The Regular Meeting of the Board of Commissioners met in the Commissioners' Room
City Hall, on Monday, October 7, 1968, at four o'clock p.m.

The Minutes of the Regular Meeting of September 30, 1968, were approved as mailed.
The Mayor proclaimed the Month of October - "SALINA UNITED FUND MONTH".
BIDS were received on 4 pickup trucks for Water and Sewage.

A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to
award the bid to Brown & Brown, Inc., subject to checking by the Engineering Department,
for $53,389.25, and to introduce the Contract Ordinance for first reading. Ayes: (4).

Acting Mayor appointed Robert Frederick, Warren Garrett, and N. C. Grant as
appraisers for Engineering Job 495. A motion was made by Commissioner Stark, seconded by
Commissioner Rundquist to approve the appointments. Ayes: (4). Nays: (0). Motion carried.]
City Manager reported on Golf Course Bids, that all bids were above the Engineer's
Estimate and recommended all bids be rejected. A motion was made by Commissioner Casebeer,
seconded by Commissioner Stark to reject all bids. Ayes: (4). Nays: (0). Motion carried.
An ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying
and confirming a contract with Brown & Brown, Inc., for the construction of certain
improvements in the City of Salina, Kansas, and providing for the issuance of Temporary
Notes to pay the cost thereof, pending the issuance and sale of bonds."

A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to
adopt the ordinance by sections and on its final adoption the following vote was had:
Ayes: Casebeer, Rundquist, Stark, Waddell (4). Nays: (0). Mayor Yost absent. Acting
Mayor Waddell approved the ordinance and it is numbered 7088. Carried. Ordinance was
introduced for first reading September 30, 1968.
An ordinance was introduced for second reading entitled: "AN ORDINANCE
establishing service charges for refuse collection within the City of Salina, Kansas,
amending Section 31-17 and repealing said original section."
A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to
adopt the ordinance by sections and on its final adoption the following vote was had:
Ayes: Rundquist, Stark, Waddell (3). Nays: Casebeer,(1). Mayor Yost absent. Acting
Mayor Waddell approved the ordinance and it is numbered 7089. Carried. Ordinance was
introduced for first reading September 30, 1968.

An ordinance was introduced for second reading entitled: "AN ORDINANCE levying
assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the
purpose of paying a portion of the cost of:
Paving Improvements:
On Ash Street from Seventh Street to Ninth Street;
On Ninth Street from Ash Street to Elm Street;
On Elm Street from Ninth Street to Seventh Street;
On Seventh Street from Elm Street to Ash Street.1°
A motion was made by Commissioner Rundquist, seconded by Commissioner Stark
to adopt the ordinance by sections and on its final adoption the following vote was had:
Ayes: Casebeer, Rundquist, Stark, Waddell (4). Nays: (0). Mayor Yost absent. Acting
Mayor approved the ordinance and it is numbered 7090. Carried. Ordinance was introduced
for first reading on September 30, 1968.
A motion was made by Commissioner Rundquist, seconded by Commissioner Stark
to authorize the Mayor to waive notice on the Special Assessments for Job 485, and to
execute the waiver. Ayes: (4). Nays: (0). Motion carried.
The City Clerk reported that the Assessment Rolls are ready for the following
completed Improvements, to -wit:
Job 492. Sanitary sewer main to serve the area described as follows:
All of Lots 8, 9, 10, and 11, the north 125 feet of the
east 1/2 of Lot 3, the north 125 feet of Lot 4, and the
north 276.0 feet of Lots 6 and 7, all in Plat of White Acres
and Lots 1 and 16 in Idlewilde Addition all in Section 7,
Township 14 South, Range 2 West of the 6th P.M., Saline
County, Kansas.
Water main to serve Lots 8, 9, 10, and 11, the north 125
feet of the east 1/2 of Lot 3, and the north 125 feet of
Lot 4, all in Plat of White Acres, all in Section 7,
Township 14 South, Range 2, West of the 6th P.M., Saline
County, Kansas
as authorized by Resolution 2976 passed by the Board of Commissioners on
February 19, 1968, has been determined and that final costs have been filed by
the City Engineer.
A motion was made by Commissioner Stark, seconded by Commissioner Casebeer to
instruct the City Clerk to publish Notice in the official paper at least once not less than
ten days prior to the date of October 28, 1968, the date set for the hearing on said
assessments, and that at the same time notice is published, to mail to the owners of
property made liable to pay the assessments, at their last known post office address, a
notice of hearing and a statement of the cost proposed to be assessed against the land so
owned and assessed. Ayes: (4). Nays: (0). Motion carried.
A letter was received from the Salina City Planning Commission recommending
the approval of the rezoning of Schilling Sub -division, as requested in Petition 3013,
filed by the Salina Airport Authority. A motion was made by Commissioner Casebeer,
seconded by Commissioner Stark to accept the recommendation of the Salina City Planning
Commission and approve the rezoning of Schilling Sub -division, and to introduce the
rezoning ordinance for first reading. Ayes: (4). Nays: (0). Motion carried.
Ordinance Passed: DCV" 21, 19(0 Number: 9A2_
Petition Number 3017 was filed by John Landes for the rezoning of Tract 1 of
Lot 7, Surveyor's Plat "C", to District "D". A motion was made by Commissioner Casebeer,
seconded by Commissioner Rundquist to refer the petition to the Salina City Planning
Commission. Ayes: (4). Nays: (0). Motion carried.
A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to
introduce a Resolution for first reading for the paving of the west side of Fourth Street,
between Bond and Crawford. Ayes: (4). Nays: (0). Motion carried.

A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist
to introduce a Resolution for first reading determining the necessity of and directing
the construction of sidewalks on Cloud and Hageman Streets, west of Hageman School.

City Engineer filed Plans and Specifications for the painting of the 1,000,000
gallon water tank on Fifth Street. A motion was made by Commissioner Casebeer, seconded
by Commissioner Rundquist to accept the Plans and Specifications and to instruct the City
Clerk to advertise for bids for the painting of the tank to be received on October 14, 1968, {{I
Ayes: (4). Nays: (0). Motion carried. I
An application was filed by Mrs. Hazel Elliott to keep horses in the City. A
motion was made by Commissioner Stark, seconded by Commissioner Rundquist to table the
application for a report from the City Manager on October 14, 1968. Ayes: (4). Nays: (0).
Motion carried.
A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer
to introduce an ordinance for first reading for the resurfacing of the center eight feet
of South Fourth Street from Center Street to Prescott Avenue. Ayes: (4). Nays: (0).
Motion carried.

City Commissioners authorized the City to allow $100.00 to Gilbert Cunningham
to replace the plantings in the urns on Iron Avenue Bridge, which were destroyed by vandals,
to be paid out of Contingencies Fund.
City Engineer filed Partial Estimate # 3 - Job 494 - Brown & Brown, Inc. for
Ridgeview Addition Improvements, in the amount of $13,903.02. A motion was made by
Commissioner Rundquist, seconded by Commissioner Casebeer to approve the estimate.
Ayes: (4). Nays: (0). Motion carried.

Final statement of charges on Lakewood Park was filed by Bucher and Willis in
the amount of $5,100.00. A motion was made by Commissioner Rundquist, seconded by
Commissioner Casebeer to approve the final payment. Ayes: (4). Nays: (0). Motion carried. j
AN ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll)
A motion was made by Commissioner Rundquist, seconded by Commissioner Casebeer
to adopt the ordinance by sections and on its final adoption the following vote was had:
Ayes: Casebeer, Rundquist, Stark, Waddell (4). Nays: (0). Mayor Yost absent. Acting
Mayor approved the ordinance and it is numbered A-1455. Carried.
On a motion by Commissioner Rundquist, the Board of Commissioners adjourned.
