11-25-1974 Minutes1 276 City of Salina, Kansas Regular Meeting of the Board of Commissioners November 25, 1974 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, November 25, 1974, at seven o'clock p.m. The Mayor asked everyone to stand for the pledge of allegiance to the Flag and a moment of silent prayer. There were present: Mayor W. M. Usher, Chairman presiding Commissioner Robert C. Caldwell Commissioner Norma G. Cooper Commissioner Mike Losik, Jr. Commissioner Jack Weisgerber comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of November 18, 1974 were approved as printed. THE MAYOR PROCLAIMED the Week of December 1 through 7, 1974 - "CIVIL AIR PATROL WEEK". The proclamation was read by Betty Pierce. Betty Pierce presented a token to the Mayor in appreciation of the contribution and support given the Civil Air Patrol by the Mayor and the City of Salina. STAFF AGENDA THE CITY COMMISSIONERS considered ordinances increasing certain license fees. Mr. Jim Morrow, an electrician, was present regarding the increase in electrical licenses and fees. Mr. Harris explained the different fee changes. Mr. Morrow commented, "I'd be the first to admit that the cards that are issued as certification cannot be handled for $1.00. 1 do not feel that these requests by the code panel or the building inspection department are unreasonable; however this is an increase of 400% and I would like to recommend that you give consideration that as you issue these certificates to the various tradesmen or people that are involved in it as individuals be given a copy of your ordinance that pertains to this particular trade, and the reason for this is that the certification you issue says this is to certify that John Doe has complied with the ordinances of the City of Salina. I wish you would take this under consideration. If it could be arranged I think it would help your inspection department. I think it might create some review in some people that are licensed and have been for years and it is just a routine thing to come down here and pick up a certificate. It possibly would have some advantages." Mayor Usher thanked him for his interest and concern, and said staff will take this into consideration. 277 AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE making it unlawful for any person to operate or conduct any trade, occupation, business or profession for which the city has established a license or registration fee therefor; amending Section 20-1 of the Salina Code and repealing the existing section." A LETTER was received from the City Planning Commission recommending the denial of Petition Number 3456 which was filed by Mistletoe Express Service, Inc. for the rezoning of Lot 68 and the West 110 feet of Lots 70 and 72, Ninth Street, Grounds of Kansas Wesleyan University, from District "D" (Local Business District) to District "F'" (Light Industrial District). A motion was made by Commissioner Cooper, seconded by Commissioner Losik to accept the recommendation of the City Planning Commission and deny the petition for rezoning. Ayes: (5). Nays: (0). A MOTION was made by Commissioner Caldwell, seconded by Commissioner Losik to set the date of December 9, 1974 to receive bids for the elevator in the Police Administration Building and instruct the City Clerk to advertise for bids. A MOTION was made by Commissioner Cooper, seconded by Commissioner Losik to set the date of December 9, 1974 to receive bids for the Demolition of 22 Unsafe Structures, and instruct the City Clerk to advertise for bids. A MOTION was made by Commissioner Losik, seconded by Commissioner Caldwell to set the date of December 9, 1974 to receive bids for the construction of sidewalk on the west side of Ninth Street from Euclid to Thomas Park, and instruct the City Clerk to advertise for bids. Ayes: (5). Nays: (0). Motion carried. A MOTION was made by Commissioner Weisgerber, seconded by Commissioner Losik to set the date of December 9, 1974 to receive bids for the construction of a storage building at Sewage Plant Number 1, and instruct the City Clerk to advertise for bids. Ayes: (5). Nays: (0). Motion carried. THE COMMISSIONERS considered a resolution for the re -organization of the Salina Citizen's Advisory Committee for Housing and Community Improvement. Mayor Usher commented "This Resolution, I think everyone of the Commissioners felt we should have had a long time ago. It specifically sets up longevity of members on the Citizens' Advisory, and also accepts and approves and provides in a Resolution the method and distribution of members of Citizens' Advisory. This method of distribution was recommended to us by the Citizens' Advisory Committee. It breaks the city down into 13 districts, and provides for one representative per 600 people." ------------------------------ A RESOLUTION was introduced and passed entitled: "A RESOLUTION creating the Salina Citizens' Advisory Committee; setting forth its purposes and functions; determining its membership and the method of selection thereof; and repealing all previous actions of the Board of Commissioners pertaining thereto.
