haworth Construction Company by
$1,545.00, for a revised total on the contract to $7,723.00. A motion was made by
Commissioner Waddell, seconded by Commissioner Rundquist to approve the Change Order.
Ayes: (5). Nays: (0). Motion carried.
On a motion by Commissioner Waddell, the Board of Commissioners adjourned.

City Engineer filed Partial Estimate # 2 for Job 467 - Sanitary Sewers - Lucas
Plumbing and Heating Company, in the amount of $6,529.85. A motion was made by Commissioner',
Casebeer, seconded by Commissioner Waddell to approve the estimate. Ayes: (5). Nays: (0).
Motion carried.

City Engineer filed Partial Estimate # 3 for Job 495 - Miscellaneous Streets -
Brown & Brown, Inc., in the amount of $10,643.79. A motion was made by Commissioner Casebeer,
seconded by Commissioner Waddell to approve the estimate. Ayes: (5). Nays: (0). Motion
carried.
City Engineer filed Partial Estimate # 1 for Job 499 - Water Main on Fairdale Road;
Brown & Brown, Inc., in the amount of $4,265.41. A motion was made by Commissioner Casebeer
seconded by Commissioner Waddell to approve the estimate. Ayes: (5). Nays: (0). Motion
carried.
City Engineer filed Partial Estimate # 3 for Job 500 - Ash Street Sewer Separation ,
Brown & Brown, Inc., in the amount of $21,279.83. A motion was made by Commissioner Casebeert,
seconded by Commissioner Waddell to approve the estimate. Ayes: (5). Nays: (0). Motion
carried.

A Statement of charges was filed by Bucher & Willis for Salina CRP Kans. R-53 (CR)
in the amount of $19,341.90. A motion was made by Commissioner Casebeer, seconded by
Commissioner Waddell to approve the Statement. Ayes: (5). Nays: (0). Motion carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll) A motion was made by
Commissioner Casebeer, seconded by Commissioner Waddell to adopt the ordinance as read and
the following vote was had: Ayes: Yost, Casebeer, Millikan, Rundquist, Waddell (5).
Nays: (0). Mayor approved the ordinance and it is numbered A-1467. Carried.
