Commissioners' Meeting
November 13, 1972
The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City -County Building, on Monday, November 13, 1972, at four o'clock p.m.
The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and
a Moment of Silent Prayer.
There were present:

The Minutes of the Regular Meeting of November 6, 1972, were approved as mailed.
THE MAYOR PROCLAIMED the Week of November 13 through 19, 1972 - "YOUTH APPRECIATION
WEEK". The Proclamation was read by Dr. Dale Cole.
STAFF AGENDA
BIDS WERE RECEIVED for the Gasoline Supply for the Central Garage for the period
of November 17, 1972 to May 17, 1973. The bids were opened and tabulated and a motion was
made by Commissioner Caldwell, seconded by Commissioner Ashton to award the bid to Sun Oil
Company, as the low bidder for the six month period. (Ethyl .1550(t per gallon;Regular .1300
per gallon; 3 to 1 ratio .1487(t per gallon.) Ayes: (5). Nays: (0). Motion carried.
BIDS WERE RECEIVED for the Gasoline Supply for the Fire Department for the period
of November 17, 1972 to May 17, 1973. The bids were opened and tabulated and a motion was
made by Commissioner Caldwell, seconded by Commissioner Ashton to award the bid to Gulf Oil
Company, as the low bidder for the six month period. (Ethyl .1609(t per gallon.) Ayes: (5).
Nays: (0). Motion carried.
BIDS WERE RECEIVED for the Diesel Fuel Supply for the period of November 17, 1972,
to May 17, 1973. The bids were opened and tabulated and a motion was made by Commissioner
Caldwell, seconded by Commissioner Ashton to award the bid to Walthers Oil Company, as the
low bidder for the six month period. (.1264(t per gallon). Ayes: (5). Nays: (0). Motion
carried.
BIDS WERE RECEIVED for a 1 ton flat bed dump truck for the Park Department:

A motion was made by Commissioner Losik, seconded by Commissioner Cooper to accept the low
bid of Long -McArthur, Inc., in the amount of $3,447.00, providing it meets the specifications.
Ayes: (5). Nays: (0). Motion carried.

A motion was made by Commissioner Cooper, seconded by Commissioner Caldwell to accept the
low bid of Central Machinery Company, in the amount of $3,023.22, providing it meets the
specifications. Ayes: (5). Nays: (0). Motion carried.

AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE regulating
the transfer of license to sell cereal malt beverage at retail, amending Section 6-45 of The
Salina Code and repealing the existing section. A motion was made by Commissioner Ashton,
seconded by Commissioner Losik to adopt the ordinance as read and the following vote was
had: Ayes: Ashton, Caldwell, Cooper, Losik, Weisgerber (5). Nays: (0). Carried. The
Mayor approved the ordinance and it is numbered 8258. The ordinance was introduced for
first reading November 6, 1972.
A MOTION was made by Commissioner Losik, seconded by Commissioner Ashton to
introduce an ordinance for first reading repealing Section 20-57 of The Salina Code which
provides for pawnbrokers licenses in the City of Salina, Kansas, to bring the Salina Code
into conformity with State Law. Ayes: (5). Nays: (0). Motion carried.

A LETTER was received from the Metropolitan Planning Commission recommending the
denial of the rezoning of the South 45 feet of Lot 26 and all of Lot 28, Block 6, Bonds
Addition, requested in Petition Number 3279, filed by Roy Wilbur.
A letter was received from Mr. Roy Wilbur, requesting the withdrawal of his
Petition Number 3279 for rezoning.
A motion was made by Commissioner Caldwell, seconded by Commissioner Ashton to
accept the letter from the Metropolitan Planning Commission, and accept the letter of
withdrawal from Mr. Roy Wilbur. Ayes: (5). Nays: (0). Motion carried.
A LETTER was received from the Metropolitan Planning Commission recommending the
City of Salina arrange whatever negotiations are required to effect an exchange of properties
between the City of Salina, Mr. Eugene Addison and Roberta Kaufman. The exchange of
property to be 831 and 837 Birch, owned by the City, for sufficient land on Crawford Avenue
to effect a guarded entrance to Centennial Park off Crawford Avenue. The Metropolitan
Planning Commission also recommends the closing of Hemlock Street from Plum Drive to
Commanche Avenue. The Metropolitan Planning Commission feels both recommendations are in
the best interest of the City to further the development of Centennial Park. A motion was
made by Commissioner Losik, seconded by Commissioner Ashton to accept the recommendations
of the Metropolitan Planning Commission for the record, and to act on it later in executive
session. Ayes: (5). Nays: (0). Motion carried.
COMMISSION AGENDA
COMMISSIONER LOSIK, with the consent of the other Commissioners, discussed a
request from the Firemen's Relief Association to amend the section of the Salina Code to
enable the membership of the association to be able to elect its president and vice-president.
Commissioner Cooper asked if a motion was necessary for the City Attorney to draft the
ordinance. The City Manager replied that he had intended to have it on next week's agenda
unless there was some objection from the Commission.

the Regular Meeting of the Board of Commissioners adjourn. Ayes: (5). Nays: (0). Motion
carried.
