Regular Meeting of the
Board of Commissioners
January 28, 1974
The Regular Meeting of the Board of Commissioners met in the
Commissioners' Room, City -County Building, on Monday, January 28, 1974, at
seven o'clock P.M.
The Mayor asked everyone to stand for the pledge of allegiance to the
Flag and a moment of silent prayer.
There were present:
Mayor Jack Weisgerber, Chairman presiding
Commissioner Robert C. Caldwell
Commissioner Norma G. Cooper
Commissioner Mike Losik, Jr.
Commissioner W. M. Usher
comprising a quorum of the Board, also:
L. 0. Bengtson, City Attorney
W. E. Harris, Deputy City Manager
D. L. Harrison, City Clerk
Absent:
Norris D. Olson, City Manager
The Minutes of the Regular Meeting of January 21, 1974, were approved
as mailed.
THE MAYOR PROCLAIMED the Month of February, 1974 - "KANSAS ARMY NATIONA
GUARD MONTH". The proclamation was read by Lt. Col. Charles Stephens.
STAFF AGENDA
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
levying special assessments against certain property to pay the cost of
constructing certain sidewalks in the parking abutting the property." (Engineers g
Project 73-559 - sidewalk on the south side of Cloud Street from Norton Street
to Roach Street, and sidewalk on the east side of Lewis Street adjacent to Lot 16
Replat of Block 8, Claflin Addition) A motion was made by Commissioner Usher,
seconded by Commissioner Losik to adopt the ordinance as read and the following
vote was had: Ayes: Caldwell, Cooper, Losik, Usher, Weisgerber (5). Nays: (0).
Carried. The Mayor approved the ordinance and it is numbered 8333. The
ordinance was introduced for first reading January 21, 1974.
A RESOLUTION was introduced and passed entitled: "A RESOLUTION
authorizing the temporary investment of approximately $1,300,000.00 of Idle
Funds of the City of Salina, Kansas." A motion was made by Commissioner Losik,
seconded by Commissioner Usher to adopt the Resolution as read and the following
vote was had: Ayes: Caldwell, Cooper, Losik, Usher, Weisgerber (5). Nays: (0).
Carried. The Mayor approved the Resolution and it is numbered 3173.

PUBLIC AGENDA
A TREE TRIMMING license application was filed by Ben Ferguson, d/b/a
Welsh Tree Service 728 Merrill. (Renewal). The City Clerk reported the
applicant has paid the required fee, has the required surety bond and public
liability insurance on file. A motion was made by Commissioner Cooper, seconded
by Commissioner Usher to approve the license application and authorize the City
Clerk to issue the license. Ayes: (5). Nays: (0). Motion carried.
A LETTER was received from the Lee Hardware Company, for the approval
of the development plans of the site and building for the proposed new warehouse
and distribution facility. A motion was made by Commissioner Losik, seconded by
Commissioner Caldwell to refer the request to the Metropolitan Planning Commissio
for consideration. Ayes: (5). Nays: (0). Motion carried.
PETITION NUMBER 3393 was filed by Edgar G. Toothman for a driveway at
909 Hancock. The City Engineer reported he had spoken to Mr. Toothman, and all
he needs is a driveway permit and he wishes to withdraw his petition. A motion
was made by Commissioner Caldwell, seconded by Commissioner Usher to approve the
request of Mr. Toothman to withdraw his petition. Ayes: (5). Nays: (0).
Motion carried.
PETITION NUMBER 3394 was filed by Max McClintock for the curbing,
guttering, and paving of the North 300 feet of Lot 8, Block 2, Wallerius Addition;
also known as Planet Street. A motion was made by Commissioner Caldwell, secondec
by Commissioner Usher to refer the petition to the City Engineer for a report.
Ayes: (5). Nays: (0). Motion carried.

Engineer if the provisions of
Resolution Number 3319
would apply here. The City Engineer stated he wasn't sure,
but he would check it.
A MOTION was
made by Commissioner
Caldwell, seconded by Commissioner
Losik that the Regular
Meeting of the Board
of Commissioners be adjourned.
Ayes: (5). Nays: (0).
Motion carried.
