10-14-1968 MinutesEngineer's Estimate Alternate # 1 $8,000.00 Alternate # 2 12,000.00 A motion was made by Commissioner Stark, seconded by Commissioner Casebeer to reject all bids because they were above the Engineer's Estimate, and to set the date of November 4, 1968 to receive bids on painting the water tank, and to instruct the City Clerk to advertise for bids. Ayes: (4). Nays: (0). Motion carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE directing the Union Pacific Railroad Company to pave that portion of Fourth Street occupied by its tracks between Center and Prescott Streets; providing that if said paving is not completed that the City of Salina shall perform said work and assess the costs thereof against the property of such railroad company." A motion was made by Commissioner Stark, seconded by Commissioner Casebeer to table the ordinance until October 21, 1968, so a letter and a copy of the ordinance can be sent to the railroad. Ayes: (4). Nays: (0). Motion carried. A Resolution was introduced for second reading entitled: "A RESOLUTION relating to the paving of the west side of Fourth Street with concrete (Twenty-five (25) feet wide from edge of pavement to back of curb) from the south line of Crawford Avenue to the north line of Bond Street, the same being an intervening connecting street." A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to adopt the Resolution as read and the following vote was had: Ayes: Yost, Casebeer, Stark, Waddell (4). Nays: (0). Yost, Chairman presiding Commissioner Charles W. Casebeer Commissioner Robert M. Stark Commissioner G. N. Waddell Comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris Olson, City Manager D. L. Harrison, City Clerk Absent: Commissioner Carl R. Rundquist j The Minutes of the Regular Meeting of October 7, 1968 were approved as mailed. BIDS were received for Painting 1,000,000 gallon tank on Fifth Street: The bid of Midwest Tank and Reservoir Service for Alternate # 1 for $18,700.00 and Alternate # 2 for $10,600.00 was read. On the request of Mr. James V. Walker, he wished to withdraw his bid because of an error made by his company. On a motion by Commissioner Stark, seconded by Commissioner Waddell, permission was given to Mr. Walker to withdraw his bid. Ayes: (4). Nays: (0). Motion carried. Resolution was introduced for first reading Oct. 7, 168.' 16 A Resolution was introduced for second reading entitled: "A RESOLUTION determining the necessity of and directing that the owner or owners of certain lots construct, in compliance with plans and specifications of the City Engineer, a sidewalk abutting said lots within thirty days of the adoption and publication hereof and providing that in the event the owner or owners fail to do so, that the City of Salina shall proceed to construct or cause to be constructed said sidewalks and that the total cost thereof shall be assessed against such lot or lots on which such sidewalk shall abut as other special assessments." A motion was made by Commissioner Casebeer, seconded by Commissioner Stark to adopt the Resolution as read and the following vote was had: Ayes: Yost, Casebeer, Stark, Waddell (4). Nays: (0). City Manager made a report on the application to keep horses in the City by Mrs. Hazel Elliott and recommended that the permit be granted, subject to the approval of the Health Department. A motion was made by Commissioner Stark, seconded by Commissioner Waddell to accept the City Manager's recommendation. Ayes: (4). Nays: (0). Motion carrie( An ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying and confirming a contract with Brown & Brown, Inc., for the construction of certain improvements in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds." (Job 495) A motion was made by Commissioner Waddell, seconded by Commissioner Stark to adopt the Ordinance by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Stark, Waddell (4). Nays: (0). Commissioner Rundquist absent. Mayor approved the ordinance and it is numbered 7091. Carried. Ordinance was introduced for first reading October 7, 1968. A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to accept the offer of Steven J. Lyon, Contractor, for $237,666.00 for a complete job of building the golf course, subject to the approval of B 0 R (the Bureau of Outdoor Recreation); also, Mr. Lyon is to supply a list of golf courses previously built. _ Ayes: (4). Nays: (0). Motion carried. j Petition Number 3018 was filed by Alfred Hawkinson for Water main in the 100 block of South Third. A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell to refer the petition to the City Engineer, and he reported there are 7 owners and 3 signers. A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell to approve the petition and have the Water Department install water line, and property owners to pay front footage and tap when they hook on. Ayes: (4). Nays: (0). Motion carried. A motion was made by Commissioner Waddell, seconded by Commissioner Stark to set the date of October 21, 1968 to receive bids on two (2) truck cab and chassis for the Sanitation Department, and to instruct the City Clerk to advertise for bids. Ayes: (4). Nays: (0). Motion carried. A Resolution was introduced and passed entitled: "A RESOLUTION authorizing the Board of Directors of the Salina Public Library to sell and dispose of certain real estate owned by the Salina Public Library." A motion was made by Commissioner Stark, seconded by Commissioner Waddell to adopt the resolution as read and the following vote was had: Ayes: Yost, Casebeer, Stark, Waddell (4). Nays: (0). Commissioner Rundquist absent. Mayor approved the Resolution and it is numbered 3017. Carried. I � The City Manager reported that the Director of Utilities stated that the Tractor and Mower bids of Salina Farm Supply does not meet the specifications and recommended ' the bid be awarded to Salina Implement Company. A motion was made by Commissioner Waddell to accept the recommendation. Motion died for lack of a second. { I A motion was made by Commissioner Stark, seconded by Commissioner Waddell to reject all bids and to instruct the City Clerk to re -advertise for bids for the Tractor - Mower to be received on October 28, 1968. City Engineer filed Final Estimate for Job 497 - Chain Link Fence - Presley Builders - in the amount of $3,901.20. A motion was made by Commissioner Stark, seconded by Commissioner Casebeer to approve the final estimate. Ayes: (4). Nays: (0). Motion carried.
