05-14-1973 MinutesAN ORDtNANCE was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." (For the rezoning of Lots 5 and 6, Block 4, Woodland Addition, as requested in Petition Number 3304, filed by W. E. Oehlert). A motion was made by Commissioner Usher, seconded by Commissioner Losik to adopt the ordinance as read and the following vote was had: Ayes: Caldwell, Losik, Usher, Weisgerber (4). Nays: (0). Commissioner Cooper absent. Carried. The Mayor approved the Ordinance and it is numbered 8285. The ordinance was introduced for first reading April 30, 1973. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE authorizing the City of Salina, Kansas, to acquire the real property hereinafter described and to construct and purchase buildings, improvements, machinery and equipment to be leased to School Specialty Supply, Inc., authorizing and directing the issuance of $950,000 principal amount of Industrial Revenue Bonds, Series of 1973, of said City for the purpose of providing funds to pay the cost of acquiring the real property hereinafter described and to construct and purchase buildings, improvements, machinery and equipment to be leased to School Specialty Supply, Inc., and prescribing the form and authorizing the execution of a lease by and between said City and said Company." A motion was made by Commissioner Losik, seconded by Commissioner Caldwell to adopt the ordinance as read and the following vote was had: Ayes: Caldwell, Losik, Weisgerber (3). Nays: CO). Commissioner Usher abstained due to a possible conflict of interest. Commissioner Cooper absent. Carried. The Mayor approved the ordinance and it is numbered 8286. The ordinance was introduced for first reading April 30, 1973. THE CITY ENGINEER filed a Feasibility Report for Street Improvements and Water Mains for Engineering Project73--555 CFor the curbing, guttering, paving and grading of East Kirwin, Dewey Street, Landmark Lane, and the paving of the 300 Block of South Third, and a water main for Brown and Brown Addition). A motion was made by Commissioner Caldwell, seconded by Commissioner Losik to accept the Feasibility Report as filed. Ayes: (4). Nays: (0). Motion carried. A LETTER was received from the Metropolitan Planning Commission advising the City Commission that the NDP Application for the second action year does not conflict with the General Development Plan of the City of Salina; but does not support the suggested parking on Ash Street due to the recommendations of the Transportation Study. Commissioner Losik stated, "I would like to make it known that I support what the Metropolitan Planning Commission says, that we are not in compliance with the Transportation Study." A motion was made by Commissioner Usher, seconded by Commissioner Caldwell to set the date of June 4, 1973 as the date for the public hearing on the NDP Application, and that the City Clerk be instructed to publish the Notice of Hearing. Ayes: (4). Nays: (0). Motion carried. A LETTER was received from the Metropolitan Planning Commission informing the City Commission that Mr. Carroll Cyr has withdrawn his Petition Number 3318 for the rezoning of the North 50 feet of Lot 9, Block 1, Key Acres Addition. A motion was made by Commissioner Losik, seconded by Commissioner Caldwell to acknowledge the request of the petitioner and allow him to withdraw the petition. Ayes: (4). Nays: (0). Motion carried.
