Special Meeting of the Board
of Commissioners
December 27, 1973
The Special Meeting of the Board of Commissioners met in the
Commissioners' Room, City -County Building, on Thursday, December 27, 1973, at
four o'clock P.M.
There were present:
Mayor Jack Weisgerber, Chairman presiding
Commissioner Robert C. Caldwell
Commissioner Norma G. Cooper
Commissioner W. M. Usher
comprising a quorum of the Board, also:
L. 0. Bengtson, City Attorney
Norris D. Olson, City Manager
D. L. Harrison, City Clerk
Absent:
Commissioner Mike Losik, Jr.
The meeting was held for the purpose of receiving bids for the
demolition of 18 unsafe structures, adopting an ordinance authorizing the
issuance of Internal Improvement Bonds, approving cereal malt beverage license
applications for 1974, and making appointments to the various boards and
commissioners.
BIDS WERE RECEIVED for the demolition of 18 unsafe structures.

Bob Smith Salvage Company $4,900.00
Bob Albers Construction, Inc. 6,750.00
J. S. Frank Construction Co., Inc. 8,680.00
A motion was made by Commissioner Caldwell, seconded by Commissioner Usher to
award the contract to Bob Smith Salvage Company for $4,900, providing the bid
meets the Engineer's specifications. Ayes: (4). Nays: (0). Motion carried.
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE
authorizing the issuance of Internal Improvement Bonds of the City of Salina,
Kansas, in the sum of $250,736.00, to pay the cost of curbing, guttering, paving,
sanitary sewer, storm sewer and water main improvements in the City to be
designated as Series P-215." A motion was made by Commissioner Usher, seconded
by Commissioner Cooper to adopt the ordinance as read and the following vote was
had: Ayes: Caldwell, Cooper, Usher, Weisgerber (4). Nays: (0). Commissioner
Losik absent. Carried. The Mayor approved the ordinance and it is numbered 8327.
The ordinance was introduced for first reading December 17, 1973.
THE COMMISSIONERS considered a list of 9 cereal malt beverage license
applications for 1974. There were 8 renewals and I new application, all of which
have been approved by the Zoning Officer, Health Department and Police Department.
A motion was made by Commissioner Usher, seconded by Commissioner Caldwell to
approve the license applications, as listed, and authorize the City Clerk to issue
the licenses. Ayes: (4). Nays: (0). Motion carried.
MAYOR WEISGERBER announded the appointments to the various boards and
commissions would be held over until January 7, 1974, as the Commissioners had
not completed their list.
A MOTION was made by Commissioner Cooper, seconded by Commissioner
Caldwell that the Special Meeting of the Board of Commissioners be adjourned.
Ayes: (4). Nays: (0). Motion carried.
