Yost, Chairman presiding Commissioner Charles W. Casebeer Commissioner Carl R. Rundquist Commissioner Robert M. Stark Commissioner G. N. Waddell comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris Olson, City Manager D. L. Harrison, City Clerk Absent: None I The Minutes of the Regular Meeting of December 2, 1968, were approved as mailed. BIDS were received for Water Main Job 504 - Broadway Boulevard from Walnut to 13th `. Western Construction, Inc. $59,628.06 Brown & Brown, Inc. 72,869.00 Walters Construction Company 82,340.75 Lucas Plumbing and Heating 69,055.18 F James A. Heckert, Contractor 68,242.50 Engineer's Estimate 76,447.50 A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to award the i contract to Western Construction, Inc., for $59,628.06, subject to the Engineering Department checking the specifications. I � I s BIDS were received for Liability Insurance on Emergency Vehicles (Police & Fire) 7 Wenger -York Agency $1,562.00 Losik Insurance Agency 1,593.00 s A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to award the bid to Wenger -York Agency for $1,562.00, subject to checking by the City Manager. Ayes: (5) Nays: (0). Motion carried. E BIDS were received for the completion of the Police Administration Building: A motion was made by Commissioner Waddell, seconded by Commissioner Stark to refer the bids to Bucher and Willis, Consulting Engineers, Planners & Architects, for checking and a recommendation to be made on December 23, 1968. Ayes: (5). Nays: (0). Motion carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." (Landes Petition # 3017 - filed September 30, 1968 - for Lot 7, Tract 1, Plat "C". A motion was made by Commissioner Stark, seconded by Commissioner Waddell to adopt the ordinance as read and the following vote was had: Ayes: Yost, Stark, Waddell (3). Nays: Casebeer, Rundquist (2). Mayor approved the ordinance and it is numbered 7098. Carried. Ordinance was introduced for first reading November 25, 1968. An ordinance was introduced for second reading entitled: "AN ORDINANCE prescribing; the corporate limits of the City of Salina, Kansas, including land described in Ordinance Numbers 7043 and 7044, and repealing Section 1 of Ordinance Number 7032." A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to adopt the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 7099. Carried. Ordinance was introduced for first reading December 2, 1968. Jr r A Resolution was introduced and passed entitled; "WHEREAS, UNION PACIFIC RAILROAD COMPANY and CHICAGO, ROCK ISLAND AND PACIFIC RAILROAD COMPANY have tendered to City of Salina, State of,Kansas, an agreement covering the construction, maintenance and operation of a 60 inch storm sewer pipe line under the tracks of Union Pacific and Under the joint track of Union Pacific and Rock Island at 4th and Ash Streets, Salina, Kansas; said agreement being identified as Union Pacific Railroad Company's C.D. No. 42989-3; and" A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to approve the Resolution as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the Resolution and it is numbered 3019. Carried. Petition Number 3024 was filed by Donald W. Tyson for the rezoning of Lots 1, 3, 5, 7, 9, 11, Block 3, Pacific Addition to District "E". A motion was made by Commissioner Casebeer, seconded by Commissioner Stark to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. Petition Number 3025 was filed by Salina Country Club for the installation of a street light at the intersection of Marymount Road and Country Club Road. A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to refer the petition to the City Manager for a recommendation. Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Waddell, seconded by Commissioner Stark to have the City Manager check on traffic control signs of some type for the corner of Country Club Road and Marymount Road, and also to check on a four way stop at Iron and Marymount Road. Ayes: (5). Nays: (0). Motion carried. Petition Number 3026 was filed by R. L. Rockhold for the installation of a street light at the north end of North 13th Street (900 block). A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to refer the petition to the City Manager for a recommendation. Ayes: (5). Nays: (0). Motion carried. Petition Number 3027 was filed by R. L. Rockhold for the paving of the 800 block I of North 13th Street between Woodland and Pacific. A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to refer the petition to the City Engineer for checking. j Ayes: (5). Nays: (0). Motion carried. Petition Number 3028 was filed by H. L. Hixson for the dedication of certain property for a street between Dry Creek and U. S. Highway 40. A motion was made by Commissioner Casebeer, seconded by Commissioner Stark to refer the petition to the City Manager for a recommendation. Ayes: (5). Nays: (0). Motion carried. A request was made by the Breakfast Optimist Club for continued use of the old airport runway for drag racing. A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to instruct the City Attorney to prepare a contract for a 2 year lease. Ayes: (5). Nays: (0). Motion carried. A letter was received from the Citizen's Advisory Committee recommending the adoption of a city ordinance calling for Minimum Housing Inspections prior to issuance of a permit for major repairs or improvements to residential structures. A motion was made by Commissioner Casebeer, seconded by Commissioner Stark to accept the letter from the Citizen' Advisory Committee and that the City Commissioners take it under advisement. Ayes: (5). Nays: (0). Motion carried. A letter was received from the Citizens' Advisory Committee recommending the City Commission request representative from Housing and Urban Development to meet with local Housing Authority and Citizens' Advisory Committee in the near future to discuss development of low income rental housing of four and five bedroom size. A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to accept the letter from the Citizens' Advisory Committee and request HUD to come to Salina and to discuss these problems with the City Commissioners. Ayes: (5). Nays: (0). Motion carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills) A motion was made by Commissioner Casebeer, seconded by Commissioner Stark to adopt the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0).', Mayor approved the ordinance and it is numbered A-1462. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an I appropriation for the payment of certain claims." Nays: (0). Mayor approved the ordinance and it is numbered A-1464. Carried. On a motion by Commissioner Waddell, the Board of Commissioners adjourned. D. L. Harrison, City Clerk City Engineer filed Plans and Specifications for Lateral Sanitary Sewer 509, to serve Blocks 7 and 8, Meadowlark Acres Addition. A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to approve the Plans and Specifications as filed. Ayes: (5). Nays: (0). Motion carried.
