November 25, 1968
The Regular Meeting of the Board of Commissioners met in the Commissioners Room,
City Hall, on Monday, November 25, 1968, at four o'clock p.m.
There were present:
Mayor William W. Yost, Chairman presiding
Commissioner Charles W. Casebeer
Commissioner Carl R. Rundquist
Commissioners Robert M. Stark
Commissioner G. N. Waddell
Comprising a quorum of the Board, also
L. 0. Bengtson, City Attorney

The Minutes of the Regular Meeting of November 18, 1968, were approved as mailed.
An ordinance was introduced for second reading entitled: "AN ORDINANCE authorizing;
and directing the Water Department of the City of Salina, Kansas, to install and operate
equipment which will fluoride the water supply system in the City of Salina, Kansas."
After considerable discussion on the issue, pros and cons, a motion was made by Commissioner;
Casebeer, seconded by Commissioner Rundquist to adopt the ordinance as read, and the following
vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor
approved the ordinance and it is numbered 7096. Carried. Ordinance was introduced for
first reading 11/18/1968.
A letter was received from the Salina City Planning Commission recommending the
denial of the request of Whittaker Advertising Company, Inc., to allow poster panels in
District "D" (Local Business District). A motion was made by Commissioner Rundquist,
seconded by Commissioner Casebeer to accept the Salina City Planning Commission's
recommendation and instruct the City Manager to check with other cities on what zone they
allow outdoor advertising. Ayes: (5). Nays: (0). Motion carried.
A letter was received from the Salina City PLanning Commission returning the
petition numbered 3015, filed by Mack and Jeanie Sanders, for rezoning of the West 2 of
Lots 97 and 99, Highland Avenue, Grounds of KWU, without action as requested by the
petitioner. A motion was made by Commissioner Stark, seconded by Commissioner Casebeer to
accept the letter. Ayes: (5). Nays: (0). Motion carried.
A letter was received from the Salina City Planning Commission concerning Petition'.
3017 filed by John Landes, for rezoning of Lot 7, Tract 1, Plat "C" from District "C" to
District "D". The Salina City Planning Commission had a 3-3 split vote, and submitted the
letter with a "failure to recommend" on this petition. A motion was made by Commissioner
Stark, seconded by Commissioner Waddell to allow the zone change from "C" to "D" and to
introduce the rezoning ordinance for first reading. Ayes: Stark, Waddell, Yost (3).
Nays: Casebeer, Rundquist (2). Motion carried.

A letter was received from the Building Code Advisory Board unanimously recommending
the adoption of the 1968 National Electrical Code as a part of the Salina Electrical Code.
A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to accept the
letter, and to thank them for their efforts. Ayes: (5). Nays: (0). Motion carried.
A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to
instruct the City Clerk to advertise for bids for Liability Insurance on Emergency Vehicles
(Fire and Police) for the period of January 15, 1969 to January 15, 1970, to be received
on December 16, 1968. Ayes: (5). Nays: (0). Motion carried.
A motion was made by Commissioner Stark, seconded by Commissioner Waddell that
the City cooperate with the County and State Highway Commission to build necessary road
j and bridges, from US Highway 81 to Centennial Road on what is known as Magnolia Road, and
! that the City Attorney be instructed to prepare a proper resolution. Ayes: (5). Nays: (0).
Motion carried.
The City Manager reported that the 315 regular employees have contributed
$4,076.88 to the 1969 United Fund Drive, for an average contribution of $12.94.

The City Engineer filed an addition to the final estimate for Chain Link Fence -
Job 497 - Schilling Sewage Plant - Presley Builders - in the amount of $205.00. A motion
was made by Commissioner Rundquist, seconded by Commissioner Casebeer to approve the
estimate. Ayes: (5). Nays: (0). Motion carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll). A motion was made by
Commissioner Rundquist, seconded by Commissioner Casebeer to approve the ordinance as
read and the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5).
Nays: (0). Mayor approved the ordinance and it is numbered A-1461. Carried.
