11-10-1975 Minutes• City of Salina, Kansas Regular Meeting of the Board Of Commissioners November 10, 1975 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, November 10, 1975, at four o'clock P.M. The Mayor asked everyone to stand for the pledge of allegiance to the Flag and a moment of silent prayer. There were present: Mayor Robert C. Caldwell, Chairman presiding Commissioner Keith G. Duckers Commissioner Gerald F. Simpson Commissioner W. M. Usher Commissioner Jack Weisgerber comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None as printed. The Minutes of the Regular Meeting of November 3, 1975 were approved THE MAYOR PROCLAIMED the Week of November 9 through 15, 1975 - "WORLD MUTUAL SERVICE WEEK". The proclamation was read by Mrs. Sue Tyll, Y.W.C.A. Publicity Chairman. THE MAYOR PROCLAIMED the Week of November 10 through 16, 1975 - "YOUTH APPRECIATION WEEK IN SALINA, KANSAS". The proclamation was read by Bob Murnahan, Lieutenant Governor of Zone 6, Optimist International. THE MAYOR PROCLAIMED the Week of November 10 through 16, 1975 - "MEDIC ALERT WEEK". The proclamation was read by Bob Leonard, Publicity Chairman of the Salina Association of Life Underwriters. STAFF AGENDA A PUBLIC HEARING was held on the advisability of curbing, guttering, paving, grading, sanitary sewers, sanitary sewer pump station and force main, water mains and service line improvements, as required by Resolution Number 3249 which was passed by the Board of Commissioners on October 20, 1975• (Improvement on Prospect Avenue, Key Acres Addition and Key Acres 2nd Addition. Engineering Project 75-586.) No protests, written or oral, were filed. A motion was made by Commissioner Usher, seconded by Commissioner Simpson that the improvements be approved. Ayes: (5). Nays: (0). Motion carried. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE annexing certain land to the City of Salina, Kansas, in conformity with the provisions of K.S.A. 1973 Supplement 12-520." (A tract of land in Section 35, Township 14 South, Range 3 West, requested in Petition Number 3508 which was filed by James E. Sullivan) A motion was made by Commissioner Usher, seconded by Commissioner Simpson to adopt the ordinance as read and the following vote was had: Ayes: Duckers, Simpson, Usher, Weisgerber, Caldwell (5). Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8458. The ordinanc was introduced for first reading November 3, 1975. 189 COMMISSION AGENDA A MOTION was made by Commissioner Weisgerber, seconded by Commissioner Duckers to add appointments to boards and commissions to the agenda for consideration. Ayes: (5). Nays: (0). Motion carried. THE MAYOR, with the approval of the City Commissioners, made the following appointments: Citizens' Advisory Committee Neighborhood "A" Solomon Oliver, reappointed for a 3 year term to November 25, 1978. Zelda Schrader, reappointed for a 3 year term to November 25, 1978. Neighborhood "B" James Geisendorf, reappointed for a 3 year term to November 25, 1978. James Morrow, reappointed for a 3 year term to November 25, 1978. Neighborhood "D" Mrs. Norb (clary) Skelley, 'reappointed for a 3 year term to November 25, 1978. D. Charles Towner, reappointed for a 3 year term to November 25, 1978. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certai property within the City and prescribing the proper uses thereof." [Rezoning of Lot 2, Block 6, Replat of Faith Addition from District "A" (Second Dwelling House District) District "B" to (Two -Family Dwelling House District) as requested in Petition Number 3507 which filed was by R. E. Sprecker.] A motion was made by Commissioner Simpson, seconded by Commissioner Usher to adopt the ordinance as read and the following vote had: was Ayes: Duckers,Simpson, Usher, Weisgerber, Caldwell (5). Nays: (0). Carried. The Mayor approved the Ordinance and it is numbered 8459. The ordinance was introduced for first reading November 3, 1975. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the city and prescribing the proper uses thereof." [Rezoning Lot of 31, Block 4, Holiday Addition from District "A" (Second Dwelling House District) to District "D" (Local Business District) as requested in Petitioi Number 3510 which was filed by Larry Gagnon.] A motion was made by Commissioner Duckers, by seconded Commissioner Weisgerber to adopt the ordinance as read and the following vote was had: Ayes: Duckers, Simpson, Usher, Weisgerber, Caldwell (5). Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8460. The ordinance was introduced for first reading November 3, 1975. A LETTER was received from the City Planning Commission recommending the approval of the Jeffway Redevelopment Plan in the Northeast Industrial Park. A motion was made by Commissioner Simpson, seconded by Commissioner Usher to accept the recommendation of the City Planning Commission and approve the redevelopment plan for Jeffway Construction Company, Inc., in the Northeast Industrial Park. Ayes: (5). Nays: (0). Motion carried. PUBLIC AGENDA A TREE TRIMMING License application was filed by J. L. Mooney, d/b/a Gem Barber Shop, 232 A South Santa Fe Avenue. (New application). The City Clerk reported the applicant has paid the required fee and has the required surety bond and public liability insurance on file. A motion was made by Commissioner Weisgerber, seconded by Commissioner Simpson to approve the license application and authorize the City Clerk to issue the license. Ayes: (5). Nays: (0). Motio carried. COMMISSION AGENDA A MOTION was made by Commissioner Weisgerber, seconded by Commissioner Duckers to add appointments to boards and commissions to the agenda for consideration. A motion was made by Commissioner Duckers, seconded by Commissioner Weisgerber to allow Mr. Leonard to speak. Ayes: (5). Nays: (0). Motion carried. Mr. Leonard said he is building a new office at 1023 Greeley. He said there is a traffic problem at Greeley and Ohio Streets and asked for a left turn bay in the northbound traffic lane of Ohio Street. A motion was made by Commissioner Usher, seconded by Commissioner Duckers to refer the request to the Traffic Engineer for a recommendation. Ayes: (5). Nays: (0). Motion carried. A MOTION was made by Commissioner Weisgerber, seconded by Commissioner Usher that the Regular Meeting of the Board of Commissioners be adjourned. Ayes: (5). Nays: (0). Motion carried.
