The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City Hall, on Monday, November 18, 1968, at four o'clock p.m.
There were present:
Mayor William W. Yost, Chairman presiding
Commissioner Charles W. Casebeer

Commissioner Robert M. Stark

The Minutes of the Regular Meeting of November 4, 1968, were approved as mailed.
The Mayor proclaimed the week of November 10 through 16, 1968 - "THE ROTARY

FOUNDATION WEEK".
The Mayor proclaimed the week of November 24 through 30, 1968 - "TOASTMASTER WEEK",.
The Mayor proclaimed November 25, 1968 - "OFFICIAL DAY IN COURT for SALINA LEGAL
SECRETARIES".
BIDS were received for Gasoline for Central Garage for a six month The
period.
bids were opened and tabulated, and a motion was made by Commissioner Rundquist, seconded
by Commissioner Stark to award the bid to Gulf Oil Company, as low bidder for the six month
period beginning November 25, 1968 to May 25, 1969.

BIDS were received for Job 499 - Water main on Fairdale Road from Edgehill to Gleni:
Brown & Brown, Inc. $4,613.60
Western Construction 5,438.80
Wilmoth Utility Contractor 5,284.10
Engineer's Estimate 5,515.60
A motion was made by Commissioner Casebeer, seconded by Commissioner Stark to accept the
bid of Brown & Brown, Inc. for $4,613.60, subject to the Engineering Department checking
the specifications. Ayes: (4). Nays: (0). Motion carried.
A motion was made by Commissioner Casebeer, seconded by Commissioner Stark to
introduce an ordinance for first reading requiring and directing certain railroad companies
to repair and maintain street railroad crossings within said City, with second reading to
be December 2, 1968. Ayes: (4). Nays: (0). Motion carried.

A letter was received from the Salina City Planning Commission recommending the .
denial of Petition Number 3017, filed by John T. Landes, for the rezoning of Lot 7, Tract 1,
Plat "C" of the City of Salina, from District "C" to District "D". A motion was made by
Commissioner Stark, seconded by Commissioner Rundquist to refer the petition back to the
Salina City Planning Commission for further study and consideration. Ayes: Rundquist, Stark!,
Yost (3). Nays: Casebeer (1). Motion carried.
A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to
instruct the City Clerk to advertise for bids to be received on December 2, 1968, for
Diesel Fuel for the period December 3, 1968 through May 19, 1969. Ayes: (4). Nays: (0).
Motion Carried. After this date, the diesel fuel bids will be received at the same time
as the gasoline bids.
An application for Cereal Malt Beverage License was filed by Robert V. Hall for
Shorty's Bar -B -Q at 105 North Broadway. A motion was made by Commissioner Casebeer,
seconded by Commissioner Stark to approve the license. Ayes: (4). Nays: (0). License
approved.

Petition Number 3020 was filed by Rene A. and Irene Laurent and Robert and Eva
Denman, protesting the rezoning of Lots 7, 8, 9, 10, Block 17, Pacific Addition (Requested
in Petition 3019 filed by Vern Peatling on October 29, 1968). A motion was made by
Commissioner Rundquist, seconded by Commissioner Stark to refer the petition to the Salina
City Planning Commission. Ayes: (4). Nays: (0). Motion carried.
Petition Number 3021 was filed by C. L. Clark for the vacation of a part of
Diamond Drive. A motion was made by Commissioner Stark, seconded by Commissioner Rundquist l
to refer the petition to the City Engineer for a report on November 25, 1968. Ayes: (4)
Nays: (0). Motion carried. I

Petition Number 3022 was filed by George F. Johnson for street lights on Ridgeview;
Road. A motion was made by Commissioner Casebeer, seconded by Commissioner Stark to refer
the petition to the City Manager. Ayes: (4). Nays: (0). Motion carried.
The President of the Lowell PTA and three other ladies were present inquiring
about the intersection of Highland and Republic. They were wondering if the City was going
to install signal lights or hire a school crossing guard. The City Manager reported on a
recent survey conducted on school crossing guards, and after considerable discussion, a
motion was made by Commissioner Casebeer, seconded by Commissioner Stark to authorize the
City Manager to hire another school crossing guard for Highland and Republic. Ayes: (4). I
Nays: (0). Motion carried.
A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist
to introduce an ordinance for first reading to fluorinate the City Water Supply and to
instruct the City Manager to have the necessary equipment installed. Ayes: (4). Nays: (0).

Mr. N. C. Grant was present to thank Mr. Robert Stark for the wonderful job he
has done as a City Commissioner. The Mayor read a letter of resignation from Commissioner
Stark to be effective December 30, 1968. A motion was made by Commissioner Rundquist,
seconded by Commissioner Casebeer to accept his letter of resignation and to wish him well
in his new career as a State Representative. Ayes: (4). Nays: (0). Motion carried.
City Engineer filed Final Estimate for Job 490 - Improvements in Idlewilde
Gardens - Brown & Brown, Inc., in the amount of $4,843.60. A motion was made by Commissioner
Stark, seconded by Commissioner Rundquist to approve the estimate. Ayes: (4). Nays: (0).
Motion carried. '
City Engineer filed Final Estimate for Job 494 - Ridgeview Addition Improvements -+
Brown & Brown, Inc., in the amount of $1,391.37. A motion was made by Commissioner Stark,
seconded by Commissioner Rundquist to approve the estimate. Ayes: (4). Nays: (0).
Motion carried.
A Statement for Architectural Services by Floyd Farley for the Municipal Golf
Course, in the amount of $5,000.00, was filed. A motion was made by Commissioner Stark,
seconded by Commissioner Rundquist to approve the payment. Ayes: (4). Nays: (0). Motion
carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (Payroll) A motion was made by
Commissioner Rundquist, seconded by Commissioner Casebeer, to adopt the ordinance as read
I and the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark (4). Nays: (0).
