Commissioners' Meeting
July 10, 1972
The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City -County Building, on Monday, July 10, 1972, at four o'clock p.m.
The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and a
Moment of Silent Prayer.
There were present:

A motion was made by Commissioner Ashton, seconded by Commissioner Caldwell to
refer the bids to the Fire Chief to be checked, and for a report back on July 24, 1972.

THE MAYOR,
with the approval of the City Commissioners,
appointed Robert Frederick,
N. C. Grant, and Max
McClintock as the appraisers for Engineering
Project 72-547.
LAVERNE BROCKWAY, Chairman of the School Safety Committee, presented the 1972
Manual for School Crossing Protection which was developed by that committee and approved
by it on May 30, 1972. He explained that the context of this manual was presented to school
principals, PTA safety chairmen and other interested parties prior to approval by the School
Safety Committee. He said the Committee is submitting this manual to the Commission and
expresses its desire that the manual be accepted as policy for the benefit of Salina's
school-age children. He said that they, as a committee, request that the Commission expedite
the use of this manual. He added that it is the Committee's intent not to change the present
method of pedestrian control at a crosswalk until the new equipment is installed where it
is called for.
A motion was made by Commissioner Ashton, seconded by Commissioner Caldwell to
accept the manual for study, and report back when the Commission has had time to study it.

MR, H. R. CATHERWOOD, consultant with Kansas -Denver Associates, presented a
proposed Classification and Pay Plan for City of Salina employees to the City Commissioners
He explained that the salary recommendations was based, in part, on comparative wage studies
of 10 other Kansas cities and 15 private Salina employers. He explained that the survey
attempted to set fair and reasonable standards, providing like pay for like work, at rates
neither higher nor lower than those paid by competitive employers.
Mr. Catherwood told the Commissioners that the City's existing pay schedules are
in much better shape than many he has seen. He said the imbalance in the present pay scales
are primarily in management and supervisory positions "where responsibilities are not
matched by salaries". He said the survey proposed minor adjustment in pay scales for all
employees, but the big changes would be pay boosts for managerial positions. He also
explained that fringe benefits, such as health insurance and retirement plans were also
compared in order to determine real pay.
Mr. Catherwood recommended that the practice of making across the board cost -of -
living increases annually be discontinued and the Personnel Office be instructed to conduct
the same type of survey each year in order to maintain municipal salaries on a par with
those paid by competitive employers. He stated it should not be necessary to employ a
consultant for future surveys since Mel Abbott had worked closely with him on this one and
had a good understanding of the mechanics involved.
Mr, Catherwood stated the cost of implementing his proposed plan had not been
figured but that no, or very slight, increases were recommended for the Police, Fire and
maintenance workers which constitute a high percentage of the City's total 325, or so,
employees.
A motion was made by Commissioner Cooper, seconded by Commissioner Ashton to
accept this report for study. Ayes: (4). Nays: (0). Motion carried.
A LETTER was received from the Salina City Planning Commission recommending the
denial of Petition Number 3228, which was filed by Dan Bolen for the rezoning of the East
50 feet of Lot 4, Surveyor's Plat 8 from District "D" (Local Business District) to District
"EE" (Local Service District). A motion was made by Commissioner Cooper, seconded by
Commissioner Ashton to accept the recommendation of the Salina City Planning Commission and
deny the petition. Ayes: (4). Nays: (0). Motion carried.
A LETTER was received from the Salina City Planning Commission recommending the
approval of Petition 3243, which was filed by John Wagner and Eugene Addison for the
rezoning of Lots 3, 4, 5, 6, 7, 8, 9, II, 12, 13, 14, 15, 16, 17, 19, Block 3, Replat of
Edgemere Addition from District "A" (Second Dwelling House District) to District "C"
(Apartment District), with the exception of Lot 19. A motion was made by'Commissioner
Ashton, seconded by Commissioner Cooper to accept the recommendation of the Salina City
Planning Commission and approve the petition, and introduce an ordinance for first reading
for the rezoning of the property. Ayes: (4). Nays: (0). Motion carried.

8231. The ordinance was introduced for
first reading July 3,'72.

A LETTER was received from the Salina City Planning Commission recommending the
denial of Petition Number 3247, which was filed by Roberta Kaufman, Agent, for the rezoning
of Lots 12, 13, 14, 16, 25, 26, 27, 28, 29, Block 5, Replat of Edgemere Addition from
District "A10 (Second Dwelling House District) to District "C" (Apartment District).
Mrs. Kaufman spoke with the Commissioners and Mr. Olson, A motion was made by Commissioner
Cooper, seconded by Commissioner Ashton to refer the petition back to the Salina City
Planning Commission and that Mrs. Kaufman be given the opportunity to present alternatives
to what she originally presented to them, Ayes: (4). Nays: (0), Motion carried.
A LETTER was received from the Salina City Planning Commission recommending the
approval of the final plat of Interstate District North of 1-70, which was filed by Wilson
and Company. A motion was made by Commissioner Caldwell, seconded by Commissioner
Ashton to accept the Salina City Planning Commission recommendation and approve the final
plat, Ayes: (4), Nays: (0). Motion carried.
THE CITY ENGINEER filed Final Estimate for Engineering Project 72-546 for the
demolition of unsafe structures, for Bob Albers Construction, Inc., in the amount of
$1,105.00. A motion was made by Commissioner Ashton, seconded by Commissioner Caldwell to
approve the estimate. Ayes: (4). Nays: (0). Motion carried.

COMMISSION AGENDA
PUBLIC AGENDA
A REQUEST was received from Don Richards, 1815 Glen Avenue, to keep four horses
within the City of Salina, Kansas.
The City Attorney explained that the application had the approval of the Health
Department, and that the horses can be kept no closer than 50 feet to an existing dwelling,
and that the administration of the permit is up to the Health Department. A motion was
made by Commissioner Caldwell, seconded by Commissioner Ashton to approve the application
to keep the horses. Ayes: (4). Nays: (0). Motion carried.
A REQUEST was received from Eloise French for further discussion of the fare
increase for Radio Cab - Yellow Taxi.
Mayor Weisgerber said the Commissioners had discussed the subject of finances
with Mrs. French earlier, and a motion was made by Commissioner Ashton, seconded by
Commissioner Cooper to place the ordinance on first reading to increase the rates to
65¢ from 6:01 P.M. to Midnight; and 95(t from 12:01 A,M. to 5 A.M. Ayes: (4). Nays: (0).
Motion carried.
