09-09-1968 MinutesRegular Meeting of the Board of Commissioners met at 4:00 o'clock on September 9, 1968. The meeting was called to order by Mayor Yost, the roll was called and Commissioners I Yost, Casebeer, Rundquist, Stark, Waddell, City Attorney Bengtson and City Manager Olson responded. The Minutes, of the Regular Meeting of August 26, 1968, were approved as mailed. The Mayor proclaimed the week of September 15 through 21 - "AIR FORCE WEEK". WEEK". The Mayor proclaimed the week of September 15 through 21 - "LEAGUE OF WOMEN VOTERS An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to adopt the ordinance by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 7081. Carried. Ordinance was introduced for first reading August 26, 1968. An ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying and confirming a contract with Lucas Plumbing & Heating Company for the construction of certain improvements in the City of Salina, Kansas, and providing for the issuance of Temporary Notes to pay the cost thereof, pending the issuance and sale of bonds." A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to adopt the ordinance by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 7082. Carried. Ordinance was introduced for first reading August 26, 1968. An ordinance was introduced for second reading entitled: "AN ORDINANCE creating and defining a certain Lateral Sanitary Sewer District in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 509, and providing for the construction' of a Lateral Sanitary Sewer in said Lateral Sanitary Sewer District Number 509, so created and providing for the payment of the cost thereof and for the levying of special assessments', against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." A motion was made by Commissioner Waddell, seconded by Commissioner Casebeer to adopt the ordinance by sections and on its final adoption the following vote was had: Ayes: Yost, Casebeer, Rundquist, Stark, Waddell (5). Nays: (0). Mayor approved the ordinance and it is numbered 7083. Carried. Ordinance was introduced for first reading August 26, 1968. A letter was received from the Salina City Planning Commission, recommending the rezoning of Lots 8, 9, 10, Block 7, Calkins Addition to District "F" be approved. The Rezoning was requested in Petition 3009, filed by Vernon L. Peatling. A motion was made by Commissioner Casebeer, seconded by Commissioner Stark to accept the recommendation of the Salina City Planning Commission and approve the rezoning; and to introduce the rezoning ordinance for first reading. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: �� 30_T qbg Number: A motion was made by Commissioner Stark, seconded by Commissioner Rundquist to allow an additional 40 days after publication of the Rezoning Ordinance to bring the building to Minimum Standards as required by District "F". A letter was received from the Salina City Planning Commission, recommending the rezoning of Lots 1, 2, 3, 4, 11, 12, 13, 14, Block 4, Oakdale Addition to District "C" be approved. The Rezoning was requested in Petition 3005, filed by St. John's Hospital, for District "D". A motion was made by Commissioner Rundquist, seconded by Commissioner Stark to accept the recommendation of the Salina City Planning Commission and approve the rezoning; and to introduce the rezoning ordinance for first reading. Number: J085 A letter was received from the Salina City Planning Commission recommending the i rezoning of the south 9.82 acres of the north 22 acres of the West 1/2 of the Southwest Quarter of Section 7, Township 14 South, Range 2 West of the Sixth Principal Meridian to District "F" be denied. The rezoning was requested in Petition 2987, filed by Everett Keller. A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to return the petition to the Salina City Planning Commission to consult with the petitioner j to rezone approximately the West 1/2 of the area and to conform with Urban Renewal. Ayes: j (5). Nays: (0). Motion Carried. i Petition Number 3013 was filed by the Salina Airport Authority for the rezoning i of Schilling Sub -division. A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell to refer the petition to the Salina City Planning Commission. Ayes: i (5). Nays: (0). Motion carried. Petition Number 3014 was filed by the Hageman PTA for installation of sidewalks on the East side of Hageman Street from the 81 Overpass to Cloud Street, and on the South side of Cloud Street to the Hageman School Property. A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell, to refer the petition to the City Engineer and City Manager for a recommendation on September 16, 1968. Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Waddell, seconded by Commissioner Rundquist to 1 introduce an ordinance for first reading authorizing and ordering street improvements on Anderson Avenue, Country Club Road, and North Thirteenth Street. Ordinance Passed:I Number: �10� A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell to i introduce an ordinance for first reading declaring it necessary to develop a public park known as Airport Park, and authorizing the issuance of General Obligation Bonds of the City of Salina, in the sum of $75,000.00. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: � I1� I4�8 Number: �p8� A motion was made by Commissioner Casebeer, seconded by Commissioner Waddell to instruct the City Clerk to advertise for sealed bids for the sale of three tracts of property located along Kenwood Drive, between Center and Prescott Streets, to be received on September 16, 1968. I The City Commissioners discussed a complaint about the Animal Shelter, and they felt it is in very fine shape. They did recommend a concrete overlay of some of the dog pens. Members of the Salina Aero Dromes, a model airplane club, were present to work out the use of the Old Municipal Airport for a "Fly -in" on October 6, 1968. A motion was made by Commissioner Waddell, seconded, seconded by Commissioner Stark to O.K. the use of the Airport for the "Fly -in". Ayes: (5). Nays: (0). Motion carried. City Engineer filed Change Order # 1 for Variable Speed Drives for the Sewage Lift Stations with Merriman and Hoeffner in the amount of $580.00. A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to approve the change order. Ayes: (5). Nays: (0). Motion carried. I City Engineer filed Partial Estimate # 2 for Job 490 - Idlewilde Gardens Improvements - Brown and Brown, Inc., in the amount of $27,103.68. A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to approve the estimate. Ayes: (5)1 Nays: (0). Motion carried. City Engineer filed Partial Estimate # 2 for Job 494 - Ridgeview Addition Improvements - Brown and Brown, Inc., in the amount of $30,571.83. A motion was made by Commissioner Rundquist, seconded by Commissioner Waddell to approve the estimate. Ayes: (5)!. Nays: (0). Motion carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims."
