John Landes Gib Cunningham Paul Younger Tract 1 $1,050.00 $150.00 Tract 2 $25.00 Tract 3 $75.00 A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to accept the offer of John Landes for Tract 1, Paul Younger for Tract 2, and Gib Cunningham for. Tract 3. Ayes: (5). Nays: (0). Motion carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE declaring it necessary to develop a public park known as Airport Park, in the City of Salina, Saline County, Kansas, and authorizing the issuance of General Obligation Bonds of the City of Salina, Saline County, Kansas, in the sum of $75,000.00 to pay the cost thereof, under the authority of K.S.A. 13-1024x, and all amendments thereto." A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to adopt the ordinance by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 7084. Carried. (Ordinance was introduced for first reading September 9, 1968) A Resolution was introduced and passed entitled: "WHEREAS, on the 16th day of September, 1968, the Governing Body of the City of Salina, Saline County, Kansas, passed Ordinance Number 7084, providing for the issuance of General Improvements Bonds (Airport Park), Series G-209, of the City of Salina, Saline County, Kansas, in the amount of $75,000.010;" A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to adopt the Resolution as read and the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the Resolution and it is numbered 3011. Carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." (Petition 3009, filed 7/15/168 by Vernon L. Peatling); A motion was made by Commissioner Rundquist to table the ordinance until plans are filed in accordance with a letter dated September 13, 1968 from the City Manager and mailed to Vernon Peatling. This motion died for lack of a second. A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell to put the ordinance for rezoning on second reading and for its adoption. The City Attorney advised the Commissioners that they could not deny the rezoning until it is referred back to the Salina City Planning Commission. After considerable discussion, Commissioner Waddell withdrew his second and Commissioner Casebeer, his motion. A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to table the ordinance until plans are filed according to the request of the City in a letter dated September 13, 1968, mailed to Vernon Peatling. Ayes: (5). Nays: (0). Motion carried. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." (Petition 3005, filed 6/26/168 by St.John's Hospital)! A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to adopt the ordinance by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 7085. Carried. (Ordinance was introduced for first reading September 9, 1968) An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the curbing, guttering, paving and grading of Anderson Avenue (Thirty-three (33) feet wide from back of curb to back of curb) from a point 25 feet east of the west line of Lot 11, Block 5, College View Addition to the east line of Third Street; and the paving with concretel (Twenty-eight (28) feet wide from the east line of Fourth Street to a point which is 25 feet` east of the west line of Lot 11, Block 5, College View Addition; the resurfacing of Country Club Road with hot mixed asphalt (Twenty-nine(29) feet wide from face of curb to edge of pavement) from the west line of Marymount Road 1,908 feet, more or less, to the west line of Overhill Road; the curbing, guttering, paving and grading of North Thirteenth Street with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the south line` of Pacific Avenue north 335 feet." M I A motion was made by Commissioner Waddell, seconded by Commissioner Stark to adopt the ordinance by sections and on its final adoption the following vote was had: ! (Ordinance was introduced for first reading September 9, 1968) A Report on Petition 3014, for sidewalk for Hageman School was made by the City Engineer. He reported that there are enough signers on the petition, but that the City has only one foot of right-of-way on the east side of Hageman Street. A motion was made by Commissioner Casebeer, seconded by Commissioner Rundquist to have the City Engineer contact the owner of the property to see if the right-of-way can be acquired. Ayes: (5). Nays: (0). Motion carried. Petition Number 3015, filed by Mack Sanders and Jeanie Sanders, for the rezoning of the West 2 of Lots 97 an 99, Highland Avenue, Grounds of Kansas Wesleyan University to District "D". A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to set the date of October 7, 1968, as the date to accept bids for 11 vehicles, 2 refuse truck bodies and 1 tractor mower, as called for in the 1968 budget, and to instruct the City Clerk to advertise for bids. Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to prepare an amendment to the ordinance to increase sanitation fees from $1.50 to $2.00 a month. Ayes: (5). Nays: (0). Motion carried. The Mayor, with the approval of the City Commissioners, made the following appointments: Gene Yockers - Housing Authority to September 11, 1973. William F. Grosser, Jr. - Zoning Board of Appeals The City Manager reported that he has met with the Salina Aero Dromes. They agreed that they could very well use the north end of the runway for their flying activities They also felt that drag racing could be conducted on the south end of the runway simultaneously with their flying and that such should not interfere with them. The City Commissioners gave them approval, providing adequate safety precautions can be provided. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills) On a motion by Commissioner Rundquist, seconded by Commissioner Waddell, the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5).
