The Regular Meeting of the Board of Commissioners met in the Commission rs'
Room, City -County Building, on Monday, May 13, 1974, at four o'clock P.M.
The Mayor asked everyone to stand for the pledge of allegiance to the
Flag and a moment of silent prayer.
There were present:

mailed. The Minutes of the Regular Meeting of May 6, 1974 were approved as
THE MAYOR PROCLAIMED the Week of May 12 to 18, 1974 - "NATIONAL HOSPITA
WEEK". The proclamation was read by Frances Shank, R. N. and House Supervisor
of St. John's Hospital.
THE MAYOR PROCLAIMED Saturday, May 18, 1974 - "FIRE FIGHTER BOOT BRIGAD
DAY". The proclamation was read by Mayor Usher.
STAFF AGENDA
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
levying special assessments against certain property to pay for the cost of the
demolition of structures located therein which were ordered removed or demolished
by the Building Inspector pursuant to Article II of Chapter 16 of the Salina Code."
A motion was made by Commissioner Weisgerber, seconded by Commissioner Caldwell t
adopt the ordinance as read and the following vote was had: Ayes: Caldwell,
Weisgerber, Usher (3). Nays: (0). Commissioners Cooper and Losik absent. The
Mayor approved the ordinance and it is numbered 8350. The ordinance was
introduced for first reading May 6, 1974
A LETTER was received from the City Planning Commission recommending
the approval of the Final Plat of Prairie Village Mobile Home Park Addition, as
requested by Mr. Lyle Melvin, Jr. in Petition Number 3311. A motion was made by
Commissioner Caldwell, seconded by Commissioner Weisgerber to accept the
recommendation of the City Planning Commission and approve the final plat and
authorize the Mayor to sign. Ayes: (3). Nays: (0). Motion carried.
A LETTER was received from the City Planning Commission recommending
the acceptance of the request by George C. Etherington to withdraw Petition
Numbers 3342 and 3344. A motion was made by Commissioner Caldwell, seconded by
Commissioner Weisgerber to accept the request of George C. Etherington to
withdraw Petition Numbers 3342 and 3344. Ayes: (3). Nays: (0). Motion carried.

A LETTER was received from the City Planning Commission recommending
the approval of the Final Plat of Country Club Estates Addition Number 2 as
requested by Presley Builders, Inc., in Petition Number 3386. A motion was made
by Commissioner Weisgerber, seconded by Commissioner Caldwell to accept the
recommendation of the City Planning Commission and approve the final plat and
authorize the Mayor to sign. Ayes: (3). Nays: (0). Motion carried.
A LETTER was received from the City Planning Commission recommending
the denial of the rezoning of Lots 5, 6, 7, 8, Block 20, Key Acres Addition to
District "B" (Two -Family Dwelling House District) as requested by William J. Stov r
in Petition Number 3411. A motion was made by Commissioner Weisgerber, seconded
by Commissioner Caldwell to accept the recommendation of the City Planning
Commission and deny the petition for rezoning. Ayes: (3). Nays: (0). Motion
carried.
A REPORT was received from the City Engineer recommending the
installation of curb sidewalk on Wayne and Quincy Streets, as requested by Evelyn
Maxwell in Petition Number 3417. A motion was made by Commissioner Caldwell,
seconded by Commissioner Weisgerber to accept the recommendation of the City
Engineer and to introduce a Resolution for first reading determining the necessit
of and directing that the owner or owners of certain lots construct, in complianc
with plans and specifications of the City Engineer, a sidewalk abutting said lots
within 30 days of the adoption and publication of the Resolution. Ayes: (3).
Nays: (0). Motion carried.

THE CITY ENGINEER reported Petition Number 3420, which was filed by
E. L. Atherton for paving and water line through Lot 12 Upper Mill Heights
Addition Number 2, was signed by the petitioner who owns 810 of the property to
be assessed and he represents 500 of the land owners adjacent to the improvement,
and it is a valid petition, and suggested they proceed with a feasibility report
for the improvements. A motion was made by Commissioner Caldwell, seconded by
Commissioner Weisgerber to accept the City Engineer's report and instruct him to
proceed with a feasibility report for the improvements. Ayes: (3). Nays: (0).
Motion carried.
THE CITY ENGINEER reported on Petition Number 3425, which was filed by
Verle Simpson for the closing of Railroad Avenue from Front Street East 325 feet
and recommended the street be vacated. A motion was made by Commissioner
Weisgerber, seconded by Commissioner Caldwell to accept the City Engineer's
recommendation and introduce an ordinance for first reading vacating the street.
Ayes: (3). Nays: (0). Motion carried.

A LETTER was received from the Board of Education relating to the
possible acquisition of school owned property for a neighborhood park in South
Salina.
Commissioner Weisgerber moved to acquire 24 acres, more or less, on
the East side of South High School, at the asked price of $1,300 an acre, from
the Unified School District # 305 with $65,000 from Revenue Sharing Funds from
the first entitlement period, and with the remaining funds to construct 4 tennis
courts, to also be used by the school, and a shelter house, utility lines and to
plant trees.
The motion was seconded by Commissioner Caldwell. Ayes: (3). Nays: (0 .
Motion carried.
Commissioner Weisgerber also mentioned that a park is still needed in
the north part of Salina, but available land is the problem there.

COMMISSION AGENDA
THE MAYOR, with the approval of the City Commission, made the following
appointments:
Electrical Code Panel
Larry Gagnon, Star Electric, appointed for a 5 year term to April 6, 19-19
to succeed Bruce Broce.
Library Board
Dean Owens, reappointed for a 4 year term to April 30, 1978.
Sherwood Parks, appointed for a 4 year term to April 30, 1978,
to succeed Thomas J. Kennedy.
PUBLIC AGENDA
PETITION NUMBER 3428 was filed by Ben J. Frick, 120 Overhill Road, for
the rezoning of Lot 5, Block 1, Hazelwood Addition, from District "DD" (Office
District) to District "D" (Local Business District). A motion was made by
Commissioner Caldwell, seconded by Commissioner Weisgerber to refer the petition
to the City Planning Commission. Ayes: (3). Nays: (0). Motion carried.
PETITION NUMBER 3429 was filed by Presley Builders, Inc., for the pavin
grading, curbing, and guttering of Crestview Drive from Eastborough Road to Estats
Drive; all of Estates Drive; all of Argonne Drive, all of Douglas Drive in Countr
Club Estates Addition Number 2. A motion was made by Commissioner Caldwell,
seconded by Commissioner Weisgerber to refer the petition to the City Engineer
for a report. Ayes: (3). Nays: (0). Motion carried.
PETITION NUMBER 3430 was filed by Gene Addison, Cimmaron, Kansas, for
the rezoning of Lots 46 to 51 inclusive, Block 6; Lots 12 to 19 except Lot 15,
Block 5, all in the Replat of Edgemere Addition to the City of Salina, Saline
County, Kansas, from District "A" (Second Dwelling House District) to District 1tD'
(Local Business District). A motion was made by Commissioner Weisgerber, secondee
by Commissioner Caldwell to refer the petition to the City Planning Commission.
Ayes: (3). Nays: (0). Motion carried.
A CEREAL MALT BEVERAGE LICENSE APPLICATION was filed by I. Virgil Norwo d
d/b/a Norwood Western Ice Company, 204 East Elm. (New application). The Acting
City Clerk reported the applicant has paid the required fee and the application
has been approved by the Health Department, the Zoning Officer, and the Police
Department. A motion was made by Commissioner Caldwell, seconded by Commissioner
Weisgerber to approve the license application. Ayes: (3). Nays: (0). Motion
carried.
A MOTION was made by Commissioner Caldwell, seconded by Commissioner
Weisgerber that the Regular Meeting of the Board of Commissioners be adjourned.
Ayes: (3). Nays: (0). Motion carried.
