Commissioners' Room I December 2, 1968 I The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, j City Hall, on Monday, December 2, 1968, at four o'clock p.m. There were present: Mayor William W. Yost, Chairman presiding Commissioner Charles W. Casebeer Commissioner Carl R. Rundquist Comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris Olson,City Manager D. L. Harrison, City Clerk Absent: Commissioner Robert M. Stark Commissioner G. N. Waddell The Minutes of the Regular Meeting of November 25, 1968, were approved as mailed. The Mayor proclaimed the week of December 2 - 7, 1968 - "LAWMEN & FIREMEN APPRECIATION WEEK". Bids were received for Diesel Fuel for the period of December 3, 1968 through May 19, 1969. The bids were opened and tabulated, and a motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to award the bid to Long Oil Company for .105(t per gallon. Ayes: (3). Nays: (0). Motion carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE requiring and directing certain railroad companies to repair and maintain certain railroad crossings within said City; providing if said repairs are not completed within the time specified that the City of Salina shall perform said work and assess the costs thereof against the property; of such railroad company." A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist (3). Nays: (0). Commissioners Stark and Waddell were absent. Mayor approved the ordinance and it is numbered 7097. Carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." (Lot 7, Tract 1, Plat "C" - Landes) A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to table the ordinance until the meeting of December 16, 1968. Ayes: (3). Nays: (0). Motion carried. A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to introduce an ordinance for first reading describing the complete City Limit boundary of the City of Salina, Kansas. Ayes: \(3). Nays: (0). Motion carried. Ordinance Passed: 1 ti I � , 1-16 8 Number: q oq 9 A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to instruct the City Clerk to advertise for bids on Water Main Job 504 on Broadway Boulevard from Walnut to North 13th Street to be received on December 16, 1968. Ayes: (3). Nays: (0) Motion carried. Petition Number 3023 was filed by Raymond Loux for the rezoning of Lot 21 and the West 30 feet of Lot 23 on Jewell Avenue, Addition to the Grounds of KWU plus vacated 10 feet of Osborne Street to District "B" (Two-family dwelling house district). A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to refer the petition to the Salina City Planning Commission. Ayes: (3). Nays: (0). Motion carried. A Resolution was introduced and passed entitled: "A RESOLUTION APPROVING THE SALE OF CERTAIN REAL ESTATE BY THE SALINA PUBLIC LIBRARY." A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to approve the resolution as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist (3). Nays: (0). Commissioners Stark and Waddell absent. Mayor approved the Resolution and it is numbered 3018. Carried. A letter was received from the Salina Public Library Board, stating they had negotiated with the Y.M.C.A. for $18,000.00 for the old library building, and accepted the offer, subject to the City Commissioners approval. A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to approve the action of the Library Board to sell the old library building to the Y.M.C.A. Ayes: (3). Nays: (0). Motion carried. A Resolution was introduced and passed entitled: "A RESOLUTION APPROVING THE SALE OF CERTAIN REAL ESTATE BY THE SALINA PUBLIC LIBRARY." A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to approve the resolution as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist (3). Nays: (0). Commissioners Stark and Waddell absent. Mayor approved the Resolution and it is numbered 3018. Carried. The Mayor, with the approval of the City Commissioners appointed Joe Crawford to the Library Board to fill the unexpired term of Robert Hansmann. The City Manager reported on the Highland and Republic intersection, by Lowell School. It was his recommendation that no parking signs be installed on the east side of Highland, from Republic to Beloit, and on Beloit from Highland east to the alley. A ! motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to install the No Parking Signs. Ayes: (3). Nays: (0). Motion carried. i The City Engineer filed Partial Estimate Number 3 on Job 496 - Machine Laid Seal - for Brown and Brown, Inc. in the amount of $5,107.61. A motion was made by Commissioner i Rundquist, seconded by Commissioner Casebeer to approve the estimate. Ayes: (3). Nays: (0) Motion carried. The City Engineer filed Partial Estimate Number 2 on Job 495 - for Streets - for Brown and Brown, Inc., in the amount of $23,001.03. A motion was made by Commissioner Runquist, seconded by Commissioner Casebeer to approve the estimate. Ayes: (3). Nays: (0)., Motion carried. The City Engineer filed Partial Estimate Number 2 on Ash Street Sewer Separations for Brown and Brown, Inc. in the amount of $17,700.75. A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to approve the estimate. Ayes: (3). Nays: (0).1 1 Motion carried.
