10-21-1968 Minutes1 1 City of Salina, Kansas Commissioners' Meeting October 21, 1968 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City Hall, on Monday, October 21, 1968, at four o'clock p.m. There were present: Mayor William W. Yost, Chairman presiding Commissioner Charles W. Casebeer Commissioner Carl R. Rundquist Commissioner Robert M. Stark Commissioner G. N. Waddell Comprising a quorum of the Board, also Ray Haggart, Assistant City Attorney D. L. Harrison, City Clerk Absent: L. 0. Bengtson, City Attorney Norris Olson, City Manager The Minutes of the Regular Meeting of October 14, 1968, were approved as mailed. The Mayor proclaimed the week of October 20 to 26, 1968 - "NATIONAL BUSINESS WOMEN'S WEEK". BIDS were received on $434,490.26 General Obligation Bonds: Series P-207 for $58,267.56 for 20 years for street improvements. Series P-208 for $376,222.70 for 10 years for street improvements. The bids were opened and tabulated by the City Clerk. A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to award the bid to Stern Brothers & Company, Kansas City, Missouri, for total interest of $121,622.67, with an average interest! rate of 3.98504%. Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to introduce a bond ordinance for first reading for Series P-207. Ayes: (5). Nays: (0). Motion carried. Number: �0 BIDS were received for 2 Sanitation Department Truck Cabs and Chassis: Jim Sullivan Chevrolet $9,657.92 A motion was made by Commissioner Stark, seconded by Commissioner Waddell to award the bid to Jim Sullivan Chevrolet for $9,657.92, subject to approval of the Legal Department and checking of specifications as advertised. Ayes: (5). Nays: (0). Motion carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." (Schilling Sub -division) A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to adopt the ordinance by sections and on its final adoption the following vote was had: Ayes: Casebeer, Rundquist, Stark, Waddell, Yost, (5). Ordinance was introduced for first reading on 10/7/1968. 1.1 t I i 4 � An ordinance was introduced for second reading entitled: "AN ORDINANCE directing ( the Union Pacific Railroad Company to pave that portion of Fourth Street occupied by its tracks between Center and Prescott Streets; providing that if said paving is not completed f that the City of Salina shall perform said work and assess the costs thereof against the property of such railroad company." A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell I i to adopt the ordinance by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the I ordinance and it is numbered 7093. Carried. Ordinance was introduced for first reading j October 7, 1968. A letter was received from Whittaker advertising Company, Inc., requesting reclassification of outdoor advertising signs from "E" to "D". A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to refer the letter to the City Manager and Engineering Department for a recommendation. Ayes: (5). Nays: (0). Motion i carried. i i Commissioner Casebeer wanted the City Manager and Traffic Engineer to investigate f the intersection of Republic and Highland during school for a possible solution. City Engineer filed Final Estimate on Sidewalk Job 501 (Marymount Road) in the amount of $2,386.56. A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to delay payment until the job is completed, and to instruct the Engineering Department to contact the Contractor and let him know what is needed. Ayes: (5). Nays: (0). Motion carried. i An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills) A motion was made by Commissioner Stark, seconded by Commissioner Waddell to approve the ordinance by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Stark, Rundquist, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1456. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (payroll) A motion was made by Commissioner Stark, seconded by Commissioner Waddell to approve the ordinance by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Stark, Rundquist, Waddell (5).
