09-30-1968 MinutesCity of Salina, Kansas Commissioners' Meeting September 30, 1968 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City Hall, on Monday, September 30, 1968, at four o'clock p.m. There were present: Mayor William W. Yost, Chairman presiding Commissioner Carl R. Rundquist Commissioner Robert M. Stark Commissioner G. N. Waddell Comprising a quorum of the Board, also L. 0. Bengtson, City Attorney Norris Olson, City Manager D. L. Harrison, City Clerk Absent: Commissioner Charles W. Item 6 30.00 15.00 A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to hold the bids for one week, and to refer them to the Legal Department and Architect for a report to be made at the next meeting. Ayes: (4). Nays: (0). Motion carried. A report was made by the Consulting Engineer on the Ash Street Sewer Separation Job and recommended the contract be awarded to Brown & Brown, Inc. as the low bidder, A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to accept the Consulting Engineer's recommendation and award the contract to Brown & Brown, Inc. with a base bid of $203,739.00 and Alternate # 2 in the amount of $7,032.50, for a total contract of $210,771.50; and to introduce the Contract Ordinance for first reading. Ayes: (4). Nays: (0). Motion carried. Ordinance Passed: Number: 1D t City Enginee sled Plans and Specifications for Lateral Sanitary Sewer 509, to serve Blocks 7 and 8,'& Addition. A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to approve the Plans and Specifications as filed. Ayes: (4). Nays: (0). Motion carried. City Engineer filed Plans and Specifications for Street Improvements for Anderson Street, Country Club Road, and North 13th Street. A motion was made by Commissioner Stark, j seconded by Commissioner Waddell to approve the plans and specifications as filed, and to instruct the City Clerk to advertise for bids to be received for the paving, on October 7, 1968. Ayes: (4). Nays: (0). Motion carried. I j 1 11 1 A Resolution was introduced and passed entitled: "A RESOLUTION accepting certain bids relative to the sale of certain real estate owned by the City of Salina, Kansas, and authorizing the Mayor and City Clerk to execute the necessary deeds to complete such transfer." (Three tracts of land on Kenwood Drive between Center St. & Prescott St.) A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to adopt the Resolution as read and the following vote was had: Ayes: Yost, Rundquist, Stark, Waddell (4). Nays: (0). Commissioner Casebeer absent. Mayor approved the Resolution and it is numbered 3012. Carried. A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist that Vern Peatling would be allowed to leave the building where it is, but that he would have to bring the building to Minimum Standards as required by District "F", in all other respects. ( Seventh and Decatur Streets ) Ayes: (4). Nays: (0). Motion carried. A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to adopt the ordinance introduced for second reading on September 16, 1968, which was tabled, entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." by sections; and on its final adoption the following vote was had: Ayes: Yost, Rundquist, Stark, Waddell (4). Nays: (0). Commissioner Casebeer absent. Mayor approved the ordinance and it is numbered 7087. Carried. Ordinance was introduced for first reading September 9, 1968. (Petition Number 3009, filed by Vern Peatling on July 15, 1968.) A Resolution was introduced and passed entitled: "A RESOLUTION approving an agreement between the City of Salina, Kansas, and the United States Government relating to Fire Protection for the Schilling Manor Sub -Post." A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to approve the Resolution as read and the following vote was had: Ayes: Yost, Rundquist, Stark, Waddell (4). Nays: (0). Commissioner Casebeer absent. Mayor approved the Resolution and it is numbered 3013. Carried. A Resolution was introduced and passed entitled: "A RESOLUTION designating the official depositories for all moneys of the City of Salina, Kansas, and directing the City Treasurer to deposit all moneys received by him therein." A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to approve the Resolution as read and the following vote was had: Ayes: Yost, Rundquist, Stark, Waddell (4). Nays: (0). Commissioner Casebeer absent. Mayor approved the Resolution and it is numbered 3014. Carried. A motion was made by Commissioner Waddell, seconded by Commissioner Stark to instruct the City Clerk to publish "Notice of Bond Sale", with bids to be received on October 21, 1968. $58,267.56 for 20 years and $376,222.70 for 10 years, for street and sewer improvements completed. Ayes: (4). Nays: (0). Motion carried. A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to introduce an ordinance for first reading establishing a $2.00 a month service charge for Refuse Collection. Ayes: (4). Nays: (0). Motion carried. Ayes: (4). Nays: (0). Motion carried. Ordinance Passed: �����e,. �1�19Number: `1090 Petition Number 3016 was filed by Arthur F. Busche and Verner C. Smith for the rezoning of the South 77 feet of the North 207 feet of the West 100 feet of Block 9, Riker Addition to District "D". A motion was made by Commissioner Waddell, seconded by Commissioner Stark, to refer the petition to the Salina City Planning Commission. Ayes:(4). Nays: (0). Motion carried. An application for Driveway Permit was filed by Salina Supply Company, 300 block of North Fifth Street. A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to approve the additional width of the Driveway. Ayes: (4). Nays: (0)I. Motion carried. Letters of resignation were received from Robert Hansmann, for the Library Board and the Zoning Board of Appeals; and from 0. J. Cooper from the Building Board of Appeals. A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to accept their resignations and to thank them for their time and service on the boards. Ayes: (4). Nays: (0). Motion carried. The Mayor, with the approval of the City Commissioners, made the following appointments: Glenn Merriman to the Building Board of Appeals to fill the unexpired term of Lyle Floro, who is deceased, to August 17, 1971 David Knudson to the Building Board of Appeals to succeed 0. J. Cooper, who resigned, to August 17, 1972 A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist, that it is the intent of this Commission that the Police and City Buildings be razed and the land be turned into a parking lot with an attendant when the offices are moved into the new buildings. Ayes: (4). Nays: (0). Motion carried. A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist, to instruct the City Attorney to prepare an ordinance for the repair of the Railroad Tracks on South Fourth Street, east of the Water Plant, and all crossings in the City. Ayes: (4). Nays: (0). Motion carried. A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist, to instruct the City Attorney to prepare a Resolution for the pavement of South Fourth Street, between Crawford and Bond Streets, on the west side of the Railroad Tracks. Ayes: (4). Nays: (0). Motion carried. City Engineer filed Final Estimate on Job 498 for sidewalks on Neal and Robin Road. - Saum & Sons Construction Company - in the amount of $378.43. A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to approve the estimate. Ayes: (4). - Nays: (0). Motion carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (payroll) A motion was made by Commissioner Stark, seconded by Commissioner Rundquist, to adopt the ordinance by sections and on its final adoption the following vote was had: Ayes: Yost, Rundquist, Stark, Waddell (4). Nays: (0). Commissioner Casebeer absent. Mayor approved the ordinance and it is numbered A-1453. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims."
