WHEREAS, the City of Salina has established a Capital Improvement Program Policy
(the "Policy") as a component of its Financial Policies Document; and
WHEREAS, the Policy includes establishment of a five-year Capital Improvement
Program (C.I.P.) to guide decision making on public improvements and expenditures; and
WHEREAS,by Resolution 19-7768 adopted on December 9,2019,the Governing Body
approved a 5-year (2020-2024) Capital Improvement Program (C.I.P.); and
WHEREAS, on April 6, 2020, Governing Body directed staff to continue, extend,
postpone, or cancel and, in certain cases, re-designated the funding source for certain projects and
purchases from the previously approved C.I.P., as follows:

WHEREAS, on March 30, 2020, the Governing Body also discussed staff-identified
savings related to previously budgeted part-time salary expenditures and wish to authorize the City
Manager to reduce spending in part-time salary expenditures previously budgeted in 2020.
THEREFORE, BE IT RESOLVED by the Governing Body of the City of Salina,
Kansas:
Section 1. The 2020-2024 Capital Improvement Program is amended to designate the
status of and,in certain cases,re-designating the funding source for the projects/purchases as itemized
above.
Section 2. The City Manager is authorized to reduce spending in part-time salary
expenditures previously budgeted in 2020.
Section 3. This resolution shall be in full force and effect from and after its adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 13th day of April,
2020.
