We, the undersigned, being duly elected, qualified and acting City
Commissioners of the City of Salina, Kansas, do hereby request a special

Commissioners' Meeting
May 26, 1972
The Special Meeting of the Board of Commissioners met in the Commissioners' Room,
City -County Building, on Friday, May 26, 1972, at 1:30 P.M., for the purpose of considering
the proposed Minimum Housing Ordinance, amendments to the Plumbing Code and Electrical Code,
and approving the preliminary plat for the formation of Lot 2, Block 2, Westport Addition.
There were present:
Mayor Jack Weisgerber, Chairman presiding
Commissioner Leon L. Ashton
Commissioner Robert C. Caldwell
Commissioner Norma G. Cooper
Commissioner Mike Losik, Jr.
comprising a quorum of the Board, also:
L. 0. Bengtson, City Attorney
Norris D. Olson, City Manager
D. L. Harrison, City Clerk
Absent:
None
Mr. Darnell, who had just returned from visiting the the office of Housing and
Urban Development, stated there are no changes to be made in the Minimum Housing Ordinance,
as presented to the Commission yesterday.
A motion was made by Commissioner Losik, seconded by Commissioner Ashton to
introduce an ordinance for first reading entitled: "AN ORDINANCE establishing Minimum
Housing Requirements; defining terms; prohibiting certain acts; providing certain
expenditures; amending Chapter Sixteen of The Salina Code and repealing the existing
chapter." Ayes: (5). Nays: (0). Motion carried.

The City Engineer stated the City would not be certified unless the amendments
suggested earlier in a letter from HUD concerning the Plumbing and Electrical Codes have
been done.
The City Engineer stated that the part of the code on the use of conduit, which
was recommended by the Building Code Advisory Board, to be left in the code, will have to
be amended according to HUD.
The City Engineer also stated that the only problem with the Plumbing Code is
the clarification of the use of plastic pipe from the curb cock to'the house. He said we can
still require copper to be used from the main to the curb cock. We allow plastic to be
used to the house now.
The City Engineer said the only other item which the Building Cock Advisory Board
wanted in our code was to not allow the use of bituminous fiber sewer pipe, commonly called
Orangeburg. HUD said this must be amended from our ordinance.
Commissioner Losik said he doesn't feel there will be any problems on the local
level if we call this to the attention of the Building Code Advisory Board, and explain the
situation to them. This is the only way we can be certified, is to comply with HUD
requirements.
Mr. Darnell mentioned that after the workable program is recertified, a waiver
can be applied for, and maybe some of these things that the Building Code Advisory Board
wants to put back into our code can be done at a later time.

A motion was made by Commissioner Ashton, seconded by Commissioner Losik to
introduce the following ordinance for first reading, in keeping with the agreement with
HUD to amend the ordinances to agree and comply with their requirements:
