01-15-1973 Minutes1 1 City of Salina, Kansas Commissioners' Meeting January 15, 1973 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, January 15, 1973, at four o'clock p.m. The Acting Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and a Moment of Silent Prayer. There were present: Acting Mayor Mike Losik, Jr., Chairman presiding Commissioner Robert C. Caldwell Commissioner Norma G. Cooper comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: Mayor Jack Weisgerber Commissioner Leon L. Ashton The Minutes of the Regular Meeting of January 8, 1973, were approved as mailed. THE ACTING MAYOR PROCLAIMED the week of January 14 to 20, 1973 - "INTERNATIONAL PRINTING WEEK". The proclamation was read by Edgar A. Smith, President of the Central Kansas Club of Printing House Craftsmen. THE ACTING MAYOR PROCLAIMED January 15th, 1973 - "DR. MARTIN LUTHER KING, JR. COMMEMORATION DAY". The proclamation was read by Ron Kaiser. THE ACTING MAYOR PROCLAIMED the week of January 21 to 28, 1973 - "NATIONAL YMCA WEEK". The proclamation was read by Rudolph Barta. THE ACTING MAYOR PROCLAIMED the week of January 15 to 21, 1973 - "JAYCEE WEEK". The proclamation was read by Charles Keating. STAFF AGENDA AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing for the examination and licensing of mobile home craftsmen; providing for the creation of a Board of Examiners and prescribing their duties; providing for the issuance, revocation and costs of mobile home craftsmen licenses; providing for the requirement of permits and inspections of work performed by mobile home craftsmen and the costs thereof." Acting Mayor Losik asked the City Attorney to explain the revision he made to the ordinance. The City Attorney said, "Last week there was some question as to spelling out in the ordinance what a mobile home craftsman could do." He stated he added a little bit to what was already written into the ordinance, and explained that Section 9-416 originally said, "After certification by the Mobile Home Craftsman Board of Examiners, licenses may be issued by the City Clerk." He explained that the ordinance was revised to read, "After certification by the Mobile Home Craftsman Board of Examiners, licenses may be issued by the City Clerk. Upon issuance of said license, the holder thereof shall be authorized to perform repairs to mobile homes including, without limitation, mechanical and structural repairs, and to make repairs and replacements to the electrical, plumbing and gas systems located within the mobile home and to make the normal exterior connections to existing mobile home park systems if the connection may be made at the lot. "The holder of this license shall not be authorized to install or repair any part of the mobile home park electrical, plumbing, or gas systems." Mr. Jim Morrow was present and said in the past he criticized this proposal and asked that clarification be made. He added that since the last meeting he has had the courtesy extended to him of communication with people interested in this proposal. He said he saw the work they put into it and thinks they went beyond their assigned duties to talk with him about it, and added that he, as an individual, supports it. A motion was made by Commissioner Cooper, seconded by Commissioner Caldwell that the ordinance be adopted as read. Ayes: Qaldwell, Cooper, Losik (3). Nays: (0). Commissioner Ashton and Mayor Weisgerber absent. Carried. The Acting Mayor approved the ordinance and it is numbered 8272. The ordinance was introduced for first reading December 18, 1972. None COMMISSION AGENDA PUBLIC AGENDA A TREE TRIMMING LICENSE APPLICATION was'.filed by Donald D. Deatherage, d/b/a Modern Landscape, 616 West Crawford. The City Clerk reported the applicant has paid the required fee, and has the required surety bond and public liability insurance on file. A motion was made by Commissioner Caldwell, seconded by Commissioner Cooper that the application be approved and the City Clerk be authorized to issue the license. Ayes: (3). Nays: (0). Motion carried. A SURETY ON BAIL BOND LICENSE APPLICATION was filed by E. P. Nichols, d/b/a Nichols Bail Bond, West State Street Road. The City Clerk reported the applicant has paid the required fee, and has the proper appraisal on his property and abstract opinion attached to his application, and has been approved by the Police Department. A motion was made by Commissioner Cooper, seconded by Commissioner Caldwell to approve the license application and authorize the City Clerk to issue the license. Ayes: (3). Nays: (0). Motion carried. A MOTION was made by Commissioner Caldwell, seconded by Commissioner Cooper that the Regular Meeting of the Board of Commissioners be adjourned. Ayes: (3). Nays: (0). Motion carried. D. L.
