11-04-1968 MinutesF1 1 1 City of Salina, Kansas Commissioners' Room November 4, 1968 The Regular Meeting of the Board of Commissioners met in the Commissioners' City Hall, on Monday, November 4, 1968, at four o'clock p.m. There were present: Mayor William W. Yost, Chairman presiding Commissioner Charles W. Casebeer Commissioner Carl R. Rundquist Commissioner Robert M. Stark Commissioner G. N. Waddell Comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris Olson, City Manager D. L. Harrison, City Clerk Absent: None Room, The Minutes of the Regular Meeting of October 28, 1968, were approved as mailed. The Mayor proclaimed the week of November 11 - 17, 1968 "YOUTH APPRECIATION WEEK IN SALINA". Job 503: BIDS were received for Painting the 1,000,000 gallon water tank on North 5th St. Don Carter Paint Company $13,450.00 Maquire Iron Preserving Company 21,405.00 Engineer's Estimate 14,000.00 A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to accept the bid of Don Carter Paint Company for $13,450.00, subject to meeting the specifications as advertised. Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Casebeer, seconded by Commissioner Stark to instruct the City Clerk to advertise for bids to be received on November 18, 1968, for Gasoline at Central Garage for a six months period. Ayes: (5). Nays: (0). Motion carried. Applications for permit to keep bees within the City of Salina were filed by C. R. Dean and C. C. Phillips. A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer to approve the application of C. R. Dean and table the application of C. C. Phillips until further inspection is made next spring by the Division of Entomology; Kansas State Department of Agriculture and the Salina -Saline County Health Department. Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to instruct the City Clerk to advertise for bids to be received on November 18, 1968, for Engineering Job 499 - Water Main Installation on Fairdale Road from Edgehill to Glen Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Waddell, seconded by Commissioner Stark, that since the time has expired for the Contractor to complete the Police Administration Building, the City Attorney be instructed to take whatever action is necessary to enforce the City's right under its contract. Ayes: (5). Nays: (0). Motion carried. , A motion was made by Commissioner Waddell, seconded by Commissioner Stark to instruct the Mayor to appoint an Arbor Day Committee, with one City Commissioner on the Committee, and to come up with a suitable program for Arbor Day on March 28, 1969. Ayes: (5). Nays: (0). Motion carried. The Mayor appointed G. N. Waddell to serve as the City Commissioner on the Committee. The City Manager reported that the request filed by Whittaker Advertising Company, which was referred to him and the Engineering Department on October 21, 1968, be referred to the Salina City Planning Commission. A motion was made by Commissioner Waddell, seconded, by Commissioner Rundquist to refer the regyest for the change in the Zoning Ordinance to the` Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. City Engineer filed Partial Estimate # 1 - Job 495 - Brown & Brown, Inc. - for paving Anderson, Country Club Road, and North 13th Street - in the amount of $4,432.50. A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0). Motion carried. City Engineer filed Partial Estimate # 1 - Ash Street Sewer Separations - Brown & Brown, Inc. - in the amount of $14,243.31. A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0). Motion carried. City Engineer filed Partial Estimate # 1 - Job 467 - Sewers to serve Tucker Park, North 5th Street, Prospect Street - Lucas Plumbing & Heating Company - in the amount of $11,311.08. A motion was made by Commissioner Stark, seconded by Commissioner Rundquisl to approve the estimate. Ayes: (5). Nays: (0). Motion carried.
